GENERAL POSITION DESCRIPTION:
Perform semi\-skilled and skilled preventative maintenance and repair on all District heavy equipment, trucks, support vehicles, building maintenance and shop equipment. Assist with aspects of road and bridge maintenance.
There are three clerk levels of operation with increased responsibility, experience, and independent operation.
* Level I \- Applies basic skills while developing some specialized skills in procedures, operations, techniques, tools, materials, and/or equipment appropriate to area of specialization; performs routine and/or repetitive tasks; limited decision making required; generally, works under close supervision; has no or limited experience; work is performed from within specific limits of established procedures and/or defined instructions. (0 – 5 years of experience)
* Level II \- Applies skills and job knowledge in area of specialization; applies procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization at an intermediate level of knowledge and understanding; may work on non\-routine tasks, projects, and applications; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision. (minimum of 2 years of experience)
* Level III \- Works on tasks that are varied and maybe complex. Applies full range of specialized skills and job knowledge; frequently adapts procedures, techniques, tools, materials, and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; relies on experience and judgment to plan and accomplish assigned tasks. (minimum of 5 years of experience)
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Identify and perform basic to sophisticated mechanical and electrical diagnosis of district equipment, passenger vehicles, heavy duty equipment, tractors, and supplemental equipment.
- Organize, schedule, perform and record preventative maintenance on all assigned equipment.
- Perform welding, layout and fabrication as necessary to meet district and organizational projects.
- Regularly, perform hand tool operation and maintenance: drills, grinder, impact wrenches, skill saw, reciprocating saw, cut off saw, shovels, brooms, rakes, squeegee, etc.
- Perform body repair and painting on district equipment.
- Track, maintain, order, record and complete invoicing process for shop tools, equipment and supplies.
- Complete preventative maintenance both scheduled and necessary such as, but not limited to oil and filter changes, greasing and lubrication, belt, light, and wiper blade changes, cleaning, fluid check and maintenance, etc.
- Monitor and oversee safety protocol in shop and during equipment repair.
- The primary location of employment for this position is the designated Delta County office/location with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office/location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
- Reliable and predictable attendance and punctuality are considered essential functions of this job. Employees are expected to be at their work area and ready to work at the scheduled start time to ensure consistent service delivery and operational efficiency.
- Provide mechanical diagnosis, repair and preventative maintenance of vehicles and equipment including minor repair to major overhaul on cab, chassis, engine, drive train, suspension, electrical, hydraulic, and pneumatic systems both in shop and at remote sites.
- Complete body, fiber glass and metal repair, preparation and paint.
- Repair and change tires.
- Maintain records, history and files on all trucks and equipment.
- Maintain and repair shop, systems, and shop equipment i.e. welders, jacks and lifts, power tools, compressors, saws, drills, generators, etc.
- Maintain part and supply inventories for building, vehicles, and equipment.
- Diagnose and repair air conditioning systems.
- Subject to being on call for emergency brake down of vehicles and equipment.
- Perform welding, cutting, air\-arc and brazing for structural, layout, hard surface and repair work.
- Must be aware of, perform and uphold all safety procedures and practices ensuring those in the shop and on grounds do the same.
- Complete time sheet, preventive maintenance forms, safety checklists, and various reports.
- May be required to support road and bridge repair and maintenance, including operation or heavy equipment, manual and physical labor and provide a variety of required assistance.
- May be asked to support road and bridge repair and maintenance, including operation of equipment, manual labor and provide general assistance.
- Operate, drive, test and move equipment as necessary to assess operation and safety of all assigned equipment.
- Repair tire chains, build new cross\-links and reassemble broken links.
- Maintain and clean shop, office, bathroom, inventory, grounds and general facilities.
- Attend meetings, trainings and maintain certificates and licensures as required.
- Answer phones, take and relay messages, operate radio.
- Work well with others in a cooperative atmosphere showing respect and support.
- Perform other similar and related duties as assigned.
- Complete all duties of a level I mechanic at an intermediate level with minimal supervision.
- Certify annual Department of Transportation inspections and repair.
- Build and maintain hoses and hydraulic hose and fitting inventory.
- Organize, identify part(s) needed and order parts for special repairs and projects.
- Follow\-up on all equipment and vehicle warranty work.
- Maintain Material Safety Data Sheets (MSDS) for shop.
- Assist in preparation of specifications for Requests for Quotation (RFQ) and Request for Proposal (RFP).
- Maintain and coordinate disposal of oil, fuel, chemicals and products in accordance with standard and legal requirements.
- Complete all duties of a level I and level II mechanic at a professional level under general supervision.
- Train and certify all operators of air brake trucks on proper detection and adjustment.
- Make recommendations and evaluations for annual budget and capital purchases.
- Direct mechanics and assistants in shop and maintenance work as assigned.
- Draft specifications for Requests for Quotation (RFQ) and Request for Proposal (RFP).
- Assist with creation, maintenance and reconciliation of shop budget.
- May assist in supervision of other mechanics.
- Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers.
- At least ten (10\) years of experience in diesel, gasoline engine, equipment overhaul, welding, fabrication, electrical systems, body repair, and hand tools required.
- Combination of education, certification, licensure and experience could waive specific requirement.
- A minimum of two (2\) years of experience in county road and bridge district mechanical operations OR significant proven and demonstrated mechanical ability is required.
- Hold and maintain a class A Colorado Commercial Driver’s License (CDL) with a current medical card, desired, but not required.
- Satisfactorily, efficiently and safely operate, maintain and repair district equipment, shop tools and equipment.
- Successfully, demonstrate maintenance and repair of most district equipment.
- Demonstrate consistent compliance with safety and maintenance protocols and plans.
- Regularly and routinely meet performance expectations as documented in evaluations and review of responsibilities.
- Perform duties with regular accuracy at an intermediate level requiring only minimal supervision.
- A minimum of five (5\) years of experience in Delta County Road and Bridge District operations is required.
- Expertly and safely operate, maintain and repair district equipment, shop tools and equipment. Demonstrate consistent compliance with safety and maintenance protocols and plans with no safety issues in the previous 2 (two) years.
- Regularly and routinely meet performance expectations as documented in evaluations and review of responsibilities.
- Demonstrate advanced knowledge of equipment maintenance and repair with little reliance on district foreman.
- Satisfactorily perform at least 4 of the following duties:
- Train and certify all operators of air brake trucks on proper detection and adjustment.
- Make recommendations and evaluations for annual budget and capital purchases.
- Direct mechanics and assistants in shop and maintenance work as assigned.
- Draft specifications for Requests for Quotation (RFQ) and Request for Proposal (RFP).
- Assist with creation, maintenance and reconciliation of shop budget.
- Hold certifications or have completed specific equipment maintenance and mechanical training.
- Current and valid Colorado Commercial Driver’s License Class A is preferred.
- Certification in diesel and/or mechanical studies is preferred.
- ASE Mechanical Certification is preferred
- DOT Certified Inspector in Colorado is preferred.

Risk of Assault or Injury: Safety conditions, mechanical accidents and heavy equipment operational hazards can be minimized through close attention to good safety and operating practices. Maintain safe practices when around equipment, when moving and lifting heavy objects.
