  • This position is eligible for hybrid telework. Employees living within 50 miles of the primary work location will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location. For this position, the primary work location is St Paul, MN. Please let me know if you have any questions regarding this or if you are not able to comply with this policy.

    This position coordinates the acquisition and maintenance of a wide variety of supplies, equipment, and professional technical contract services so the department has the resources needed to effectively service employers and employees in the state of Minnesota.

    Responsibilities include:

  • Coordinate department commodities and services to be purchased/contracted
  • Research sources for commodities and services
  • Determine the suitability of goods or services in relation to Price, quality, and conformity to specifications, and negotiating procurement transactions
  • Assist with request for proposals, grant contracts and professional technical service contracts
  • Mobile device procurement, deployment, problem\-solving and cancellation of service
  • Perform other duties as assigned

  • ### Minimum Qualifications

  • Two (2\) years’ experience in purchasing, developing/evaluating specifications, and issuing purchase orders/contracts.
  • \\Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associate's degree may substitute for six months of experience.

  • Current Authority for Local Purchase (ALP) certification at the $25,000 level, or the ability to obtain this certification within the probationary period.
  • Experience with the Statewide Integrated Financial Tools (SWIFT), or other comparable large private or governmental accounting system with purchasing functionality, or proficiency with a purchasing system.
  • Knowledge of and ability to interpret, apply and communicate state laws, rules, policies and procedures for procurement of various goods, supplies and services, including professional technical contracts.
  • Skills in using spreadsheet and word processing software (preferably Microsoft Excel and Microsoft Word) sufficient to run asset reports, create bid tabulations, and create and manipulate documents.
  • Human relations skills to develop and maintain productive working relationships with diverse staff, stakeholders, and clientele.
  • Communication skills sufficient to draft correspondence, policies and procedures, write technical and legal reports, and communicate information to individuals or groups.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share the same culture, ethnicity, language, or other common experiences.
  • ### Preferred Qualifications

  • Associate's degree or higher in Accounting, Finance, Business Administration or an Accounting/Finance related field.
  • Ability to utilize critical thinking skills and analyze complex information and issues.
  • Current ALP certification at the $25,000 level or higher.
  • Knowledge of the operating structure and processes of the Department of Labor and Industry.
  • Experience in developing or providing purchasing training or facilitating meetings.
  • Experience creating financial reports in the SWIFT Data Warehouse.
  • Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
