MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and nine (9\) years of experience in data processing (excluding data entry), two (2\) years of which must have been in a supervisory capacity; or
Completion of a 720\-classroom hour (1 year) program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry) and six (6\) years of experience in data processing (excluding data entry), two (2\) years of which must have been in a supervisory capacity; or
A bachelor’s degree (4 years) from an accredited college or university and five (5\) years of experience in data processing (excluding data entry), two (2\) years of which must have been in a supervisory capacity; or
A bachelor’s degree (4 years) from an accredited college or university with a major in one of the computer sciences or management information systems and four (4\) years of experience in data processing (excluding data entry), two (2\) years of which must have been in a supervisory capacity; or
A master’s degree (6 years) from an accredited college or university in one of the computer sciences or management information systems and three (3\) years of experience in data processing (excluding data entry), two (2\) years of which must have been in a supervisory capacity; or
A doctorate from an accredited college or university in one of the computer sciences or management information systems and two (2\) years of supervisory experience in data processing (excluding data entry).

JOB DUTIES:
This position reports to the Bureau Chief of Infrastructure and Operations and directs short and long\-term planning, research, and activities with broad organizational impact specifically related to enterprise cloud and on\-premises servers and associated systems, operating system software, and infrastructure environments. Identifies training needs, develops individual training plans and cross training strategies, and monitors employees’ progress to ensure they have the knowledge and resources required to perform their duties effectively. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
- Establishes unit goals and objectives and oversees the development of initiatives and projects in support of the Department’s business needs.
- Envisions, plans, and leads projects involving coordination with other technical sections, business area customers, and representatives from other agencies.
- Reviews project proposals, work estimates, and schedules, and monitors project progress to ensure that deadlines, standards, and cost targets are met.
- Ensures the resolution of technical issues related to enterprise platform products and functions.
- Coordinates research, evaluation, and implementation of new products or product improvements to meet business needs.
- Responsible for the efficient operation and maintenance of various department infrastructure systems and services which include but are not limited to on\-prem and cloud Virtual Server environments, Windows and Unix operating systems, Microsoft 365, Active Directory, Microsoft Azure, GitHub, and enterprise storage (SAN) and backup services.
- Coordinates with the Help Desk Section to resolve any problems associated with the identified duties and responsibilities.
- Responsible for ensuring adherence to established change management policies and procedures and ensuring adequate security safeguards are in place to protect the department's information resources.
- Communicates unit priorities, projects, and workload to subordinate personnel.
- Coaches, guides, and directs staff for continuous improvement in work processes to reduce costs and improve the quality of products and services.
- Evaluates unit personnel needs and make recommendations regarding hiring, terminations, salary decisions, etc.
- Develops and communicates work performance expectations to subordinates to establish clear standards by which performance can be measured.
- Coordinates the development and maintenance of technical standards, procedures, and techniques for the guidance of Infrastructure Services personnel.
- Collaborates with senior management, state agencies, and business partners to analyze Department needs related to Infrastructure Services and recommends and initiates implementation of technology solutions that align with the Department’s strategies and objectives.
- Serves as liaison between technical and non\-technical personnel, determining complex business and technical requirements, resolving problems, and conveying information to technical and non\-technical personnel.
- Ensures a cooperative environment between the Infrastructure Services team and other Office of Agriculture Technology Services (OATS) teams and Department employees.
- Reviews and approves work products such as technical solutions, analysis and design documents, and other technical documentation.
- Stays abreast of changing technology or technological advances that could benefit the department and make recommendations accordingly.
- Knowledge of industry best practices for managing server environments in a secure manner, including VMware and Hyper\-V virtualization platforms.
- Knowledge of Microsoft Windows Server (2016/2019/2022/2025\) and UNIX operating systems.
- Knowledge of, Microsoft 365, Active Directory, Entra ID, B2C, Exchange, and related technologies and products.
- Knowledge of disaster recovery strategies and best practices, with the ability to execute continuity of operations procedures.
- Knowledge of data communication, firewalls, and related technologies.
- Knowledge of information security best practices.
- Knowledge of the concepts and theories of information processing.
- Knowledge of IT Infrastructure Library (ITIL) concepts.
- Knowledge of distributed processing operations, procedures, and equipment.
- Knowledge of cloud computing and tenant administration for environments such as AzureCommercial and Government Clouds, and GitHub
- Knowledge of best practices to maintain Storage Area Networks (SAN) and enterprise backup solutions.
- Ability to process information logically to create new solutions or solve problems.

Supervise and coordinate the work of the Infrastructure Services unit.
Consults with the Infrastructure and Operations Bureau Chief, senior management, and other internal and external entities in determining Infrastructure Services business direction as it relates to Department initiatives.
Performs other related duties as required, including, but not limited to, adherence to the policies and procedures of the department's Information Resource Security Program (Chapter 8 \- Department's Supervisory Manual) and allocate time as requested for Disaster Recovery activities.
