Result of Service
The ultimate result of the service is the strengthened substantive follow\-up to the outcomes of the Fourth International Conference on Financing for Development (FFD4\) through the provision of high\-quality analytical, research, drafting, and coordination support to FSDO’s work on illicit financial flows, financial integrity, sovereign debt, and financing for development. This includes supporting the preparation of Secretary\-General reports, advancing the evidence base and intergovernmental discussions on implementation of the Sevilla Commitment, contributing substantively to the 2027 Financing for Sustainable Development Report (FSDR), and supporting the successful preparation and delivery of the 2027 ECOSOC Special Meeting on Financial Integrity and other FFD4 follow\-up processes.

Duties and Responsibilities
Background and Objectives In resolution 79/323, the General Assembly adopted the Sevilla Commitment, which sets out a renewed global framework for financing sustainable development. The Sevilla Commitment also establishes an integrated follow\-up framework across all levels, with the Department of Economic and Social Affairs and its Financing for Sustainable Development Office leading the system\-wide coordination of follow\-up. At the global level, this follow\-up includes a dedicated monitoring mechanism, the Inter\-Agency Task Force (IATF) on Financing for Development, which had its mandate renewed in the Sevilla Commitment, and which produces an annual Financing for Sustainable Development Report (FSDR). This report is the main substantive input to an intergovernmental process under the auspices of the United Nations Economic and Social Council (ECOSOC). The Sevilla Commitment sets up new special meetings of the ECOSOC and calls for the convening of a working group on sovereign lending and borrowing principles, all of which should feed into the annual ECOSOC Forum on Financing for Development Follow\-up. To support the substantive follow\-up to FFD4 through coordinated collection and reporting of evidence on progress and supporting future intergovernmental discussions on how to advance implementation, FSDO has initiated a new reporting cycle of the Inter\-agency Task Force, and has also initiated substantive preparations for the Special Meetings of the ECOSOC on financial integrity and credit rating agencies, and has commenced preparations for the convening of a working group on sovereign lending and borrowing principles. In view of this, FSDO will engage a consultant to contribute to the substantive preparations and delivery of these mandates. Work Assignments: Under the supervision of the Chief of the Policy Analysis and Development Branch (PADB), and in close collaboration with relevant colleagues within FSDO, the consultant will be responsible for the following work assignments: 1\. Overcoming the substantial and persistent challenges for effectively combating illicit financial flows (Sevilla Commitment para 29\) a. Undertake research related to enablers of illicit financial flows b. Prepare a plan for the preparation of a global mapping of existing business regulatory policies, standards and guideline, in consultation with relevant UN entities (as mandated in A/RES/78/140\); c. Draft an outline for the final report to ECOSOC presenting the global mapping of existing business regulatory policies, standards and guidelines; d. Liaise with other UN System entities relevant to this work, organize meetings with them and prepare summaries of the meetings; e. Organize consultations and meetings with non\-UN System relevant stakeholders to advance discussion on findings in the work and prepare summaries of the meetings; f. Draft the final report on business regulatory practices in selected countries globally, including findings and recommended future actions. 2\. Reports of the Secretary\-General on topics under macroeconomic questions and financing for development agenda items a. Undertake background research on assigned topics under macroeconomic questions and financing for development agenda items; b. Prepare a summary of the background research; c. Draft assigned sections of the Secretary\-General’s reports prepared by FSDO; d. Finalize assigned sections based on comments and feedback received from FSDO staff. 3\. 2027 Financing for Sustainable Development Report a. Undertake background research and prepare detailed annotated outlines of the domestic public resources ‘in\-depth’ chapter, and associated ‘in\-numbers’ chapter, of the 2027 FSDR; b. Draft the domestic public resources ‘in\-depth’ chapter, and associated ‘in\-numbers’ chapter, of the 2027 FSDR. c. Contribute to drafting of sections of other chapters, including carrying out relevant data analysis to produce charts and figures, as needed. d. Incorporate comments and inputs from Members of the IATF into the draft domestic public resources ‘in\-depth’ chapter, and associated ‘in\-numbers’ chapter, of the 2027 FSDR. e. Finalize the chapters based on inputs and guidance from FSDO staff. f. Contribute to the overview and key messages of the 2027 FSDR by preparing text on the interlinkages of the ‘in\-depth’ chapters on domestic public resources, international development cooperation, and debt sustainability. g. Provide inputs to other tasks related to the 2027 FSDR as needed. 4\. 2027 ECOSOC Special Meeting on Financial Integrity a. Undertake background research and prepare relevant background materials such as the concept note in advance of the meeting; b. Provide inputs in the development of the agenda and programme of the meeting; c. Provide inputs to information notes, invitations, remarks, and briefing materials; d. Prepare substantive summaries of the ECOSOC Special Meeting on financial integrity. 5\. Undertake other tasks as required by the Office in relation to the substantive follow\-up to FFD4\. 6\. Provide Monthly progress reports at the end of each month.
Qualifications/special skills
- Advanced university degree (master’s degree or equivalent) in development studies, international relations, economics, finance, political science, law or related field is required. • Detailed knowledge of policy issues around illicit financial flows, financial integrity and public finance is required. • A minimum of 7 years of experience in the field of sustainable development and/or financing for development, including financing policy and analysis. • Previous work experiences at the United Nations or another international organization in particular engaging with experts and/or member states, and preparing background documents for their consideration is desirable. • Excellent interpersonal, communication and drafting skills.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable. Knowledge of another UN official language is an advantage.
