  • Under the general supervision of the Senior Program Manager is responsible for multiple related projects to achieve larger strategic organizational goals. Responsible for multiple related projects to achieve larger strategic organizational goals. Ensures communications and reporting for stakeholders to achieve program performance metrics. This job class is treated as FLSA Exempt.

    Distinguishing Features: Program Manager is distinguished from a Senior Project Manager by coordinating project managers and resources assigned by IT Resource Managers for assigned projects, initiatives and strategic efforts. Responsible for understanding beyond the tribal government IT operations, a focus on continuous improvement for the IT organization. Required to work closely with customer and IT leadership.

  • 1\. Program Management and Operational Effectiveness: The Program Management Program (PrMP) team is responsible for meeting IT strategic objectives and ensure continuous improvement.

  • Responsible for assigned programs with multiple complex or highly time sensitive projects.
  • Defines program scope, creates work plans, schedules tasks, and monitors progress across multiple projects.
  • Develops and manages program budgets, allocates resources, and ensures timely and within\-budget delivery.*

  • Identifies and mitigates potential risks and issues impacting program delivery.
  • Resolves complex issues with program managers, project managers, and teams.
  • Responsible for coordination with multiple project managers to effectively manage and communicate progress of program(s).
  • Leads and motivates cross\-functional teams, coordinates activities, and builds relationships with stakeholders.
  • Prepares and presents reports on program performance, progress, and benefits to stakeholders, executives, and sponsors.
  • Assist with departmental continuous improvement.
  • Utilizes change management best practices to improve change adoption.
  • Providing the following facilitation services:
  • Strategic Planning and Consensus Building Services:

  • Provide facilitation for strategic planning services for organizational department customers to develop or update their department strategic plans. Provide a consensus building service that focuses on achieving alignment and commitment among diverse stakeholders on strategy and goals.
  • Request for Proposal (RFP) Services:

  • Consults with IT organization members to develop RFPs and oversee the procurement process, ensuring quality systems and service acquisitions.
  • Process Improvement:

  • Analyzes current processes, identifies areas for improvement, and implements changes to increase efficiency, reduce waste, and improve quality. Ensures stakeholder consensus and metrics meet improvement goals.
  • 2\. Project Management: Serves as Project Manager on multiple, concurrent and strategic projects.

  • Determines, documents and manages project scope, schedule and budget.
  • Standard and regular reporting to the customer and IT management to ensure project status is understood through the life of a project.
  • Utilizes and strictly follows the approved SRPMIC project management methodology. Ensures methodology is followed by entire project team.
  • Communicates effectively to all levels of the organization and Community Enterprise staff.
  • Takes ownership of project budgets and schedules. Tracks project expenses and weekly staff hours worked.
  • Prepares monthly status reports and presents project status reports to customers, sponsors, management and administration. Commits to a quality project.
  • Leads a project team composed of IT staff, internal customers and consultants. Facilitates the advancement of the project through various phases of project implementation.
  • Analyzes projects to ensure conformance with Community and IT strategic plans.
  • Seeks opportunities to improve original project intent.
  • Resolves the most difficult problems and conflicts, both technical and non\-technical.
  • Ensures that project progress, assumptions, scope changes, issues and risks are appropriately documented and addressed.
  • Utilizes change management best practices including organizational readiness, stakeholder analysis and change communications in order to improve project success and post\-implementation customer adoption.
  • Develops project contracts and manages the project contract process.
  • Procures and accepts project related equipment, software and any other required purchases for the IT and customer department.
  • Manages scope and works with stakeholders to discuss trade\-offs and risks of changing scope.
  • 3\. Leadership: Personifies leadership and promotes shared responsibility among the team.

  • Continually seeks to further group empowerment and conflict resolution.
  • Promotes positive relationships, positive attitude and positive work environment.
  • Resolves problems, manages the consultant selection and management process, reviews deliverables and prepares project status reports for project sponsors, management and Tribal Government Administration.
  • Listens and communicates effectively with a diverse group of people.
  • Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints. Escalates and communicates to management when there are identified needs.
  • Champions continuous improvement efforts within the customer department, the IT department and the Community.
  • Acts and performs as ultimate team player. Demonstrates significant flexibility as a requirement including the ability to embrace and champion change.
  • 4\. Documentation: Establishes, maintains and enforces IT department policies and procedures in collaboration with IT management team.

  • Recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed.
  • 5\. Miscellaneous \& Other duties: Performs other IT job related tasks as assigned by the Senior Program Manager and IT Director/CIO.

  • This position is required to be the ultimate team player. The role coordinates resources by working with resource managers in the IT Department and the customer department. Significant flexibility, including the ability to embrace change, is required.

  • Knowledge of project organization and management including monitoring time and dollar expenditures for tasks performed.
  • Knowledge of IT management Best Practices.

  • Knowledge of Project Management Methodologies such as Waterfall and Agile.

  • Skills presenting technical concepts to non\-technical executive staff.

  • Minimum Qualifications

  • Education \& Experience: A Bachelor’s degree from an accredited college or university in Information Systems/Technology, Management of Information Systems, Computer Science or compatible discipline required.

  • Seven (7\) years’ experience in a computer\-related industry required including experience in the following areas required:
  • Five (5\) years Project Management experience.
  • Two (3\) years supervisory experience.
  • Professional Project Management (PMP) Certification required.
  • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

    Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2\-19, Underfill.
