It is a comprehensive, regional university within the ten\-campus University of Hawaii System, focusing primarily on high\-quality baccalaureate and select postgraduate education, including distinctive programs in areas like marine science, geology, astronomy, and Hawaiian language revitalization.

    The UH Hilo Division of Student Affairs serves as the primary resource for student support, engagement, and development outside of the classroom. This division provides essential programs and services that foster student success, personal growth, and a vibrant campus life. Student Affairs is responsible for critical functions such as advising and counseling services, housing and residential life, student activities and organizations, wellness and health services, career development, and promoting an inclusive and supportive campus environment.

    The Upward Bound Program at the University of Hawaii at Hilo is a federally funded TRIO program designed to support high school students from low\-income families and/or those who are potential first\-generation college students. The program provides academic instruction, advising, college and career exploration, and enrichment opportunities that prepare participants for successful entry into and completion of postsecondary education. Upward Bound works in partnership with Hawaii Island high schools, families, and community organizations to provide year\-round services including academic advising, tutoring, academic workshops, college tours, cultural enrichment activities, financial aid and FAFSA completion support, and college application assistance.

    The Instructor and Student Support Specialist plays a key role in supporting the academic development and college readiness of program participants. This position provides advising, academic support services, and college\-prep programming that promotes student success in high school and preparation for postsecondary education. The incumbent works closely with students, families, school personnel, faculty, and community partners to recruit program participants, deliver college preparatory services, assist students with financial aid awareness and FAFSA completion, monitor participant progress, coordinate program activities, and ensure compliance with federal TRIO program requirements.

    Duties and Responsibilities (\

  • 1\. \*Under the direction of leadership, provide programming, advising, and services to meet the college preparatory needs of County participants; for Math \& Science Upward Bound, develop activities tailored to STEM interests and postsecondary pathways leading to math and science degrees.

    2\. Conduct in\-person and virtual recruitment outreach at target schools and community events; deliver presentations explaining the mission and services to students, parents, and school personnel.

    3\. \*Recruit and enroll eligible applicants by evaluating applications, conducting interviews, and administering standardized assessments to evaluate academic need and potential for postsecondary success.

    4\. \*Use grades, test scores, and participant self\-reports to develop and update individualized postsecondary education preparatory plans and admission recommendations aligned with student needs and program goals.

    5\. \*Coordinate and provide academic support services that meet individual participant needs, including academic advising, tutoring, supplemental instruction, study skills development, and test\-taking strategies.

    6\. \*Meet with participants regularly through in\-person and virtual advising sessions to monitor academic progress, provide college and career readiness support, and address individual needs.

    7\. Conduct exploration activities, including college fairs, tours, and STEM career shadowing opportunities; collaborate with faculty, mentors, and community partners to coordinate pre\-college services.

    8\. \*Provide direct assistance in applying to postsecondary institutions, including completing the FAFSA, distributing fee waivers, reviewing résumés/personal statements, and preparing letters of recommendation.

    9\. \*Monitor, document, and enter accurate participant services and progress data into tracking systems by established deadlines; maintain complete, organized files in accordance with program, university, and federal TRIO requirements (APR).

    10\. \*Plan, coordinate, and participate in program\-related activities and events; supervise and ensure the safety of participants during all programming, including evenings, weekends, and field trips.

    11\. Participate in the recruitment, training, and supervision of seasonal staff and student assistants; contribute to the planning, evaluation, and creation of program materials and recruitment resources.

    12\. Track and document Upward Bound alumni postsecondary admission, enrollment, and persistence toward graduation to support federal reporting; perform other duties as assigned.

    Minimum Qualifications:Education and Professional Work Experience:

    1\. Possession of a baccalaureate degree in any field or related field and 0 year(s) of progressively responsible professional experience with responsibilities for providing Secondary or PS education advising; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

    2\. Functional knowledge of principles, practices and techniques in the area of college access and student support services demonstrated by knowledge, understanding and ability to apply concepts, terminology.

    3\. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with secondary and postsecondary education systems.

    4\. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of academic advising, student engagement, and educational program delivery.

    5\. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

    6\. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

    7\. Demonstrated ability to operate a personal computer, apply word processing software.

    8\. Possession of a valid driver's license, safe driving record, and ability to travel to target schools and transport students for approved program activities.

    9\. Ability to adjust quickly to change and effectively handle varied and challenging conditions, assignments, and priorities.

    10\. Ability to work a flexible schedule, including evenings, weekends, and overnight travel for program events and college tours as required. Desirable Qualifications

    1\. One (1\) year of professional experience providing college access, academic advising, student support services, youth development programming, or related educational services to secondary or postsecondary students.

    2\. Successful experience working collaboratively with university faculty, secondary education personnel, and other professionals to develop and supplement program resources.

    3\. Preference will be given to applicants who have overcome barriers similar to those confronting the low\-income, first\-generation college\-bound population served by Upward Bound, consistent with 34 CFR Part 645\.31(e)(3\), such as being raised in a low\-income or isolated community, attending an under\-resourced high school, or experiencing circumstances that limited access to college\-going opportunities.
