- Represents the department, the City, and Nampa's citizenry in interactions with others—particularly in matters associated with planning, zoning, or subdivision regulations' administration, amendment, or creation.
- Promotes an environment within the Department conducive to consensus building and conflict resolution in and among participants in development projects.
- Participates in employee development activities including providing needed information and demonstrations concerning how to perform certain work tasks to new employees.
- Reviews applications for land development to ensure conformance to City and State regulations.
- Prepares and updates various databases, and GIS maps/layers/attributes.
- Participates in the enforcement of land\-use plans and ordinances for the city and coordinates regulatory processes between private development interests and the City's land use plan.
- Participates in the enforcement of the City's zoning and subdivision ordinances.
- Verifies compliance with required stipulations on temporary use permits, home occupation registrations, conditional use permits, development agreements, subdivision plats and other planning and zoning applications.
- Gathers, assembles, updates, distributes and/or files a variety of information, forms, records, and data as requested using traditional filing systems or databases as necessary.
- Responds to citizens' questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Participates in employee development activities including providing needed information and demonstrations concerning how to perform certain work tasks to new employees.
- Keeps Principal Planner and designated others fully and accurately informed concerning work progress.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices, and new developments in assigned work areas.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Is punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.

- Bachelor’s degree or higher degree, in Urban Planning, Landscape Architecture, Public Administration, or related field; and/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- AICP Technical Certification is preferred; or an equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.
- Fluent in English, with exceptional technical writing skills.
- Must demonstrate strong proficiency in Microsoft Office with moderate Excel skills and ability to quickly learn other software systems.
- Demonstrate a high degree of professionalism in all areas (communication, approach, style); understanding what it means to represent the City of Nampa.

POSITION SUMMARY:
Under general direction from the Principal Planner and Planning \& Zoning Director, the role of Assistant Planner performs a variety of technical and administrative planning \& zoning work involving the development and use of land, and planning for future growth and development of the city. The Assistant Planner is an entry\-level planner position in the Planning \& Zoning Department, responsible for customer service, correspondence, application processing, and analyzing, reviewing, and approving initial submittals of development proposals. These reviews require a thorough review of the submittal materials to ensure all requirements of the submittal have been met. The primary function of this position is to analyze applications, and their supporting documents for accuracy, completeness, and to interpret city code to ensure all appropriate applications are submitted related to land use entitlements. Other primary functions include the need to interpret the zoning ordinance to guide customers in the use and development of their property or allowable uses throughout the city. This position performs a variety of professional and technical duties related to planning, zoning, and development issues using the exercise of discretion and independent judgment. Duties, as assigned by the Principal Planner or Director, may include producing staff reports and recommendations to Nampa Boards and Commissions for some simple subdivision plats. Duties also include checking planning and zoning applications for compliance with zoning, processing written notifications/mailings for public hearings, instructing the public with regard to applications for zoning approval, and working on a variety of planning and zoning issues. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public.

WORK ENVIRONMENT:
The position works primarily in a general office environment where the noise level is usually moderate. There will be some outdoor work required. This may include inspections of job sites, walking over uneven ground, getting in and out of a vehicle frequently, and installing posts for signs.
