Description of Work

This position is primarily responsible for the review of technical engineering work as it relates to the construction, modification, repair, breach, or removal of dams. Duties include engineering review, permitting, inspections, enforcement, training and implementation of the statewide Dam Safety Program policies, strategies and rules designed to protect the people and environment of North Carolina from improper operation, maintenance, or failure of a regulated dam. This position is tasked to be an engineering technical assistant to the State Dam Safety Engineer with management of the state regulatory program responsible for more than 3,500 regulated dams in North Carolina. In addition, the position provides expert technical and engineering assistance to central staff, regional staff, other state agencies, the development community, engineers, industry, local governments, and dam owners in the implementation of required dam safety policies, rules, and law. An important duty of the position is training and assisting with the training of staff in the regional offices on the procedures for inspection of dams, record keeping, and response to owners. The regional office staff must also be trained in procedures for response to emergencies at dams. This position assists the State Dam Safety Engineer in providing training opportunities for the central office dam safety staff in the technical review of engineering plans and specifications for dam construction, repair, and modification as well as inspection of dams, implementation of programs/processes, project management, and dam safety emergencies. This position will also assist in the administration of the Dam Safety Program, acting in the place of the State Dam Safety Engineer when necessary. This will also require the position to organize and coordinate technical training and professional development within the program and with Regional Office staff, participate in planning and budgeting for the program, and FEMA Grant administration.

Key Responsibilities:

Directs and assists in directing technical and administrative activities of the State Dam Safety Program under the assignment of the State Dam Safety Engineer and Division Management.

Reviews and recommends approval or disapproval of dam plans to construct, repair, modify, or breach impoundments.

Coordinates with emergency management during major storm events to provide accurate reporting of impacts to impounding structures.

Provides project development and dam owner and staff training as necessary.

Serves as an expert in providing guidance in dam safety\-related issues to Division employees, other agencies, Engineers\-of\-Record, and the general public.

The Division of Energy, Mineral, and Land Resources (DEMLR) is comprised of two Sections: Land Quality and Geological Survey. For more information: https://deq.nc.gov/about/divisions/energy\-mineral\-and\-land\-resources The Land Quality Section is responsible for the administration of four regulatory programs: Dam Safety program as authorized by the Dam Safety Act of 1967, Mining Program as authorized by the Minding Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by State Statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General’s Office.

DEMLR is responsible for scheduling, organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.

The N.C. Geological Survey (NCGS) Section’s mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps, mineral resource and geochemical information, topographic maps and digital products, and earth science education initiatives. The NCGS “…examines, surveys, and maps the geology, mineral resources, and topography of the state” and encourages the wise conservation and use of geologic resources by industry, commerce, agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins, Open File Reports, Information Circulars, Special Publications, and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4\) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
