Summary ----------- This position is located in the Employees' Compensation Appeals Board (ECAB) which has final and exclusive jurisdiction to hear and decide appeals from decisions of the Office of Workers' Compensation Programs (OWCP) regarding claims arising under the Federal Employees' Compensation Act (FECA). To be considered for each, apply to both jobs. Duties ---------- Major Duties Proofreads and edits draft decisions and orders. Verifies references, quotations, and legal citations. Ensures correct formatting, spelling, and grammar usage. Ensures that documents are proofread for substantive consistency of text, correct citation of dates, names, quotations from case records, legal and medical terminology, case citations, and the accuracy of grammar, punctuation, spelling, and usage. Responsible for the preparation, compilation, and publication of final Board decisions and orders. Coordinates transmission of drafts, rewrites, and final decisions to and from the legal staff, division staff, and the Board. Makes timely and accurate data entries into the Board's case management system for case tracking purposes. Provides secure storage for the protection of personally identifiable information and appropriate archiving by ECAB and the National Archives and Records Administration. Ensures the confidentiality of the boards' decision\-making process. Develops, implements, and maintains record\-keeping systems to track cases and documents that are received, processed, and transmitted for issuance from division staff, legal staff, and the Board. Provides occasional coverage to supervisor by maintaining logs with supporting data and preparing reports of findings for the Chair, Vice Chair, Board Members, Supervisory Attorneys, Attorneys, and other staff. Updates record\-keeping system to timely and accurately track cases and documents. Serves as point of contact on behalf of the Board, communicating with the Office of the Clerk of the Appellate Boards and online legal research services and the monthly posting of decisions on the ECAB website. Proficient in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Adobe Acrobat, and Microsoft Outlook. Other duties as assigned. Requirements ---------------- ### Conditions of employment Must be a U.S. Citizen. Must be at least 16 years old. Requires a probationary period if the requirement has not been met. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS\-09 includes: Experience with proofreading and editing legal documents for correct formatting, grammar, and punctuation. Experience with reviewing legal citations and editing legal citations for proper style and format. Advanced skills in Microsoft Word (experience in use of that software for footnotes, formatting, proofreading, and editing documents, including review functions). OR Master's or equivalent graduate degree. OR 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or J.D., if related.
