    Under general supervision, provides project management to diverse community facing initiatives, and assists in grant writing and compliance. Ensures the success of grants, special project deliverables, and internal administrative needs within specific and identified topic areas relevant to select operating departments and ECD objectives. This position will provide essential administrative support for the ECD office and team. Grant support includes reviewing content and requirements for compliance and efficacy, setting timelines and follow\-up for diverse teams, and ensuring effective implementation. Project and administrative support includes supporting staff implementation, creating timelines, and utilizing effective communication methods for diverse audiences, both internal and external.

    This is a Fair Labor Standards Act defined Exempt Position \- Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.

    Tasks

  • ---------
  • Collects and analyzes data pertinent to a specified grant or project area. Uses initiative to analyze data and project or grant specific parameters to formulate independent judgments and conclusions and inform ECD leadership. Researches, coordinates, develops, prepares and submits federal, state, and private applications and/or project management plans to obtain funding for Hamilton County priorities and/or to ensure project deliverables, as relevant to requested scope of involvement and dependent of priorities of relevant operating department.

    Participates in the project timeline design, budget analysis, implementation plan, and outcome measures prior for preparation of grant applications and/or in the course of special projects planning and implementation to obtain funding and/or ensure project deliverables to meet these needs.

    Connects ECD’s grant seeking and management efforts with department projects including, but not limited to, community and youth engagement, opioid abatement, and data accountability and transparency.

    Oversees grant application and reporting process and special projects throughout their life\-cycle to ensure compliance with funding agency requirements and direction of County leadership. Provides administrative support to the Office of Economic and Community development on issues relevant for successful office management including, but not limited to, reimbursements, travel, documentation, meeting planning, etc. Prepares commission resolutions, memorandums of understanding, and contracts as required.

    Coordinates and works with private, state, regional and local stakeholders to obtain support for funding applications.

    Provides liaison with other County departments, contractors, consultants and other groups. Compiles and interprets data from reports, surveys, meetings and other sources; and provides grants and special projects related technical recommendations. Works on a variety of special projects as needed.

    Ensures grant award and contract requirements have been clearly identified to county operating department or subcontractor assigned grant staff; make recommendations and provides grant and special projects related technical assistance to county department administrators and sub\-recipients when necessary.

    Collaborates with county operating department or subcontract assigned grant staff and other professionals to gather, collect and maintain critical documentation and reports necessary to maintain overall compliance with grant awards, contracts and specifications as required by federal, state, local and philanthropic grant making foundation regulations both during and after close\-out of the grant cycle.

    Work includes: the evaluation and review, implementation and monitoring of complex information throughout the grant or cooperative agreement life\-cycle; project management to complex and diverse initiatives including, but not limited to, community engagement, economic initiatives, and opioid abatement strategies.

    Working with Director of ECD, and Director of Grants Administration, plans, submits and maintains Operating Budget, Development Department Continuity of Operations Plan (COOP); and ECD Department Grants Policy and Procedure Manual. Provides monthly budget report to Director after review of accounts payable, travel reports and P\-card expense reports.

    Minimum Qualifications

  • A Bachelor’s degree in Public Administration, Business Administration, the Legal field, Planning, Political Science, or a closely related field and two (2\) years of direct work experience in contract administration, grants planning and management, business administration, or the legal field. Must possess a valid driver’s license.

    OR

    An Associate’s degree in Public Administration, Business Administration, the Legal field, Planning, Political Science or a closely related field and four (4\) years of direct work experience in contract administration, grants planning and management, business administration, or the legal field. Must possess a valid driver’s license.

    OR

    The equivalent of a high school diploma and six (6\) years of direct work experience in contract administration, grants planning and management, business administration, or the legal field. Must possess a valid driver’s license.

    ADDITIONAL REQUIREMENTS:

    Position may require work on holidays, weekends, and/or irregular hours.

    Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

    PREFERRED QUALIFICATIONS

    Prior work experience with Hamilton County and in the local community is preferred but not required.

    PHYSICAL REQUIREMENTS:

    Work requires a minimum of physical effort with intermittent sitting, standing and movement. Excessive keyboarding may be required. Must be able to lift and carry up to 25 pounds on an occasional basis.

    Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.
  • Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

  • The Cigna High Dental Plan covers orthodontia for children up to age 18\. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.

    Hamilton County Government Retirement for Fulltime Employees:

    Pension – Legacy Plan (hired prior to 10/1/2015\), in which the employer contributes 14\.70%.

    Pension – Hybrid Plan (hired on or after 10/1/2015\), in which the employee contributes 5% and the employer contributes 4%.

    401K – Employer contributes 5% and the employee can contribute the amount of their choice.

    457b – Employees have the option to contribute to this plan if they choose.

    Hamilton County provides eight (8\) weeks of paid maternity leave and two (2\) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

    Paid Time Off:

    Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.

  • Years 1 – 5: an employee will accrue 5\.85 hours of leave, per pay period.
  • Years 5 – 10: an employee will accrue 6\.77 hours of leave, per pay period.
  • Years 11–15: an employee will accrue 8\.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8\.93 hours of leave, per pay period.
