Job Summary
We are a 35\-employee, multi\-state construction / industrial / blue\-collar operations company in growth mode seeking an experienced HR \& Operations Manager to handle execution of HR administration, payroll processing, DOT compliance, and employee recordkeeping.
This is a hands\-on HR operations role focused on execution of systems including:
- Payroll processing (multi\-state)
- HR administration
- DOT compliance documentation
- Employee onboarding and offboarding
- Safety and compliance recordkeeping
- Process biweekly payroll (multi\-state workforce)
- Maintain payroll records and coordinate with payroll provider
- Manage employee onboarding and offboarding (HR administration)
- Maintain HRIS records, employee files, and personnel documentation
- Track PTO, attendance, and workforce records
- Maintain DOT driver qualification files and FMCSA compliance documentation
- Track employee certifications, OSHA\-style safety training, and compliance records
- Prepare documentation for audits, inspections, and customer compliance requirements
- Maintain audit\-ready HR and compliance systems
- Track safety training completion and documentation
- Maintain vehicle compliance and fleet safety records
- Support administrative tracking for workplace safety programs
- Assist with insurance renewals (benefits administration support, broker coordination)
- Maintain spreadsheets, HR dashboards, and compliance tracking systems
- Support general HR operations and administrative workflow management
- Direct experience with payroll processing (multi\-state payroll strongly preferred)
- Experience with HRIS / payroll systems (ADP, Paychex, Gusto, Paycom, or similar)
- Experience in HR administration, employee records management, or HR compliance
- Strong experience with compliance documentation, audits, or regulated workforce environments
- Experience working in equipment rental, construction, logistics, transportation, or blue\-collar operations
- High attention to detail and ability to organize and manage recurring compliance deadlines independently
- Must be able to work on\-site full\-time. Remote or hybrid arrangements are not available.
- OSHA safety training tracking or safety compliance administration
- Experience with fleet management documentation or vehicle compliance
- Insurance renewal coordination / benefits administration support
- SHRM\-CP, SHRM\-SCP, PHR certification
- Experience in multi\-location or multi\-state workforce environments
- Reports directly to ownership
- Ownership retains final authority over:
- Hiring and termination decisions
- Payroll approvals and exceptions
- HR policy and compliance interpretation
- HR operations execution (HR admin \+ payroll processing)
- DOT compliance documentation management
- Payroll administration (multi\-state HRIS environment)
- Safety and compliance recordkeeping
- Operational support role in a growing business
- HR Director / Head of HR / People Operations leader
- Recruiter or talent acquisition\-focused role

This is not an HR Director, recruiter, or strategic leadership role. Executive team retains final authority for HR, payroll approvals, compliance decisions, and company policy.
This is an in\-office position (no remote or hybrid work available) based at our facility in San Diego County.

Compensation
$85,000 – $110,000 depending on experience
