Job Summary:

Prevents or eliminates symptomatic, maladaptive, or undesired behaviors and enhances interpersonal relationships, work and life adjustment, personal effectiveness, behavioral health, and mental health in individuals, families, and groups by observation, description, evaluation, interpretation, and modification of human behavior by the application of psychological principles, methods, and procedures within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience.

Job Duties:

Routine duties shall include providing health care services to individuals eligible for services in accordance with the self\-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self\-Determination and Education Assistance Act. Practices only within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. Uses psychological tests and the evaluation or assessment of personal characteristics, such as intelligence, personality, abilities, interests, and aptitudes; counseling, and behavior analysis and therapy consistent with training and experience. Collects information about individuals or clients, using interviews, case histories, observational techniques, and other assessment methods. Analyzes data such as interview notes, test results, and reference manuals in order to identify symptoms, and to diagnose the nature of the clients' problems. Diagnoses and provides treatment for mental and emotional disorders or disabilities, alcoholism and substance abuse, disorders of habit or conduct, as well as of the psychological aspects of physical illness, accident, injury, trauma or disability. Advises clients on how they could be helped by counseling and helps clients to understand problems, define goals, and develop realistic action plans. Consults with other professionals to discuss therapies, treatments, counseling resources or techniques, and to share occupational information. Develops therapeutic and treatment plans based on client's interests, abilities, and needs. All treatment plans are to be recovery focused, trauma and co\-occurring specific and the client must be able to actively participate in the treatment. Active participation means that the client must have sufficient cognitive abilities, communication skills, and short\-term memory to derive a reasonable benefit from the treatment. Evaluates the results of counseling methods to determine the reliability and validity of treatments. Ensures all communications between a licensed psychologist and the individual with whom the psychologist engages in the practice of psychology are confidential and at the initiation of the services the patient is informed of the limitations to the confidentiality of their communications. Obtains written consent from the client (or legal guardian, if a minor) PRIOR to the use of information for instructional, supervisory and/or research purposes. Documents in client's records the dates of all assessments, tests, and services; the start and stop time for each session; signature of the provider; credentials of provider; specific problem(s), goals and/or objectives addressed; methods used to address problem(s), progress made toward goals and objectives; patient response to the session or intervention; and any new problem(s), goals and /or objectives identified during the session. For each group psychotherapy session, a separate list of participants must be maintained. Psychological testing will be documented for each date of service performed which should include at a minimum, the objective for testing, the test administered, the results/conclusions and interpretation of the tests, and recommendations for treatment and/or care based on testing results and analysis. Ensures when under Medicare, the psychologist works under the supervision of medical doctors or osteopathic physician at institutions such as hospitals, nursing homes and assisted living facilities to ensure that services are prescribed by a physician, provided under a written treatment plan, periodically reviewed by a physician and furnished while under the care of a physician. Conducts professional activities in conformity with ethical and professional standards promulgated by the Oklahoma State Board of Examiners of Psychologists (OSBEP) and provides Human Resources with a signed copy of understanding and acknowledgement. Attends weekly staffing conferences for a period not less than sixty (60\) minutes per week during which clinical treatment and diagnostic cases are presented and clinical interventions are discussed. Assess the Behavioral Health/Jack Brown Center's services and needs by collecting the most current data through systematic assessment methods in order to provide relevant data for the planning process. Forward data to Director. Obtains written informed consent of clients BEFORE audio/video taping or recording or permitting third party observation of their activities. Complies with the applicable state and federal regulations in regard to the security, safety and confidentiality of any behavioral health services record they create, maintain, transfer, or destroy whether the record is written, taped, computerized, or stored in any other medium. Provides the client a copy of the client's record in accordance with state and federal laws. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal and/or state regulations. Claims or implies only the professional credentials possessed and shall be responsible for correcting any know misrepresentations of credentials by others. Does not represent themselves as specialist in any aspect of behavioral health services, unless so designated by the OSBEP. Provides Human Resources with a copy of current Statement of Professional Disclosure, all licensures, certifications, renewal of licensures and certifications, and certifications of supervision from each Board that has granted supervisory authority upon receipt thereof. Renews licenses, certifications and specialty designations before the expiration date. Furnishes a copy of the Statement of Professional Disclosure to Human Resources. In the counseling setting, two (2\) copies shall be signed by both the client or adult caretaker and the counselor. One (1\) copy shall be given to the client and the other copy shall be retained by the counselor in the client's file. Maintains continuing professional education approved by the OSBEP required for licensure to assure that the public benefits from the most current and effective standards of professional practice. Keeps verification of all continuing professional education credits claimed for a period of two (2\) years and submits copies of education credits to Human Resources. Develops and administers grants and contracts and ensures compliance with licensure and certifications required by grants and contracts and provides Human Resources with a copy of licensure and certification requirements. Evaluates behavioral health programs for planning and quality improvement and submits reports to Director of Behavioral Health and Executive Director of Health Services. Provides consultation and training to behavioral health staff in areas where they are fully competent and experienced that reflects current practices, research findings, and available resources. Provides quantitative and qualitative analyses on the implementation and outcome of behavioral health programs. Participates as a presenter at regional, area and national meetings, health fairs and other assigned training and promotional activities related to behavioral health programs within scope of practice. Provides after\-hours "on\-call" coverage for emergency room. Must give proper notice prior to volunteer resignation consistent with Cherokee Nation Contract. Displays the original license and current license verification card in a prominent place in the primary location of practice and a current license verification card shall be readily available on the Psychologist person at any time counseling services are being provided. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES

May directly supervise 1 to 4 employees in Behavioral Health/Jack Brown. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:

EDUCATIONAL REQUIREMENTAs per Oklahoma Statues and Regulations, "The possession of a doctoral degree from an area related to psychology does not qualify one for licensure as a psychologist."

Shall have a doctoral degree in psychology based upon a curriculum from an institution regionally accredited by the American Psychological Association and recognized by the U.S. Department of Education consisting of at least three academic years, which shall be defined as 90 semester hours (excluding internship credit), leading to said degree and meet all of the following criteria:

(1\) The doctoral program, wherever it may be administratively housed, must be clearly identified and labeled as a psychology program. Such a program must specify in pertinent institutional catalogs and brochures its intent to educate and train psychologists.

(2\) The psychology program must stand as a recognizable coherent organizational entity within the institution.

(3\) There must be clear authority and primary responsibility for the core and specialty areas whether or not the program cuts across administrative lines.

(4\) The program must be an integrated, organized sequence of study.

(5\) The program must have an identifiable psychology faculty and a psychologist responsible for the program.

(6\) The program must have an identifiable body of students who are matriculated in that program for a degree.

Practica and an internship experience are required and must have completed two (2\) years of supervised professional experience satisfactory to the OSBEP. The two years of experience must be as a psychologist and in line with the applicant's major program of study for the doctoral degree. One (1\) year of which shall be postdoctoral compatible with the knowledge and skills acquired during formal doctoral or postdoctoral education in accordance with professional requirements and relevant to the intended area of practice. One year of the two can be a pre\-doctoral internship if in the areas of clinical, counseling, or school psychology.

Prior to initiating role as supervisor, obtains supervisory training. COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software. CERTIFICATES, LICENSES, REGISTRATIONSMust possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Must meet and maintain pre\-employment and periodic background investigation and adjudication for child care. Possess and maintains a Psychologist License issued by the Oklahoma State Board of Examiners of Psychologists (OSBEP). Possess and maintains Basic Life Support (BLS) Certification.

Must have approval from the OSBEP to supervise the "Psychologist Under Supervision." Must possess and maintain approval from the "Board" of the "candidate" which they are to supervise. Must possess and maintain certification and training for any assessment that requires it to be administered and interpreted. OTHER SKILLS AND ABILITIESSkills in program development, scientific research, and grant writing skills. Ability to speak Cherokee a plus. OTHER QUALIFICATIONS

Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).

While performing the duties of this Job, the employee is regularly required to talk or hear. The employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee must occasionally lift and/or move up to 10 pounds.
