- Supervises the Total Employee Health team; provides day to day support to direct and prioritize work; sets expectations and conducts coaching and evaluations; analyzes the teams division of responsibilities to ensure efficiency and resource allocation; monitors performance to identify gaps and implement changes; train staff on laws, regulations, policies, and systems and fosters a collaborative, purposeful, high\-performing team that prioritizing taking care of Cary employees.
- Oversees day\-to\-day benefits administration, including new employee enrollment, qualifying life events, and termination of benefits; coordinates annual open enrollment; resolves complex, one\-off benefits issues and claims related matters with employees and vendors; works directly with vendors to ensure contractual requirements are met.
- Executes critical benefits compliance tasks and processes, such as the generation of ACA 1095s, updating of annual benefit limits, payment of PCORI fee, reporting to CMS, completion of non\-discrimination testing, compliance review training sessions, etc. Partners with consultants, third\-party administrators, and vendors to ensure day\-to\-day processes are compliant with applicable federal and state regulations.
- Manages the leave administration programs, including Family Medical Leave Act, workers’ compensation, military leave, and other approved leave of absences; ensures documentation is in alignment with Cary policies/procedures/guidelines or required by law and that time is coded accurately; answers questions and advises employees and supervisors of the programs.
- Facilitates return\-to\-work from an approved leave of absence and manages the light duty program for those who are cleared to return to work in a light duty capacity for a specified duration of time. Ensures sufficient medical documentation is provided and communicates with both employees and departments on the employee’s return to work.
- Oversees the employee retirement program by ensuring employees have access to education and resources, including one\-on\-one consultations, workshops, seminars, and financial planning tools and assistance throughout the retirement application process; identifies complex cases and/or global issues. Supports employees’ post\-retirement with retiree benefits and/or questions, ensures premiums payments are remitted and facilitates special open enrollments for Medicare retirees.
- Oversees wellness programming aligned with the developed, approved wellness strategy focusing on targeted initiatives and measurable results; ensures programs are available onsite and virtual to support diverse employee needs; collaborates with consultants on and delivers upon ongoing wellness communication; serves as a lead on the cross\-collaboration wellness team to facilitate resources among vendors; provides recommendations on modifications and/or enhancements.
- Facilitates the day\-to\-day tasks of the Workers Compensation Program; analyzes employee accident and injury reports; monitors open claims for status updates; answers questions for nurse case managers and adjusters; provides required data to the Workers Compensation team; supports the return\-to\-work process and identification of light duty assignments; ensures time is coded correctly.
- Oversees on\-site safety programs alongside vendor partners and other departments to include, but not limited to Respiratory Protection Program, Lock Out Tag Out and Hearing Conservation; takes the necessary steps to act when required for drug and alcohol testing; facilitates training both on\-site and virtually; drafts the required reports and survey responses in collaboration with third party vendors; and provides programmatic recommendations.
- Provides oversight of data entry into related systems to include Naviline, HRIS, Employee Navigator, etc. to ensure integrity and accuracy of all employee related information; participates in the year end process requiring manual data entry, auditing and reporting; identifies ways to enhance the systems; trains staff in applications; and collaborates with payroll and other internal partners as needed. Generates reports to audit data, confirming accuracy in data entry, and to conduct data analysis.
- Oversees applicable budgets, including self\-insured funds and operating budgets; monitors ongoing expenditures; reviews, audits and approves billing; ensures payments are issued.
- Collaborates with Finance to create annual contracts in alignment with Cary’s procurement standards; ensures contracts outline the agreed upon services levels, as negotiated; oversees process to enter in contracts/requisitions as well as applicable Purchase Orders into Cary’s financial system.
- Monitors existing vendor partnerships to ensure high quality of service is provided in a cost\-effective means in alignment with contracts; provides feedback and recommendations on improvements; supports the request for proposal (RFP) process and/or market checks when applicable.
- Supports the records retention process to meet requirements for applicable documents pertaining to benefits, leave, wellness, workers compensation, and other related programs, in alignment with governmental and legal requirements and organizational policies, procedures and practice.
- Compiles reports, analyzes data and produces dashboard/reports of data; develops high\-level memos and written summaries.
- Provides support on technical related projects by providing insights into how the personnel/payroll systems may integrate more effectively and how existing or new systems can create efficiency among the team.
- Executes upon communication strategies and educational materials, as prepared by stakeholders, to increase awareness, engagement, and utilization of benefits and wellness programs.
- Delivers upon identified special projects and initiatives that will facilitate efficiency among the team and create process improvements; reviews existing programs and services to provide programmatic recommendations with substantiated quantitative and qualitative data and cost analysis.

Work is performed under the general supervision of the Assistant Human Resources Director. Supervision is exercised over the Total Employee Health team.
Anticipated Hiring Range: $95,000\- $125,000
(The full salary range for this position extends up to $145,640\)

PHYSICAL REQUIREMENTS
Work in this class is generally inside and sedentary. An employee must be able to move through facilities freely to perform or observe work. The ability to read, hear and talk is required in order to communicate with employees and others. Visual acuity is necessary to read handwritten and typewritten materials and view a computer screen. Some dexterity is needed for typing and the operation of computers and standard office equipment.
Minimum and Preferred Qualifications
Requires:
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field, with a minimum of five (5\) years of progressively responsible experience in employee benefits and leave administration including three (3\) years of demonstrated supervisory experience leading a team.
Valid driver’s license with an acceptable driving record.
Preferred: Experience in benefits administration within municipal government.
Drug testing and background check (which may include criminal history check, SBI finger printing, motor vehicle records check, education verification, and credit history review) and satisfactory reference checks prior to employment
