Texas Title III Grant Administrator

Role Mission

The Texas Title III Grant Administrator will ensure the effective management, compliance, and implementation of Title III, Part A programming within the Special Programs Department. While the role has no direct reports, the Title III Administrator will serve as a financial steward of Title III funds, overseeing budget planning, procurement, and contract processes in accordance with federal and state requirements. The Title III Administrator will collaborate with team members, regional directors, and regional \& campus business clerks to implement efficient systems and support campuses with Title III Parent and Family Engagement activities and other initiatives as needed.

This position is grant\-funded with Title III Part A funds. This is a grant\-funded position and funding may be extended. A grant\-funded position has no guarantee of ongoing and indefinite employment. All duties and responsibilities tied to this position are allowable and allocable to the grant. The employee will work solely (100%) on allowable activities outlined in the grant program.

Supervisory Responsibilities

This position has no supervisory responsibilities.

Location

This is a full\-time hybrid (remote/on\-site) position based in Texas with preference given to candidates who live in Austin, El Paso, Houston, Permian Basin (Midland/Odessa), Rio Grande Valley, San Antonio, and Tarrant County (Fort Worth), or who are willing to relocate.

  • IDEA may offer a relocation stipend to defray the cost of moving for this role, if applicable.
  • Travel Expectation

    May travel 10% or less at the busiest times of the year to attend conferences or trainings.

    What You will Do

    Grant Compliance \& Financial Stewardship

    Ensure fiscal responsibility and compliance with federal, state, and local requirements for Title III, Part A.

  • Manage Title III budget planning, monitoring, and forecasting processes.
  • Cultivate partnership with grants team to ensure ongoing collaboration
  • Work in close collaboration with the Grants team to align Title III fiscal and programmatic priorities, including budget development, amendments, compliance monitoring, and timely submission of required reports.
  • Ensure proper distribution and use of Title III funds in collaboration with Business Office partners and regional directors.
  • Verify allowable and unallowable expenses in alignment with EDGAR and federal guidelines.
  • Audit monthly rosters for all grant\-funded positions under Title III, Part A.
  • Participate in professional development to remain current on federal, state, and local compliance requirements.
  • Procurement \& Contract Management

    Oversee procurement and vendor processes to ensure efficient, compliant, and effective use of Title III funds.

  • Oversee procurement processes following EDGAR guidelines, including RFP/RFQ preparation, committee formation, bid evaluation, and award.
  • Manage contract lifecycle for Title III initiatives, including vendor review, scope of work creation, cost negotiation, compliance, onboarding, and ongoing support.
  • Prepare and process district\-wide requisitions and purchase orders for Title III programming across Texas regions/campuses.
  • Strategic Planning \& Leadership Support

    Serve as a thought partner and advisor to leadership on Title III budget and program priorities.

  • Serve as a strategic thought partner to the Managing Director of English Learner Programs and the Title III Parent Family Engagement Manager.
  • Act as liaison between Special Programs, Finance, and Legal teams to manage budget\-related strategies and project changes.
  • Provide timely updates, diverse perspectives, and decision\-making support to leadership regarding Title III budgets and initiatives.
  • Provide administrative support to the Managing Director of English Learner Programs for Title III initiatives.
  • Program Implementation \& Systems Management

    Develop systems, tools, and procedures to support efficient implementation of Title III initiatives.

  • Develop and maintain efficient systems and procedures to streamline Title III processes and ensure accountability.
  • Implement organizational policies and practices that meet federal, state, and local requirements.
  • Demonstrate in\-depth knowledge of Title III, Part A grant submissions and compliance expectations.
  • Collaboration, Training, \& Engagement Support

    Support campuses, departments, and teams to advance Title III priorities and family engagement initiatives.

  • Support campuses with planning and execution of Title III Parent and Family Engagement activities.
  • Actively participate in “Grant Ed” by attending quarterly professional development, bi\-weekly check\-ins, and fulfilling team commitments.
  • Coordinate timely record\-keeping, review departmental communications, and collaborate with evaluation teams to ensure alignment and compliance.

  • Required Experience

  • Bachelor’s degree
  • Years of Experience: Minimum 3 years of experience in grant management, compliance, finance, or program coordination.
  • Required Technology: Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint) and ability to learn organizational financial/procurement systems.
  • Knowledge of federal and state regulations governing Title III, Part A and/or other federal education programs.
  • Demonstrated experience managing budgets, financial reporting, and compliance documentation.
  • Strong organizational skills with ability to design and manage systems, processes, and procedures.
  • Excellent written and verbal communication skills, including ability to prepare clear reports and collaborate across departments.
  • Strong problem\-solving skills and attention to detail.
  • Ability to work independently and manage multiple priorities on a year\-round calendar.
  • Preferred Experience

  • Master’s Degree
  • Certifications: Finance Certifications preferred, but not required
  • Physical Requirements

    Compensation \& Benefits:

    Salaries for people entering this role typically fall between $58,400 and $67,200, commensurate with relevant experience and qualifications and in alignment with internal equity. This role is also eligible for performance pay based on organizational performance and goal attainment.
