POSITION SUMMARY
APV is seeking a highly experienced Human Capital Policy \& Planning Program Manager (Senior HR Specialist) to provide remote support to the Department of Homeland Security (DHS) Office of the Chief Human Capital Officer (OCHCO). This position supports enterprise human capital policy development, strategic planning, program management, process improvement, and digital enablement across DHS headquarters and component organizations.
The successful candidate will serve as a senior human capital policy and planning professional with strong analytical, writing, and program management capabilities. The role requires the ability to interpret federal HR policy and guidance, develop clear and actionable policy products, manage complex deliverables, build SharePoint\-based knowledge management solutions, automate repeatable business processes, and create standard operating procedures (SOPs), templates, and job aids that improve consistency across the DHS human capital enterprise.
DUTIES
Human Capital Policy Development, Analysis \& Compliance
- Research, interpret, and apply federal human capital laws, regulations, directives, OPM guidance, DHS policies, and OCHCO procedures to support policy development and implementation.
- Draft, edit, and maintain human capital policy documents, implementation guidance, policy memoranda, decision papers, briefing materials, SOPs, job aids, templates, and communication products.
- Conduct policy and program analysis to identify gaps, inconsistencies, risks, and opportunities for standardization across DHS headquarters and component\-level HR operations.
- Support policy review, clearance, adjudication of comments, version control, and coordination with stakeholders, subject matter experts, and senior leadership.
- Translate complex policy requirements into plain\-language guidance, repeatable processes, and actionable tools for HR practitioners, managers, and business owners.
- Manage human capital policy and planning initiatives from concept through execution, including project plans, schedules, milestones, risks, dependencies, status reports, and deliverable tracking.
- Support DHS OCHCO strategic human capital planning, operational planning, governance activities, workforce initiatives, and enterprise HR transformation efforts.
- Develop project management artifacts, action trackers, meeting agendas, decision logs, briefing decks, executive summaries, and recurring leadership updates.
- Analyze workload, performance, and program data to identify trends, measure progress, support decision\-making, and recommend improvements to policy and planning operations.
- Coordinate multiple concurrent workstreams in a virtual environment while maintaining accountability for deadlines, quality control, and stakeholder expectations.
- Design, build, maintain, and improve SharePoint Online sites, pages, libraries, lists, metadata structures, permissions, navigation, and content governance processes.
- Create centralized repositories for policy documents, SOPs, templates, project artifacts, meeting materials, dashboards, and working group resources.
- Use Microsoft 365 tools, including SharePoint, Teams, Forms, Planner, Power Automate, Power Apps, Excel, and PowerPoint, to improve collaboration and information sharing.
- Develop automated workflows for intake, approvals, routing, reminders, status tracking, data collection, and reporting to reduce manual effort and improve transparency.
- Maintain records, version histories, naming conventions, access controls, and content lifecycle standards to support audit readiness and continuity of operations.
- Assess current\-state business processes, document future\-state workflows, and recommend process improvements that improve timeliness, quality, consistency, and customer experience.
- Develop, refine, and maintain SOPs, desk guides, process maps, checklists, quality control tools, templates, and repeatable operating models for policy and planning functions.
- Identify opportunities to eliminate duplication, streamline approvals, standardize data collection, improve handoffs, and strengthen internal controls.
- Facilitate process mapping sessions, requirements gathering, user acceptance feedback, and lessons\-learned reviews with stakeholders across OCHCO and DHS components.
- Support change management by developing training materials, user guides, communications, and adoption support for new processes, tools, and SharePoint\-based solutions.
- Serve as a consultative resource to DHS OCHCO leadership, program offices, component HR teams, working groups, and APV leadership on human capital policy, planning, and program execution matters.
- Prepare concise written products and briefings for senior leaders, including issue papers, talking points, decision matrices, meeting summaries, and executive\-level status updates.
- Coordinate cross\-functional meetings, capture minutes and action items, track follow\-up activities, and ensure timely closure of assigned tasks.
- Respond to time\-sensitive data calls, leadership inquiries, internal reviews, and oversight\-related requests with accurate, well\-organized, and defensible information.
- Promote a customer\-focused, collaborative, and solutions\-oriented approach when supporting DHS enterprise HR stakeholders in a remote environment.
- Bachelor’s degree in Human Resources, Public Administration, Business Administration, Organizational Development, Information Management, or a related field. Equivalent experience may be considered based on contract requirements.
- Active DHS suitability or ability to obtain favorable adjudication; ability to maintain required security access throughout the period of performance.
- Minimum 8\-10 years of progressive experience in federal human capital, HR policy, workforce planning, program management, or HR operations, with significant experience supporting senior\-level stakeholders.
- Demonstrated experience drafting, analyzing, and implementing human capital policies, procedures, SOPs, guides, templates, briefings, and decision\-support materials.
- Strong understanding of the federal human capital environment, including OPM guidance, Title 5 concepts, federal HR program operations, policy governance, and enterprise HR service delivery.
- Proven ability to manage complex projects, competing priorities, milestones, risks, dependencies, and executive\-level deliverables in a deadline\-driven environment.
- Hands\-on experience creating and managing SharePoint Online sites, pages, document libraries, lists, permissions, metadata, and content governance structures.
- Experience using Microsoft 365 tools to support collaboration and process automation, including SharePoint, Teams, Forms, Planner, Excel, PowerPoint, and Power Automate.
- Advanced written and verbal communication skills, including the ability to explain complex policy or program requirements in clear, concise, plain language.
- Strong analytical skills, attention to detail, quality control discipline, and ability to synthesize large volumes of information into actionable recommendations.
- Demonstrated ability to work independently in a fully remote environment while maintaining frequent coordination with government and contractor stakeholders.
- Previous experience supporting DHS, OCHCO, or DHS components such as CBP, ICE, FEMA, TSA, USCIS, CISA, USCG, or other Federal Agencies.
- Experience supporting enterprise\-level human capital policy, planning, workforce strategy, HR transformation, governance boards, or PMO functions.
- Project management certification or training, such as PMP, CAPM, Agile/Scrum, Lean Six Sigma, or equivalent practical experience.
- HR certification such as SHRM\-CP, SHRM\-SCP, PHR, SPHR, or federal HR\-related training/certification/experience.
- Microsoft 365, SharePoint, Power Platform, Power Automate, Power Apps, or Power BI experience or certification.
- Experience developing dashboards, metrics, data visualizations, or executive reporting products using Excel, Power BI, SharePoint lists, or related tools.
- Familiarity with federal HR systems, shared services environments, service management tools, or enterprise knowledge management platforms.
