Eviction Defense Collaborative (EDC) is committed to protecting tenants’ rights, preventing homelessness, and advancing a more just and equitable housing system. The RTC Clinic Legal Supervisor plays a key role within EDC’s Tenant Right to Counsel (TRC) Program by overseeing day\-to\-day clinic program operations and ensuring the delivery of legally compliant, high\-quality, trauma\-informed, and client\-centered services for tenants facing eviction.

As one of the primary operational and people\-management leads for the Right to Counsel Clinic, the RTC Clinic Legal Supervisor supports staff working on the frontlines of eviction defense, fosters a collaborative and accountable clinic culture, and ensures services are delivered efficiently, compassionately, and in compliance with program, grant, and organizational requirements. This role supports pro per service delivery and case referrals in accordance with established protocols.

Supervision, Reception and Referral Duties (15%)

  • In collaboration with the RTC Clinic Supervisor and Program Coordinator, recruit, hire, train, and onboard RTCCs, volunteers, and interns with the Clinics in\-office and remote working procedures.
  • Supervise and assist RTCCs and Triage staff as needed, with the provision of in\-person reception, assessing clients' eligibility, directing clients to appropriate internal or external referrals including following appropriate intake procedures and policies for EDC's various practice areas.
  • Supervise and assist RTCCs as needed, in making Tenant Right to Counsel Referrals, including coordinating with identified staff at other TRC Legal Services Organizations
  • Collaborate with program staff to update and edit databases in a way that is efficient, yet captures all of the pertinent information needed to track impact on communities served;
  • Provide training to appropriate staff regarding drafting legal documents for self\-represented litigants
  • Approve RTCC timesheets.
  • Deliver ongoing feedback with the RTCC team via informal check ins and bi\-annual performance conversations.
  • Make decisions and advise RTCC team regarding client TRC eligibility.
  • Administrative and General Supervision Duties(15%)

  • Attend weekly program meetings, monthly agency staff meetings, and relevant supervision meetings.
  • In collaboration with the RTC Clinic Supervisor and Program Coordinator and the TRC Data Integration Specialist, ensure all data is entered on time and correctly to support program evaluation and outcomes tracking.
  • Work collaboratively with colleagues within the department and across the organization.
  • Direct and supervise RTCCs in a variety of clerical and administrative support to the administrative team
  • Assist with coordinating outreach \& education on EDC's services and access to Right to Counsel.
  • Other duties as assigned, in support of EDC’s mission
  • Pro Per Assistance Duties (70%)

    Oversee the provision of pro per

  • emergency assistance for clients seeking litigation referrals so as to avoid default judgments and sheriff's eviction (e.g. first response, stays of execution, discovery responses) by RTC Coordinators
  • When appropriate, oversee the provision of pro per

  • assistance for unrepresented clients in unlawful detainer matters.
  • Advise RTCC team re legal questions
  • Review draft pleadings before submission to the court
  • Schedule coverage by EDC Senior and Supervising attorneys to advise RTC Clinic team during times when you are not available
  • Assign attorneys from EDC and the other 8 TRC agencies to ensure limited scope representation at all upcoming MSCs any TRC eligible tenants who are not represented

    Minimum Qualifications

  • In good standing with the California State Bar
  • Demonstrated experience providing direct services in a legal services, housing, or social justice setting.
  • Experience supervising or leading staff in a high\-volume, client facing environment, including responsibility for scheduling, workflow coordination, and performance management
  • Strong understanding of trauma informed culturally responsive service delivery
  • Proficiency with Microsoft Office Suite; experience with Salesforce or other case management databases preferred.
  • Ability to manage multiple priorities, make timely decisions, and work effectively under pressure.
  • Knowledgeable about the unlawful detainer process in San Francisco and familiarity with state and local housing laws, including the San Francisco Rent Ordinance, Tenant Right to Counsel (TRC) program, eviction protections and procedures, fair housing, habitability, and subsidized housing programs.
  • Preferred Qualifications

  • Past supervision experience of at least two years preferred.
  • Experience coordinating or supervising pro per legal services, referral programs, or clinic based programs.
  • Proficiency in Spanish, Cantonese, Mandarin, or another language commonly spoken in San Francisco is a plus.
  • Experience working in unionized, interdisciplinary, or nonprofit legal services environments.
  • High level of professional integrity, accountability, and reliability.
  • Demonstrated people leadership and mentorship skills, including the ability to coach, support, and guide staff in high\-volume, client\-facing roles.
  • Client\-centered approach to service, with the ability to support tenants experiencing distress or crisis with empathy and professionalism.
  • Strong interpersonal skills, including the ability to communicate effectively with colleagues and clients.
  • Ability to work independently as well as collaboratively in a team\-oriented environment.
  • Strong time management and project management skills, with ability to manage multiple priorities and meet deadlines in a fast\-paced clinic setting with a high volume of activity.
  • Ability to make sound, timely decisions and exercise good judgment in complex operational or client\-facing situation.
  • Good listening skills and ability to convey complex information clearly and calmly.
  • Proficiency with Microsoft Office Suite and other office software; Salesforce or other legal/case management database experience.

    EDC staff are represented by the National Organization of Legal Services Workers (NOLSW, UAW Local 2320, AFL\-CIO). This position is not a union position and is subject to the terms of the collective bargaining agreement.

    Working conditions

    ======================

    This role may involve handling sensitive or confidential matters and requires a high level of professionalism, and the ability to navigate interpersonal dynamics with empathy and fairness are essential. The role also involves working with individuals during moments of extreme stress and instability and requires the ability to deliver culturally sensitive and empathetic services. Some evening and weekend work may be required. EDC adheres to health and safety protocols established by the San Francisco Department of Public Health, the CDC, and federal and state OSHA requirements. This is a hybrid role with an expectation to be on\-site the at least three (3\) days per week, depending on the needs of the organization and of the RTC Clinic and Litigation teams.

    EDC maintains a minimum three\-day in\-office policy for all employees. Staff are expected to be available and responsive via email, phone, and video conferencing during standard business hours (Monday through Friday, 9:00 a.m. – 5:00 p.m.) while working remotely, and to communicate with their supervisor when attending off\-site meetings or obligations. Remote work equipment and an internet/utilities stipend are provided in accordance with the needs of the role and department.

    The RTC Clinic Legal Supervisor supervises a portion of the Right to Counsel Clinic team, including approximately 6–8 Right to Counsel Coordinators and 1–2 Senior Right to Counsel Coordinators, as well as clinic volunteers and triage staff. Direct reporting assignments and supervisory responsibilities are determined by the Director of Litigation and Policy.

    Compensation

    ================

    Pay Range: $84,656\.00 \- $90,900\.00 annually.

    Salary will be determined based on the candidate’s skills, qualifications, and relevant experience within EDC’s compensation structure for this position. This is a full\-time, exempt position and is not eligible for overtime pay in accordance with applicable federal and state law.

    Multilingual Stipend: EDC offers a multilingual stipend of $125 per month per test ($1,500 per year)\- whether written or oral\- for specific roles that regularly use oral or written communication with clients or related parties in Spanish, Tagalog, Cantonese, or Mandarin. To qualify, employees must pass an oral and/or written test approved by the Labor\-Management Committee. This position may be eligible for the multilingual stipend.
