The Executive Office of Veterans Services (EOVS) is the Commonwealth of Massachusetts primary support and advocate for Veterans and their families. The mission of EOVS is to advocate on behalf of all the Commonwealth’s veterans.
EOVS is actively searching for a Justice\-Involved Outreach Coordinator to join the SERVE team! SERVE, Supporting and Empowering Reintegration for Veterans Equality, provides peer support and case management services across the Commonwealth for veterans involved in the justice system. The SERVE team is comprised of veterans, family members, and others connected to the veteran community.
As the Justice\-Involved Outreach Coordinator, you will perform field\-based client focused peer engagement and outreach with service members, veterans, and their families to support suicide prevention, justice intervention, housing system navigation support, recovery, and connection to appropriate services. This role conducts predictable and consistent meetings with veterans in community settings to assess immediate needs, provide peer support, and facilitate linkage to federal, state, municipal, and community\-based resources. This position is non\-clinical and operates within established Executive Office of Veterans Services policies, procedures, and scope of practice, with strict adherence to HIPAA, confidentiality, and Personally Identifiable Information (PII) protections.
Duties \& Responsibilities:
As it relates to military service members, veterans and their families, with particular emphasis on justice\-involved veterans:
- Administers an in\-depth intake which captures the following information: physical ability, service information, contact information, exposure to trauma, substance use history, suicidal ideology, next of kin, mental health history and other pertinent information, in accordance with EOVS protocols and confidentiality requirements.
- Assists justice\-involved veterans in identifying immediate needs, stabilization priorities, and short\-term goals, and documents action steps consistent with peer support, outreach, and reentry support guidelines.
- Supports development of Individual Recovery Plans (IRPs) or comparable goal\-oriented service plans, focusing on stability, rehabilitation, community reintegration, and reduction of systemic barriers.
- Refers veterans to appropriate service providers to address needs identified through assessment, including housing, behavioral health, substance use, employment, benefits, and legal support services.
- Facilitates warm handoffs and coordinated connections to community\-based providers, justice system partners, and support agencies, including coordination of appointments and, when appropriate and approved, accompaniment to meetings in accordance with EOVS policy and safety protocols.
- Coordinates with criminal justice stakeholders, which may include courts, probation, parole, diversion programs, correctional facilities, and reentry organizations, to support veteran stabilization and service engagement within role boundaries.
- Participates in outreach events and engagement activities to promote awareness of EOVS services, with attention to justice\-involved and high\-risk veteran populations.
- Represents the SERVE Team at Continuum of Care meetings, task forces, interagency collaborations, court\-related meetings, or intra\-department forums, as assigned.
- Collects, documents, and contributes to programmatic data related to outreach activities, justice\-related service coordination, and veteran needs to support reporting, program evaluation, and quality improvement efforts in accordance with EOVS standards. • Identifies systemic barriers impacting justice\-involved veterans, including legal, housing, treatment, and supervision\-related challenges, and works collaboratively with internal teams and external partners to reduce obstacles and improve service access
- Supports veterans in understanding available services and assists with navigation and communication with service providers, referring legal, clinical, and benefits determinations to appropriate licensed or authorized professionals.
- Advocates for effective service coordination while maintaining role\-appropriate boundaries, particularly when interacting with justice agencies, courts, landlords, employers, and treatment providers.
- Attends case management meetings, trainings, seminars, conferences, and professional development activities to maintain current knowledge of justice\-involved veteran issues, resources, and best practices.
- Forms working relationships with service providers and justice partners appropriate to the level of responsibility and acts as a liaison to promote continuity of care and service engagement.
- Addresses inquiries from providers, justice agencies, courts, the public, and EOVS staff, ensuring timely communication and appropriate escalation of complex or high\-risk matters to supervisors.
- Works collaboratively with municipal Veteran Service Officers (VSOs) and justice system partners to support veterans navigating both community services and justice\-related requirements.
- Maintains accurate, timely, and compliant documentation of outreach activities, referrals, collateral contacts, and veteran interactions in designated EOVS systems in accordance with HIPAA, privacy laws, and PII protections.
- Recommends procedural or systems improvements to supervisors when patterns or operational barriers affecting justice\-involved veterans are identified.
- Additional duties as assigned, consistent with the scope of the position and NAGE Unit 6 classification.
- Ability to follow protocol and procedures.
- Manage field\-based outreach schedule, active caseload, and administrative duties.
- Can meet deadlines, establish priorities and work sequences.
- Proven ability to communicate professionally and effectively with veterans, providers, and the public.
- Ability to exercise sound judgment and recognize when to escalate concerns.
- Must be comfortable talking about suicide and working with potentially suicidal veterans within a non\-clinical peer support role.
- Solid knowledge of military culture and its implications in service delivery.
- Ability to adhere to HIPAA regulations, confidentiality standards, and protection of PII.
- Comfortable participating in approved outreach and public awareness activities.
- Working knowledge of Microsoft Office applications.
- Must be able to work independently and in accordance with EOVS office work, field work and telework policies.

At Executive Office of Veterans Services our mission is to provide the highest quality programs, benefits, and advocacy to Massachusetts veterans alongside federal and local partners. On March 1, 2023, Governor Maura T. Healey and Lieutenant Governor Kimberley Driscoll established the Executive Office of Veterans Services. The office oversees programs and services for Massachusetts veterans, including Chapter 115 benefits for eligible veterans. It also manages the state’s two Veterans Homes in Holyoke and Chelsea and the Memorial Cemeteries in Agawam and Winchendon.
