Position Title: Fiscal Consultant/Treasurer MVRCOG and Valley Virtual
Category: Administration; Classified; Bargaining Unit Exempt; FLSA Exempt
Contract: Contract length and days will be determined by the Governing Board; other terms and conditions of employment as per Board Policy and O.R.C.
Compensation: Negotiated
Education/Degree: Bachelor's degree (or higher) in Accounting, Business Administration, or Finance.
Reports to: Governing Board, Treasurer/CFO
Supervises: Assistant Treasurer, EMIS Coordinator, and Bookkeepers/Payroll.
Job Goal: In summary, this individual serves as the Treasurer of the Mahoning County Regional Council of Governments and the Valley Virtual Remote Learning Academy; assumes responsibility for the receipt, safekeeping, and disbursement of all funds of those organizations; and directs and manages all financial accounting programs and systems of those organizations. Additionally, this individual serves as fiscal consultant whose main responsibilities include providing fiscal support services to School Districts and other clients as outlined below.
Qualifications: The following qualifications are considered as guidelines:
- Possesses a valid/current Ohio School Treasurer license.
- Experience serving as an Ohio School Treasurer.
- Demonstrated excellence in fiscal management, accounting, fiscal technology, staff management, and administration.
- Skills and abilities to write and speak effectively in both small and large group settings.
- Strong team leadership skills and demonstrated ability to work cooperatively as a member of a team.
- Ability to promote positive internal and external customer relations, including creating effective interpersonal relationships and projecting a professional image.
- Proficiency with computer applications, including Microsoft Office, Google Workspace, and software/programs.
- Acquires additional or alternative qualifications as determined by the Governing Board.
- Alternatives and additions to the above as approved by the Governing Board.
- Mentoring and job training/coaching
- Budgeting and forecast development and review
- Federal and State grant budgeting and financial reporting
- Operational analysis of fiscal workflows and resource utilization
- Provide support and guidance during fiscal audits and/or reviews
- Design and provide professional development opportunities to District fiscal staff
- Provide guidance and recommendations on fiscal policies and procedures, including internal controls
- Lead professional development opportunities for Treasurers and related fiscal support personnel
- If required by the ESCEO treasurer, serve as Interim Treasurer/Treasurer of Record for a client
- Any other opportunities not listed above that arise as requested by clients
- Any other duties as assigned by the ESCEO treasurer
PERFORMANCE RESPONSIBILITIES AS FISCAL CONSULTANT:
1\. Develops and cultivates relationships with School Districts, Community/STEM Schools and other potential clients/organizations.
2\. Provides fiscal services as requested by clients, including, but not limited to:
PERFORMANCE RESPONSIBILITIES \- TREASURER OF MVRCOG AND VALLEY VIRTUAL:
1\. Attends all Mahoning County Regional Council of Governments and Valley Virtual Remote Learning Academy Governing Board meetings (regular and special), records accurate minutes of those meetings, attests to the accuracy of the minutes and the approving signature thereon, and ensures the security of these very important public records. He/she prepares resolutions for Governing Board approval for placement in the recorded minutes of Board meetings and attends all executive or work sessions of the Board unless specifically excluded.
2\. Reports to the Governing Board an accounting of all funds and enters into the minutes. Provides administrative assistance in the operation of all school fund accounts.
3\. Receives and classifies all monies, maintains proper accounting records, and disburses public funds by following budgets and appropriations as prescribed by the Governing Board and applicable statutes governing the authority of the office. He/she deposits public funds as received, usually not less than daily, in an eligible depository with whom a depository contract has been approved by the Board as prescribed by the Uniform Depository Act of the Ohio Revised Code. He/she develops and establishes accounting systems and procedures within the framework of the O.R.C. and implements instructions of the State Auditor's Schools and Libraries Division.
4\. Meets with bank officials regarding any questions or proposals in the interest of improving the management of school business banking activities.
5\. Remains constantly cognizant of the fiscal position of the MVRCOG and Valley Virtual so that interim monies may be properly invested and maximum interest earnings are generated for the various funds.
6\. Receives requisitions and/or purchase orders for supplies and services which are required for the operation of the MVRCOG and Valley Virtual. He/she endorses all purchase orders as required by law and takes action to encumber the proper funds.
7\. Receives, accounts for, and disburses federal and state project funds following instructions and requirements pertaining to the projects and the O.R.C. He/she works closely with the directors of these special projects to help ensure operations in accordance with the goals of the project, and maintains the official files and fiscal records of all special projects.
8\. Assists in developing the annual budget in cooperation with the Superintendent and other interested personnel, and properly presents it to the Board for adoption; then it is filed on a timely basis with the
State Department. He/she is likewise responsible for a temporary annual appropriations measure if one is used in the system.
9\. Prepares five\-year forecasts and monthly financial reports and explains concisely.
10\. Prepares such special financial reports as are required for federal, state, or local requirements.
11\. Coordinates with the Superintendent and other officers as designated in the development of policies and regulations for approval of the Governing Board, and the administrative procedures for operations of the MVRCOG and Valley Virtual Remote Learning Academy.
12\. Oversees efficient payroll operations to ensure proper personnel records and timely disbursement of the funds. Maintains official records of leave (professional, sick, personal, vacation, etc.).
13\. In cooperation with Human Resources, he/she coordinates the employee fringe benefit program and payments. He/she assists in the counseling of employees on such benefits as retirement, sick leave, hospitalization, life insurance, taxes, and related subjects.
14\. Ensures proper, accurate timely reporting to pertinent state agencies for Ohio worker's compensation and unemployment compensation to protect the rights of the employee while at the same time preventing jeopardy of tax funds from improper claims.
15\. Together with the President of the respective Governing Boards, he/she signs all contracts issued during the year to classified, certified, and administrative staff.
16\. Assists the Superintendent in establishing, evaluating, and maintaining salary schedules and employee benefits.
17\. Attends meetings, seminars, and conferences that are designed to enhance professional qualifications or update position performance information to come into line with continually changing requirements of legislation, state examiner requirements, or good business management procedures.
18\. Assists the Superintendent in matters pertaining to the care of the MVRCOG and Valley Virtual Governing Board's records, documents, and inventory.
19\. Maintains a file of the MVRCOG and Valley Virtual Governing Board policies, by\-laws, and administrative regulations in current status.
20\. In the absence of the President and Vice President, he/she will call the MVRCOG and Valley Virtual Governing Board meetings to order and conduct the election of a chairman.
21\. Performs all related duties as required by the Ohio Revised Code and such other related duties assigned by the Governing Board as provided by the O.R.C. and policies and regulations of the Board.
22\. Works cooperatively and closely with the Superintendent/Director the MVRCOG and Valley Virtual in all financial and personnel matters.
23\. Maintains current Treasurer certificate from the Ohio Department of Education and Workforce for the duration of employment.
24\. Performs all other tasks assigned by the Governing Boards of the MVRCOG and Valley Virtual.
