Job Summary:
Serves as the designated Serving Health Insurance Needs of Elders (SHINE) Liaison for Pasco and Pinellas Counties, responsible for the management, compliance, and performance of the SHINE, Medicare Improvements for Patients and Providers (MIPPA) and Senior Medicare Patrol (SMP) Programs in accordance with the DOEA contract requirements. Provides leadership for volunteer counselors, ensures program integrity, and oversees outreach, education and Medicare counseling services.
Duties and Responsibilities:
Program Management and Compliance
- Serves as the official SHINE Liaison and primary point of contact with Department of Elder Affairs (DOEA)
- Ensures full compliance with DOEA contracts (e.g., SHINE, MIPPA and SMP)
- Oversees completion and submission of:
- Monitors performance against monthly benchmarks
- Directs all aspects of the SHINE Volunteers including:
- Ensures all SHINE volunteers:
- Maintains accurate volunteer records and submits required reports to DOEA
- Develops and implements outreach strategies targeting:
- Ensures all outreach activities comply with DOEA requirements:
- Coordinates:
- Maintains and expands partnerships with community agencies and stakeholders
- Ensures accurate and timely entry of all program data into required software.
- Validates data integrity for:
- Tracks and reports:
- Use data to inform program improvements and strategic planning.
- Coordinates with:
- DOEA Contract Manager
- Chief Operating Officer and Aging and Disability Resource Center Director and internal departments
- Community partners and universities (e.g., interns)
- Maintains SHINE Counseling site operations and service accessibility.
- Ensures compliance with confidentiality and HIPAA requirements
- Supports development of:
- Area Plan
- Reports and agency publications
- Ensures all counseling services meet SHINE program standards
- Conducts routine monitoring of:
- Volunteer performance
- Service delivery quality
- Maintains documentation for monitoring and audit readiness
- Ensure proper handling of client agreement and authorization forms
- Performs other duties as assigned.
- Working knowledge of federal and state funded programs
- Strong analytical and organizational skills
- Ability to interpret data and ensure reporting accuracy
- Effective written and verbal communication skills
- Ability to manage volunteers
- Must be able to lift and carry up to 20 pounds.
- Ability to travel within PSA 5 (Pasco and Pinellas counties) for outreach events, meetings, and program activities

Quality Assurance and Oversight
Education:
Bachelor's degree in gerontology, social work, planning or a related field from an accredited college or university or an equivalent combination of education and experience.
Skills/Qualifications:
Special Requirements: Must pass DOEA Level II criminal background screening; must sign Medicaid Attestation Payroll Form per Department of Elder Affairs/AAAPP requirements. Must sign SMMCLTC Program – Prohibited Activities
