Summary:
The Payroll Manager is a supervisory position reporting to the Assistant Director of Human Resources for Payroll Administration, with a dotted line to the Associate Director of Human Resources. The Payroll Manager works closely with the Assistant Director in the execution, coordination, and quality assurance of scheduled and off\-cycle payrolls. The Payroll Manager also directly supervises a team of Campus Payroll Coordinators in fulfilling the day\-to\-day operations of the organization’s payroll and related support functions for campus field employees. Supervision includes managing daily team operations, providing support, assigning tasks, managing schedules, ensuring policy compliance, fostering a productive work environment and meeting training needs.
Duties and Responsibilities:
Payroll Functions:
- Working closely with the Assistant Director of Payroll, support and execute payroll operations by reviewing and auditing payroll transactions to ensure accuracy prior to processing.
- Together with the Assistant Director, ensure payroll schedules and deadlines are met successfully.
- Ensure payroll procedures are compliant with federal, state and local regulations.
- Working closely with Finance Department, manage multi\-state payroll for out\-of\-state employees.
- Collaborate with RFCUNY Finance Department, other RFCO departments, and HR team members and leadership in the design and preparation of reports, procedures, and system enhancements.
- Provide guidance to Campus Payroll Coordinators and Field employees \- including Grants Officers, Principal Investigators, Administrative Assistants and others in the resolution of inquiries and problems related to payroll.
- Collaborates with the Finance Department to resolve payroll discrepancies and bank reconciliations.
- Support month\-end and year\-end payroll activities, including reconciliations and reporting requirements
- Ensure accurate entry, review, and validation of payroll data within Workday (OneRF), following established processes and controls.
- Working closely with the Assistant Director of Payroll, function as team leader and direct supervisor to the Campus Payroll Coordinators.
- Collaborate with Assistant Director of Payroll in communicating goals to the team, and reporting to HR leadership on payroll team progress, payroll\-related metrics and other issues impacting the payroll team and payroll functions.
- Ensure Campus Payroll Coordinators are provided relevant reports, systems access and training necessary to successfully carry out their functions and responsibilities.
- Prepare and distributes work assignments, as necessary.
- Manage team schedules
- Motivate team members by fostering a positive and collaborative work culture.
- Conduct annual performance appraisals on Campus Payroll Coordinator.
- Other duties as assigned.
- Bachelor’s degree in a related field such as business, accounting, human resources, or finance. Master’s degree a plus.
- A minimum of three years of payroll experience.
- A minimum of three years’ experience supervising.
- Proficiency with Workday (aka OneRF) system payroll module, with an ability to do data migration, integrations, system audits, and process optimization, configure workflows, create reports, and data analytics.
- Working knowledge of payroll processes within Workday, including transaction processing, reporting, and issue resolution
- Able to interact well with others when assisting with the Workday (aka OneRF) system applications.
- Knowledge of applicable federal, state, and city laws.
- Proficient in Excel.
- Strong verbal and written communication skills.
- Ability to manage multiple tasks and projects while exercising strong time and project management skills.
- Strong customer service skills and an ability to remain professional at all times.
