COLORADO PARKS AND WILDLIFE Our Mission is to perpetuate the wildlife resources of the state, to provide a quality state parks system, and to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado's natural resources. The Law Enforcement Records Unit resides within the Field Services Branch of Colorado Parks and Wildlife. Field Services provides much of the specialized support for the agency, including investigations, training, boating investigations, records, registrations, and backcountry search and rescue. Law Enforcement Records Unit consists of 4 FTE as of July 2024\. The unit houses physical and digital law enforcement records for CPW’s 400 POST commissioned officers. The unit takes in citation payments, monitors criminal cases, notifies officers of docketing requirements, collaborates with other state, county, and judicial agencies, coordinates with the CPW License Hearing Office, and helps manage Colorado Open Records Act requests for criminal records. Integral to the unit is the Records Management System (RAMS). RAMS is the electronic records system that every CPW officer interacts with regularly. All citations issued by CPW personnel are issued from and integrated into RAMS. Incident reports, evidence inventories, and related law enforcement records are housed in the system. RAMS is supported through a third\-party vendor located out of state. The Law Enforcement Records Unit will maintain CPW’s Body Worn Camera (BWC) program, to integrate BWCs into reporting, evidence uploads, discovery for Colorado courts, and records requests through CORA guidelines. The Unit provides customer service for the officers within the agency and collaborating judicial districts and agencies. Records staff work with officers daily to help maintain records, file cases with judicial districts across the state, and assist with workflow for ongoing investigations. Description of Job ---------------------- This position will be the subject\-matter expert for Body Worn Cameras and will require a level of expertise to understand and maintain the program at every level. The employee will be the point of contact for officers for technical issues, troubleshooting, hardware and software needs, and integration of BWC videos into RAMS. This position will be the point of contact for BWC vendors, contracting, grant funding, and procurement for the program. Additionally, this position will liaise with judicial districts to distribute BWC footage for criminal caseloads and with CPW’s CORA managers for open records requests. Specific job duties include but are not limited to: ADMINISTRATION Responsible for the management and administration of BWC contracting and procurement of 450 body\-worn cameras for Colorado Parks and Wildlife, ensuring the smooth addition of BWCs into standard equipment and procedures. Manages the contracts and procurement of the BWC program and will research and work to acquire possible grant funding to support the agency’s BWC program. Responsible for the inventory and tracking of cameras and associated hardware across the state, including coordination with OIT for the ongoing maintenance of network portals for uploading footage and software updates. Works within the parameters of the larger Law Enforcement Records Unit to integrate the BWC programs into records and the electronic Records Management Program (RAMS). Manages CPW’s agreements to share BWC data with judicial districts and other related agencies. Works in close coordination with the CPW Colorado Open Records Act (CORA) managers to redact and distribute BWC footage for CORA requests and other required releases. Ensures employees understand and operate redaction software to legally and appropriately redact sensitive images and information from videos provided through these requests. In addition to the management responsibilities specific to the BWC program, this position will also act as the primary liaison for all Axon products and platforms. This includes, but is not limited to, the logistics management of the agency’s TASER program, one\-off purchases of other Axon or Axon partner products, and/or continuing contractual relationships with Axon for current or future needs or purchases by the agency. TRAINING Serves as the primary lead for training CPW officers and administrators on BWC operation, case management, and BWC policy. Responsible for explaining the limits and features of the BWC program, and the benefits for the agency and officers to stay in compliance with Colorado law and CPW policy. Travel across the state to train officers on occasion may be required. Routinely provides updates and continuing education for officers to ensure the ongoing success of the BWC program. GENERAL RECORDS ADMINISTRATION Works within the framework of the greater Law Enforcement Records Unit to ensure the smooth operation and management of BWC footage and electronic evidence with RAMS. Understands the nuance and intricacies of both evidence.com and RAMS and must provide support regularly for CPWs officers with case management, uploading evidence, and discovery assistance with statewide judicial districts. Provides backup support for other administrative duties within the LE Records Unit. FIELD SERVICES ADMINISTRATIVE SUPPORT Provides general administrative support on an as\-needed basis within the Field Services Branch. Functions within the Field Services Branch, including assistance with the Law Enforcement Unit, boating investigations, training, emergency management, or backcountry search and rescue which may include assistance with In\-Service Training planning and logistical needs, assistance with CPW’s law enforcement academy needs, contracting and procurement, trainee onboarding, and logistical requirements, and occasional assistance with background checks relative to seasonal hires and academy applications.
