Under the direct supervision of the Family Self\-Sufficiency (FSS) Program Supervisor, and the indirect supervision of the Director of Rental Assistance, performs necessary work to assist in the administration of social service programs under the Family Self\-Sufficiency Program for Housing Choice Voucher participants. All activities must support the Jersey City Housing Authority (JCHA) mission, strategic goals, and ONE\-JCHA values.
Essential Responsibilities:

- Assists in recruiting and selecting participants for the FSS Program.
- Conducts initial interviews to determine eligibility and develops individual Training and Services Plans (ITSPs) for all participating household members.
- Conducts case management; identifies obstacles to self\-sufficiency and performs personal needs assessments.
- Maintains working relationships with PHA managers and local service providers; refers participants to appropriate programs.
- Builds and maintains a supportive rapport with participants; provides guidance, coaching, and support.
- Assists in monitoring compliance with ITSPs and portability of housing assistance.
- Maintains accurate and updated participant files, reports, and data on program outcomes; drafts correspondence and reports.
- Temporarily fills in for Program Supervisor when needed.
- Assists with FSS Grant Renewal, Escrow Account management, workshops, and orientation coordination.
- Conducts annual reexamination of participant household income to determine continued eligibility and rental payments.
- Performs Housing Choice Voucher Program\-related administrative tasks such as moves, income adjustments, household composition changes, and lease/contract facilitation.
- Explains the Section 8 Housing Choice Voucher Program to participants and property owners.
- Ensures compliance with Section 8 Program rules, SEMAP indicators, and JCHA Administrative Plan performance standards.
- Establishes and maintains cooperative relationships with real estate agents, landlords, businesses, and community agencies for housing choice and referral services.
- Makes appropriate referrals to other community agencies.
- Travels to Public Housing sites and attends FSS\-related community events as required, including evenings or weekends.
- Performs other duties as assigned.
- Ø Bachelor’s Degree in public policy, psychology, sociology, social work, or related field; supplemented with three (3\) years of professional experience in social work, case management, counseling, or related field; or an equivalent combination of training and experience.
- Ø Excellent verbal and written communication skills; ability to document and prepare reports.
- Ø Typing, mathematical, and computer skills for data entry and calculations.
- Ø Ability to assist in planning, implementing, and evaluating programs; compile and analyze data.
- Ø Ability to problem\-solve, prioritize assignments, meet deadlines, and work in a results\-oriented program.
- Ø Flexible work schedule due to evening FSS events.
- Ø Ability to read, write, speak, and communicate clearly in English.
- Ø Bilingual in Spanish or Arabic (preferred but not required).
