Child Action is a private, non\-profit corporation created in 1976 to promote the education and social welfare of children and families and to advocate on their behalf. Our programs include resource and referral services for families seeking child care, child care subsidies for qualifying families, recruitment and professional development of the child care workforce, and family education and support.

Position Purpose \& Scope:

Under the direct supervision of the Program Supervisor – Subsidy Payments, the Subsidy Payment Technician is responsible for calculating and processing provider subsidy payments by applying established regulations, policies, and procedures to routine payment transactions. The position works closely with the Subsidy Payment Specialist and Program Supervisor to review provider attendance records, payment authorizations, and supporting documentation to ensure timely and accurate payment processing. The Subsidy Payment Technician addresses standard payment discrepancies, enters payment data into agency systems, maintains organized records, and responds to routine provider and internal staff inquiries regarding payment status and documentation requirements.

Typical Duties:

  • Complies with all applicable program regulations and maintains knowledge and understanding of reimbursement policies and formulas used to calculate childcare provider payments.
  • Reviews and compares information on monthly attendance forms against authorized care schedules to determine readiness for payment processing.
  • Identifies when clarification is needed prior to payment calculation or when follow\-up is required after payment calculation.
  • Communicates payment\-related issues or clarification needs to appropriate staff in a timely manner.
  • Processes and calculates monthly payments to childcare providers based on authorization and attendance forms using the online payment calculator system.
  • Applies established payment rules to determine payable and non\-payable attendance and service entries.
  • Tracks payment data and applies payment limits in accordance with program regulations.
  • Processes and calculates payment adjustments.
  • Assists with reviewing payment calculations completed by other payment department staff.
  • Works with other agency staff to resolve routine payment\-related issues.
  • Contacts providers regarding payment clarification and documentation issues.
  • Assists with reviewing payment policies and procedures.
  • Assists with development and testing of software changes as needed.
  • Assists with training new staff.
  • Responds to staff inquiries related to payment calculations and procedures.
  • Attends staff meetings.
  • Performs rotating weekly assignments designated by the department supervisor in support of unit operations, in addition to regular daily duties.
  • Education \& Experience:

  • Associate degree (preferred); high School diploma (required) or equivalent education and training sufficient to enable the incumbent to perform the typical duties of the position; and
  • Two (2\) years of experience in processing a high volume of payment (financial) related records required.

  • Ability to work effectively with others.
  • Ability to comply with agency safety and ergonomics policies and practices.
  • Ability to work overtime and weekend hours, as required.
  • Ability to understand the challenges and needs of families from a variety of ethnic and economic communities.
  • Physical Factors:

  • Possess a dedicated workspace that is quiet, free from distractions, and conducive to professional work (for work from home environment)
  • Works in an office setting. Work is primarily sedentary and requires light physical effort; may require occasional increased physical effort on an incidental basis
  • Possesses visual capability and manual dexterity to operate a computer and other standard office equipment
  • Ability to make fine visual distinctions when proofreading written documents and reviewing information on a computer screen
  • May be subject to high workload volume and tight deadlines.
  • Should be able to bend to access files and be able to lift up to 10 lbs. of files
  • Eligible to work overtime.

FLSA Status: Non\-Exempt

Pay Grade Range: $24\.18 \- $29\.01

Closing Date: Until filled

Hours: Must be able to work full\-time, 40\.0 hours per week (8\.0 hours a day), Monday through Friday. All employees must be able to work additional overtime and weekend hours as required.
