We are seeking an experienced Administration and Warehouse Manager to lead the daily operations of our maintenance warehouse and administrative support team. This position supervises storekeepers, oversees purchasing and inventory, manages the fleet management information system and directs administrative staff supporting five maintenance departments. This role also prepares required agency, state, and federal reports.

Requirements: Supervisory experience, inventory/purchasing knowledge, strong data and Excel skills and experience with fleet or asset management systems (FMIS).

Remote work is not conducive for this position, so fulltime in\-person work is necessary to fulfill the role responsibilities.

COMPENSATION: 2026 rates Salary Exempt $4312 \- $5782 semi monthly

Job Summary:

Under general direction, this position manages the WTA warehouse operations and division administrative staff. Manages the fleet maintenance management information systems software. Supervises assigned staff to ensure consistent adherence to WTA, federal, and state policies, procedures and safety procedures. Responsible for division compliance with Federal Transit Administration (FTA), federal, and state rules.

ESSENTIAL JOB FUNCTIONS:

1\. Parts Management: Manages the warehouse department, ensuring parts are purchased and stocked in accordance with WTA policies and maintenance division requirements.

2\. Data Management: Manages the division’s fleet, facilities and warehouse management software systems including maintaining system data files, assembling, and verifying maintenance data, establishing, and maintaining a complete repair history for all agency vehicles, facilities, and equipment to meet State and FTA requirements. Also, maintains complete inventory records per agency and all procurement regulations. Sets and reviews user security levels. Manages staff in preparation of monthly reports and ad hoc reports, as required. Reports maintenance month\-end and annual reports to the Finance division.

3\. Leadership: Provides leadership to the warehouse department and department assistant. Develops and maintains an atmosphere of cooperation and teamwork. Responsibilities include selection, training, shift scheduling, employee evaluations, enforcing work rules, discipline and initial grievance handling.

4\. Compliance: Ensures division compliance with reporting requirements of State and Federal regulations including the Transit Asset Management (TAM), National Transit Database (NTD), the Triennial, and requirements of other FTA and State agencies. Reviews with Fleet and Facilities staff on the proper procedures and documenting required information. Prepares and submits reports.

5\. Inventory Control: Ensures proper procedures and inventory controls are followed that meet federal, state and WTA requirements in coordination with Finance.

6\. Fueling Program: Manages WTA’s fleet fueling program, fuel inventory levels, fuel cards, and vehicle fuel transactions, including cost accounting of fuel inventory to the Finance Division. Calculates electrical usage, analyze data, and establish metrics for electric fleet vehicles.

7\. Rideshare Maintenance: Through assigned staff, ensures the scheduling and completion of WTA’s rideshare maintenance and repairs. Ensures vehicle servicing is coordinated with vanpool user groups, Fleet Manager, and rideshare coordinator.

8\. Warranty Program: Through assigned staff, manages the warranty program for WTA fleet vehicles and equipment.

9\. Uniform Rental Program: Manages the maintenance department uniform rental program, vendor selection and contracts.

10\. Fiscal Management: Develops and administers department budgets and contracts. Monitors and authorizes expenditures in accordance with budgetary limitations, agency policies, and sound fiscal management principles. Writes budget proposals as needed.

11\. Procurement: Leads department procurement process to select and/or retain third\-party administrators and suppliers in program areas and monitor vendor performance.

ADDITIONAL JOB FUNCTIONS:

1\. Makes occasional deliveries/pickups using WTA staff vehicle.

2\. Assists with general organizational activities between management of Fleet and Facilities departments.

3\. Participates in ongoing organization training on issues related to the position and organization.

4\. Assumes direct responsibilities for the Division in the absence of the Fleet and Facilities Director, as assigned.

5\. Performs other related duties as assigned.

SUPERVISOR RESPONSIBILITIES:

1\. Department Operations: Manages and oversees the day\-to\-day operations of the department. Identifies and sets standards for those programs. Works closely with other management staff within the Agency as deemed necessary.

2\. Staff Management: Provides management to the department. Develops and maintains an atmosphere of cooperation and teamwork, upholding the values and initiatives of WTA. Responsibilities include selection, training and safety, employee evaluations, enforcing work rules, discipline, and initial grievance response, which may include reviewing and interpreting collective bargaining agreements, as applicable. Develops departmental staff by being a coach and champion, providing support, guidance, and opportunities for growth and advancement.

3\. Leadership: Act as an organizational leader to build trust, cohesion, and alignment between departmental staff and the organization’s leadership and overall direction.

QUALIFICATIONS:

KNOWLEDGE:

  • Automotive industry terminology and trade practices.
  • Principles and practices of supervision and management.
  • Computerized fleet maintenance tracking and warehousing software.

  • Establish and maintain working relationships with co\-workers at all levels of the organization, as well as people affiliated with other organizations and vendors.
  • Utilize computer equipment and carry out computer\-related tasks including word processing, database, and spread sheet and maintenance work management software.
  • Ability to understand and apply WTA, division, and departmental policies and procedures.
  • Ability to understand and utilize public works contracting procedures.
  • Monitor and enforce safe working practices. Identify and correct occupational hazards.
  • Become familiarized with and implement the collective bargaining agreement.
  • Work a variety of shifts to include day, swing, nights, and weekends.
  • Manage time efficiently, prioritize, and meet demanding deadlines.
  • Ability to act with integrity, professionalism, and confidentiality.
  • WORKING CONDITIONS, TOOLS, AND EQUIPMENT:

    Duties performed primarily in a busy office environment located within the fleet maintenance facility with exposure to diesel engine noise, shop equipment noise and some of the fumes and odors associated with vehicle maintenance. The employee is occasionally exposed to moving machinery, outside weather conditions, cold, heat and adverse weather. Typical office equipment used to accomplish job tasks include computer, printer, fax machine, multi\-line telephone system, photocopier, and calculator.

    Education and Experience:

  • Education: Associate’s Degree in job\-related field of study from an accredited school, required.
  • Experience: At least five (5\) years of progressively responsible experience in an automotive shop office, warehouse administrative position, or related position, required.
  • Other combinations of education and experience which would provide the applicant with the desired qualifications required to perform the job may be considered.

    License or Certificates:

  • Valid Washington State driver's license at time of hire in order to operate WTA vehicles.
  • PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each division at the organization's facilities.
  • SPECIAL REQUIREMENTS:

  • Participation in WTA's Drug and Alcohol Abuse Prevention Program is a requirement of employment which includes reasonable suspicion drug and alcohol testing.
  • Must pass a driving record check.
  • Must pass a comprehensive background check.
  • Must pass a credit history check.
