General ResponsibilitiesUnder the general direction of the Associate Director of the Construction Services Group, the Senior Capital Project Manager leads the successful K\-12 building projects, finishing them on time and within budget. This position takes on the lead and overall coordination, implementation, execution, control and completion of multi\-phase capital construction projects ensuring code compliance and consistency with school district strategies, commitments and goals. This position is responsible for all elements of large\-scale capital construction projects, including leading and developing project plans, defining project scope and requirements, and managing project funding. This position shall lead staff on assigned programs, projects and functions.Region: Puget Sound/Olympia. Work will be conducted from home or regional office, with regular travel to school districts and project sites as needed. - Shall be responsible for oversight of all project management activities in assigned region. Serve as lead for projects of broad scope and complexity.
- Support the Associate Directors with the daily management of the Construction Services Group and provide mentorship to project managers and assistant project managers in assigned region.
- Lead pre\-bond planning in the areas of budget, scheduling and related strategies.
- Provide direct oversight for procurement of construction and design contractors, develop bid solicitations, participate in pre\-construction conferences.
- Lead and develop project plans, defining project scope and requirements; coordinate staff and contractor resources; provide direction and support to project team; monitor and report on progress and issues and provide solutions to stakeholders by determining, implementing and managing project changes and interventions to achieve goals.
- Act as the owner's representative during the design, construction and closeout periods. Provide professional and technical advice to district, including project solutions and alternative delivery methods.
- Establish and monitor project budgets, schedules, and quality control. Provide clear and concise financial tracking and other capital project status reports to client districts on a periodic basis.
- Communicate effectively, both verbally and in writing, present information, reports and recommendations clearly and timely to both internal and external project associates.
- Apply knowledge of laws, statutes, ordinances, codes and regulations related to public works, building construction and zoning, as well as CSG and school district policies/procedures.
- Oversee contracts with contractors and consultants; conduct regular site visits; process progress payments; accept deliverables; monitor compliance.
- Serve as the primary client contact and liaison for VE services with school district and other education organization clients.
- Manage multiple concurrent projects.
- Provide training and technical assistance to CSG staff and others.
- Stay current with industry standards.
- Apply knowledge of principles, processes, systems and techniques of capital construction project and contract management.
- Ability to supervise, evaluate and provide guidance to other staff.
- Research and recommend pertinent workshops \& professional development opportunities for staff \- present to Directors/Associate Directors for consideration.

- Bachelor's degree in Construction Management, Architecture, Engineering, Business or related field and five years of experience in construction, construction management, project management, or related field; OR an Associate's and seven years of experience in construction, construction management, project management, or related field; OR a High School Diploma/GED and ten years of progressively responsible experience in construction, construction management, project management, or related field.
- Experience and knowledge of public\-sector procurement processes in the State of Washington for K\-12 schools including Public Works requirements.
- Demonstrated experience leading a project management team, including serving as primary point of contact for all stakeholders.
- Experience with developing proposals and making public presentations.
- Experience using MS Office programs and MS Project or a similar scheduling system.
- Knowledge of contract law in the State of Washington and knowledge of federal, state and local regulatory requirements applicable to design and construction.
- Knowledge of trends, approaches and problem\-solving techniques used in construction, engineering, inspection and compliance issues.
- Experience and knowledge of the OSPI funding assistance program (SCAP) for K\-12 schools in the State of Washington.
- Three years of demonstrated experience leading a project management team, including serving as primary point of contact for all stakeholders.
- Work may take place in a variety of settings including outdoors, construction sites, and in office environments.
- Assignments may occur at various geographic locations within the State of Washington and will require virtual meeting participation as well as travel.
- Extended or flexible hours as necessary.
- Successful completion of a criminal history and fingerprint check through the WA State Patrol and FBI.
