  • The Wisconsin Department of Natural Resources (DNR) Information Technology is accepting applications within the Information and Data Security Section for an Information Security Program Administrator (IS Technical Services Consultant/Admin classification) to oversee, coordinate and guide agency staff in security activities supporting the Chief Information Security Officer directives, State IT Security policy and Agency policy.

    This position will be headquartered at the Department of Natural Resources Central Office building located in Madison, Wisconsin, and will involve periodic travel statewide for incident response, project assignments, training, and education. Remote work will be available for a portion of the work week, after the initial onboarding period. The exact amount is based on program need.

    Position Summary

  • This position will oversee, coordinate and guide agency IT staff in technology security activities supporting, directives of the Chief Information Security Officer, Chief Information Officer, Information Technology Director, State of Wisconsin IT Security Policy and Agency policies. The position will provide governance and oversight for the agency's information and data security coordination, implementation, monitoring, compliance reporting, and forensics of security incidents. The position will also manage key projects and inter\-agency assignments in the security areas assigned by management.

    As a member of the Information \& Data Security Section, this position will develop artifacts, procedures, processes, and training to support Agency and Enterprise Security Policies. This position is the agency's primary consultant for information system security policy and practice. This position is responsible for working with agency programs and DNR IT to document security requirements, audit for effective information system security controls and develop corrective action plans to ensure continuous improvement in information system security in the Agency. This position provides leadership and guidance to cyber security incident response staff during security incidents, events and other security\-related emergencies, as assigned.

    Salary Information

  • Starting pay for this position is between $48\.96 to $54\.53 per hour ($101,836\.80 to $112,486\.40 annually). This position is within the IS Technical Services Consultant/Admin classification included in Pay Schedule/Range 07/32\.

    This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

  • Travel: This position will require periodic travel statewide for incident response, project assignments, training, and education.

    Due to the sensitive nature of the enterprise data, resources, information systems, and assets that this position will have access to, an FBI Criminal Justice Information System (CJIS) criminal background check is required as a condition of employment. In addition, the incumbent is required to attend and pass CJIS Awareness training at least biannually.

    Eligibility to work in United States: The Department of Natural Resources does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I\-9 upon hire.

    Probationary Period: A 12\-month Probationary Period may be required.

    Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work.     Required qualifications include experience in ALL the following criteria:

    Applying Security and data protection frameworks (NIST, ISO 27001, CIS)

    Applying Information Risk management principles (e.g., NIST RMF)

    Performing security testing and assessments

    Performing Incident Response activities and applying it to incident management methodologies

    Applying security considerations and operational impacts for Microsoft environments

    Applying application security and vulnerability assessment methods

    Communicating complex technical information clearly to diverse audiences

    Preferred qualifications include any of the following criteria:

    Possess an IT Security certification (e.g. CISM, CISSP, CISA, etc.)

    Experience leading, directing, or supervising a team of Information Security staff; (e.g., assigning work, resolving conflicts, and/or conducting on the job training to other IT staff.)

    Experience with intrusion detection, malware analysis tools, and/or intrusion/ malware monitoring

    Experience developing and delivering IT/security training programs
