Duties Description This position is in the NYS DEC Region 1 Division of Marine Resources, Bureau of Marine Habitat Protection. The job duties include the following: \- Perform compliance inspections of permits issued under Article 25\- Tidal Wetlands Act, and Article 15\- Protection of Waters of NYS Environmental Conservation Law. \- Investigate complaints and make determinations regarding violations of Article 25 and Article 15 of NYS ECL. \- Review aerial imagery and conduct site inspections to document alleged violations. \- Gather evidence, create maps, and present case material for enforcement of violations. \- Make recommendations based on their own investigations for the resolution of violations. \- Prepare consent orders, notice covenants, minor restoration plans and other documents pertaining to the resolution of violations. \- Make case referrals to Office of General Counsel as appropriate.\- Provide testimony at permit hearings, enforcement hearings, and compliance conferences. \- Maintain database of enforcement and compliance cases and track their progress. \- May supervise Fish \& Wildlife Technicians in the conduction of site inspections for permit compliance. \- Assist with administrative tasks. \- Participate in projects involving data collection, restoration and improving public access to NYS Tidal Wetlands Areas.
The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non\-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non\-competitive employment status converted to competitive status, without having to compete in an examination.
