Chief Information Officer

Primary Function: The job of Executive Director of Technology Learning \& Support is done for the purpose/s of planning, implementing, directing and maintaining solutions and services in support of the district’s and division’s strategic plans in the areas of hardware, software, training, customer support and best practices for instructional use of digital resources development; oversight of the district’s virtual instructional programs; and School Board services associated with meeting operations and video streaming.

REQUIREMENTS:

1\. Educational Level:

Master’s Degree in educational administration, instructional technology, or other area related to responsibilities and five years increasing responsible related experience. A Doctorate is preferred in educational leadership, instructional technology, or curriculum and instruction.

2\. Certification/Licenses Required:

GA Building Administrator or GA Program Administrator or GA Leadership Certification or a current administrative credential from another state with the requirement to obtain one of the above credentials from GaDOE within 12 months of hire date: Valid Driver's License

3\. Experience:

Job related experience within a specialized field is required. Master’s Degree in educational administration, instructional technology, or other area related to responsibilities and five years increasing responsible related experience.

5\. Knowledge, Skills, \& Abilities:

KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: effective instructional and assessment strategies; instructional use of technology; current working knowledge in the area of technology planning and implementation; latest research and best practices in the area of instructional technology; effective supervisory methods, practices, and techniques; and effective customer support practices.

SKILLS are required to perform multiple, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job to include: demonstrated leadership skills; effective customer service skills; personal computer operation and ability to learn and operate a variety of software programs.

Specific ability based competencies required to satisfactorily perform the functions of the job include: implement instructional programs in schools through technology; integrate technology into curriculum; plan, organize, coordinate, assign, and evaluate the work of subordinate staff; communicate technical ideas clearly and effectively; plan, organize, implement, and maintain a program to provide support and technical assistance to computer users; establish and maintain effective working relationship with users, technical staff, and vendors; keep abreast of computer technology and advances in the computer industry including regulations and policies; work well with others; promote a team environment; prioritize and organize work; work well under pressure; promote consensus in groups of individuals with diverse interests and values; effective independent decision when situation requires; analyze complex situations and synthesize diverse information; facilitate conflict resolution; maintain records.

ESSENTIAL DUTIES:

1\.

Demonstrates prompt and regular attendance.

2\.

Actively leads cross functional teams to develop, implement, and architect Artificial Intelligence (AI) practices and procedures addressing areas such as student privacy (FERPA), data security, and academic integrity to ensure safe and compliant use of AI tools by students and staff.

3\.

Assists in leading enterprise change for the purpose of managing efforts around data driven decision making, standards\-based instruction, 21st Century literacy, personalized learning, teacher effectiveness, student learning/achievement and other key knowledge regarding educational pedagogy and uses of technology.

4\.

Assists superintendent’s office and the communications department in developing and supporting solutions used for district communications for the purpose of supporting district\-wide

5\.

Coordinates with the GaDOE for the purpose of complying with the required annual technology planning and data reporting processes for the district.

6\.

Directs development of training for new technology initiatives and implements/evaluates technology pilot programs for the purpose of supporting academic achievement and leadership

7\.

Coordinates with senior administration and the Director of Purchasing \& Supply Management for the purpose/s of supporting the school district's strategic plan to insure efficient and effective use of resources through proper procedures in the procurement of products and services as well as the accountability and management of the district's property and equipment.

8\.

Creates and manages strategies for customer support with various technology teams (e.g., Instructional Technology, Enterprise Technology and Technical Customer Service Support, etc.) for the purpose of assuring tight collaboration that will ensure timely trouble ticket resolution to reach Service Level Agreements.

9\.

Creates and manages the district's Customer Support Center (Help Desk) including identifying, developing, and monitoring key performance indicators for the purpose of ensuring consistent quality customer service.

10\.

Develops and maintains long\- and short\-range plans/programs (e.g., strategic and operational) for the purpose of ensuring district resources are effectively utilized.

11\.

Develops and maintains a positive educational program for the purpose of meeting the needs of instructional staff with regard to the use of technology in the classroom.

12\.

Directs, supervises, and provides administrative oversight of the district’s virtual education program for the purposes of creating online and virtual instructional opportunity for students.

13\.

Directs department operations and deployment of instructional technology in the district for the purpose of ensuring the daily, tactical operation of instructional technology is aligned with the district's strategic vision.

14\.

Directs other projects as assigned by the chief information officer for the purpose of supporting the strategic goals of the district and division.

15\.

Develops and directs services associated with supporting school board meetings, various school board events and associated video capture and streaming for the purpose of ensuring an efficient and effective MCSD Board work session, MCSD Board meeting and other MCSD Board related activities.

16\.

Establishes, supports, and implements standards, policies, and operating procedures for the instructional technology staff for the purpose of ensuring the goals of the work unit can be met.

17\.

Facilitates meetings, workshops, seminars, (e.g., personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, inter\-district needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.

18\.

Manages the district's technology hardware standards review, approval, and purchase process for the purpose of ensuring the efficient growth and development of productivity computing for teachers, classified/support staff, district administrators and Board members.

19\.

Oversees technology contract management activities (e.g., RFP process, vendor selection, contract monitoring and post\-implementation, etc.) for the purpose of ensuring consistency in purchasing practices \& compliance with adopted technology standards.

20\.

Oversees the district's technology capital maintenance program for the purpose of ensuring the timely repair \& support of the district's technology.

21\.

Participates in district level planning and decision\-making processes as a member of the extended cabinet for the purpose of ensuring technology and other systems processes are employed as tools to address the district needs.

22\.

Performs personnel administrative functions (e.g., recommending for hire, counseling, training, supervising, evaluating, providing professional development opportunities) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department/program outcomes are achieved.

23\.

Plans, organizes, coordinates, assigns, and evaluates the activities of the instructional technology team (e.g., sets work priorities, performs informal and formal evaluations, provides training, guidance, and work counseling, etc.) for the purpose of maintaining department goals and objectives.

24\.

Prepares information and support materials for quarterly and annual reports as needed by the Chief Information Officer and other district leadership when needed for the purpose of developing accurate records

25\.

Researches computer hardware and software applications, vendors, consultants and current technology for the purpose of being knowledgeable on trends, ensuring availability of instructional materials, and recommending applications and purchases.

26\.

Researches and develops Artificial Intelligence (AI) vetting procedures to determine the form and fit of AI solutions for instructional and operational support areas.

27\.

Reviews vendor offerings, talks to vendors and meets with vendors; negotiates vendor contracts for the purpose of ensuring the quality and quantity of the supplies.

28\.

Serves as liaison between Division of Information Services and Divisions of Muscogee County School District for the purpose of ensuring the work goals are being met

29\.

Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.
