Summary:
The Senior Vice President (SVP) of Colorado serves as the senior executive leader with authority and accountability for all business operations, performance, and stakeholder relationships within Colorado for Contexture’s multi\-state health information exchange (HIE) organization. This role is responsible for advancing the organization’s mission, growth, and sustainability within the state by directing strategy execution, financial performance, operational excellence, and market engagement.
Acting as the primary executive representative for the state, the SVP oversees all business\-related activities, including revenue growth, customer and partner relationships, regulatory alignment, government relations, community engagement, and state\-specific Contexture programs and initiatives. The SVP advances alignment of statewide priorities with enterprise strategy, ensures value delivery to participants and community partners, and drives measurable outcomes that support both regional success and the organization’s multi\-state objectives.
This position is based in Denver or Grand Junction, Colorado, and requires local residency in Colorado. Our strategic flexibility allows for local work from home opportunities.

Essential Duties and Responsibilities include the following:
State\-Based Strategic Leadership
- Serve as the primary executive leader for the organization within the assigned state, accountable for strategy, growth, policy, programs, and relationships.
- Develop and implement a comprehensive state\-level business development and growth strategy aligned with organizational mission, enterprise goals, and market realities.
- Partner with the Chief Growth Officer and peer State Senior Vice Presidents to ensure alignment on priorities, metrics, and enterprise\-wide initiatives.
- Monitor and analyze state\-specific healthcare market dynamics, regulatory developments, and competitive landscapes to drive strategic decision\-making.
- Identify, pursue, and secure business opportunities, partnerships, and contracts across healthcare, data exchange, and social determinant of health (SDOH) domains.
- Oversee Sales, Account Management, Community Development, SDOH, and Government Affairs activities within the designated state.
- Collaborate with enterprise teams and other state SVPs to develop integrated, scalable solutions while retaining responsiveness to state needs.
- Represent the organization at state and regional industry events, conferences, and convenings.
- Lead and execute government affairs and public policy strategy, aligned with enterprise advocacy priorities.
- Direct executive branch lobbying and advocacy, including pursuit of regulatory or administrative outcomes.
- Serve as the senior relationship manager for state agencies, tribal governments, Indian Health Services (IHS), and policymakers within the designated state.
- Identify, analyze, and summarize state and federal legislation and regulations impacting the organization’s operations in the state, providing recommendations to executive leadership and Legal.
- Draft state\-focused policy materials including legislative comments, op\-eds, policy proposals, formal correspondence, and internal briefings.
- Cultivate and maintain executive\-level relationships with state\-based healthcare providers, payers, health plans, technology partners, community\-based organizations, academic institutions, and government entities.
- Represent the organization as the senior spokesperson for the designated state in public forums and multi\-stakeholder settings.
- Oversee the direct operations of all state\-specific programs, grants, and government contracts.
- Lead cross\-functional teams to manage contracts from inception through completion, ensuring scope, performance, compliance, and outcomes.
- Ensure development of business cases, scopes of work, budgets, timelines, metrics, and deliverables.
- Develop and manage department budgets, forecasts, and financial performance metrics in partnership with the Chief Growth Officer and Chief Financial \& Human Resources Officer.
- Oversee revenue attainment, spending, contract compliance, and necessary financial adjustments.
- Ensure fiscal discipline while supporting growth, innovation, and sustainability within the assigned state.
- Promote and uphold the company's core values by consistently demonstrating ethical leadership, fostering a positive organizational culture, and ensuring all business decisions align with the established principles and mission of the company.
- Provide executive leadership and daily management of teams, including varying levels of staff positions.
- Lead recruitment, onboarding, performance management, and professional development to maintain high\-caliber staffing.
- Establish team goals and performance metrics that align state outcomes with enterprise KPIs.
- Lead effectively across both direct and matrixed reporting relationships.
- Travel as required, including within the designated state and partner states and other out\-of\-state locations; extended hours and overnight travel may be necessary.
- Perform other related duties as assigned.
- Exceptional written and oral communication skills; senior\-level experience as a public spokesperson and advocate.
- Deep understanding of the healthcare industry, public policy, health information technology, data exchange and data privacy, including market dynamics, regulatory environment, and emerging trends in business models, drivers, and technology adoption, both nationally and specific to Colorado.
- Thorough knowledge of a diverse range of Colorado healthcare organizations and entities, including providers, accountable care organizations, and health plans.
- Proven ability to translate complex legal, regulatory, and policy issues for diverse audiences.
- Executive presence with strong relationship\-building, negotiation, and partnership development skills.
- Demonstrated success leading high\-performing, multidisciplinary teams across complex state environments.
- Strategic, results\-oriented leader with strong business and financial acumen.
- Expertise in strategic planning, program execution, and cross\-functional collaboration.
- Exceptional communication skills, both written and oral; experience as a public spokesperson and advocate; ability to analyze and articulate complex issues and to communicate them to a variety of audiences.
- Excellent interpersonal skills and the ability to develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines.
- Advanced proficiency with Microsoft Office and related tools (Excel, Word, Project, Visio).
- Minimum of 10\+ years of progressively responsible leadership experience in business development, government affairs, or public policy within healthcare, health IT, data exchange, or SDOH sectors.
- Strong preference for candidates with deep experience in the designated state and relevant regional government and healthcare environments.
- Extensive experience working with healthcare, state, federal, and tribal leaders, agencies and officials.
- Proven experience managing budgets, contracts, grants, and financial performance.
- Demonstrated people leadership experience, including hiring, coaching, and performance management.
- Bachelor’s Degree in Business Administration, Healthcare Administration, Public Policy, or a related field required.
- Master’s Degree preferred (MBA, MHA, or Master’s in Public Policy or Healthcare Administration).
- Frequent communication and information exchange.
- Regular movement within the office to access equipment and materials.
- Ability to remain stationary for extended periods (approximately 50% of the time).
- Continuous use of computers and office equipment (e.g., keyboard, monitor, printer).
- Frequent handling of materials up to 10 lbs; occasional handling up to 30 lbs.
