  • The Hamilton County Health \& Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health \& Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health \& Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health \& Social Services Division employees are subject to modification to meet the needs of the community.

    Under general supervision of a physician, performs advanced professional nursing duties with focus on reproductive and sexual health services at the Hamilton County Health \& Social Services Division. ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics.   • Provides women’s and men’s sexual and reproductive health services to individuals under an approved protocol; obtains patient history and conducts physical examinations; draws blood; orders laboratory work and tests; evaluates testing reports and results; revises care plan as necessary to respond to test results; makes diagnosis and treatment plans; places and removes intrauterine devices and contraceptive implants; issues contraceptives and therapies under protocol; makes referrals; provide patient assistance and advocacy as needed; educates clients about public health services; educates the community about additional resources available; consults with the supervising physician as necessary.

    Participates in ongoing continuing education classes; participates in the development and revision of policies and protocols; participates in peer review; consults and participates in professional development by mentoring and instructing other health care providers including nursing students and nurse practitioner students; participates in standing committees, community meetings and board meetings.

    Performs other related duties as assigned.

    Knowledge of women’s health care prevention, wellness, and treatment methods, practices and procedures.

    Knowledge of men’s reproductive health care prevention, wellness, and treatment methods, practices, and procedures.

    Knowledge of sexually transmitted diseases (STD’s) and communicable diseases.

    Knowledge of case management practices and procedures.

    Knowledge of cultural sensitivity related to populations served.

    Knowledge of counseling, education, training and presentation methods, practices and procedures.

    Knowledge of public health care practices and procedures.

    Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions related to medical information.

    Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.

    Skill establishing and maintaining effective working relationships within the agency and community.

    Skill effectively communicating in both oral and written form.

    Skill issuing medications per protocol.

    Skill interviewing, assessing, documenting, maintaining and reporting medical information.

    Skill performing routine gynecological and laboratory tests and exams.

    Skill providing uncomplicated prenatal care.

    Skill investigating and reporting confidential medical issues.

    Skill providing case management to indigent or underserved populations.

    Minimum Qualifications

  • A registered nurse with a Master’s Degree with a major in the clinical nursing specialty of family practice or Women’s Health and preparation in specialized practitioner skills. Must have a Certificate of Fitness issued by the Tennessee Board of Nursing; must be licensed or eligible for licensure as a registered professional nurse in Tennessee and have current national certification in the appropriate nursing specialty area. A valid driver’s license is required. OR

    A registered nurse who holds an Advanced Practice Nurse Certificate, as deemed by the Tennessee Board of Nursing, with specialized practitioner skills in the clinical nursing specialty of family practice or women’s health. Must have a Certificate of Fitness issued by the Tennessee Board of Nursing; must be licensed or eligible for licensure as a registered professional nurse in Tennessee and have current national certification in the appropriate nursing specialty area. A valid driver’s license is required. OR

    A new graduate with a Master’s of Science Degree in Nursing may be considered, but must be eligible to sit for the Advanced Practice Nurse Certification test and be eligible to apply for a certificate of Fitness issued by the Tennessee Board of Nursing plus a minimum of 500 hours of working or training as a Clinician in a women’s health, family practice, or primary care setting. If hired, the new graduate must obtain Advanced Practice Nurse Certification in the appropriate nursing specialty area and a Certificate of Fitness within three (3\) months of date of hire. A valid driver’s license is required. ADDITIONAL REQUIREMENTS:

    This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.

    Prior to operating a County\-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level. PHYSICAL REQUIREMENTS:

    Work requires long periods of standing, walking, lifting medical supplies weighing up to 10 pounds, assisting patients in transfers to examination tables, performing routine lab work such as blood draws and specimen collection; extended periods of extensive contact with infectious diseases and mentally ill patients, driving to other clinics, to provide case management, or community education presentations.     Medical coverage is offered through Cigna to fulltime employees. The County pays a generous portion of the medical premium. Two options are available to choose from: LCP (Local Cost Plus) and OAP (Open Access Plus).

  • The LCP has a smaller network that includes most providers and hospitals, with the exception of Parkridge facilities/providers.
  • The OAP is a national network of facilities/providers that includes most providers/hospitals, including Parkridge.
  • Dental coverage is a voluntary benefit available to fulltime employees. Three coverage options are offered: Cigna High Plan, Cigna Low Plan, and Sun Life DHMO.

  • The Cigna High Dental Plan covers orthodontia for children up to age 18\. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Cigna Low Dental Plan does not cover orthodontia. A national network of dental providers is available to choose from and this plan offers out of network coverage.
  • The Sun Life DHMO plan is a prepaid dental plan that offers benefits through a network of plan dentists. A dental provider must be selected when enrolling and services must be provided by that provider for benefits to apply.
  • Life Insurance/Accidental Death and Dismemberment is provided through Symetra. The County provides $30,000 of Basic Life/Accidental Death and Dismemberment coverage at no cost to fulltime employees.

    Hamilton County Government Retirement for Fulltime Employees:

    Pension – Legacy Plan (hired prior to 10/1/2015\), in which the employer contributes 14\.70%.

    Pension – Hybrid Plan (hired on or after 10/1/2015\), in which the employee contributes 5% and the employer contributes 4%.

    401K – Employer contributes 5% and the employee can contribute the amount of their choice.

    457b – Employees have the option to contribute to this plan if they choose.

    Hamilton County provides eight (8\) weeks of paid maternity leave and two (2\) weeks of paid paternity leave following the birth of a child or placement of a child with an employee in connection with adoption (age 13 or younger) or foster care.

    Paid Time Off:

    Hamilton County Government provides generous paid time off (PTO) to fulltime employees from the start of employment.

  • Years 1 – 5: an employee will accrue 5\.85 hours of leave, per pay period.
  • Years 5 – 10: an employee will accrue 6\.77 hours of leave, per pay period.
  • Years 11–15: an employee will accrue 8\.31hours of leave, per pay period.
  • Year 15 and each year thereafter, an employee will accrue 8\.93 hours of leave, per pay period.

At each anniversary, an employee can roll over up to 80 hours of unused PTO into their leave bank. (Up to 800 hours for employees hired on or after 1/1/2013\).
