GENERAL POSITION DESCRIPTION: The Technician will perform routine and detailed administrative support functions to ensure efficient and compliant operation of the Clerk and Recorder’s Office of Delta County. Technician will routinely communicate with and assist members of the public, coordinate with internal departments and members of the public. Incumbents in this position are responsible for examining and processing a wide variety of documents related to recording documents and for performing complex and accuracy\-focused administrative work. The incumbent is responsible for entering and retrieving data into appropriate databases. This work is performed under general supervision and in accordance with outlined policies and procedures. It calls for the frequent exercise of independent judgment. There are three Technician levels of operation with increased responsibility, experience, and independent operation. Level I \- Applies basic skills while developing some specialized skills in procedures, operations, techniques, tools, materials, and/or equipment appropriate to area of specialization; performs routine and/or repetitive tasks; limited decision making required; generally, works under close supervision; has no or limited experience; work is performed from within specific limits of established procedures and/or defined instructions. (0 – 5 years of experience) Level II \- Applies skills and job knowledge in area of specialization; applies procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization at an intermediate level of knowledge and understanding; may work on non\-routine tasks, projects, and applications; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision. (minimum of 2 years of experience) Level III \- Works on tasks that are varied and maybe complex. Applies full range of specialized skills and job knowledge; frequently adapts procedures, techniques, tools, materials, and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; relies on experience and judgment to plan and accomplish assigned tasks. (minimum of 5 years of experience) ESSENTIAL FUNCTIONS/RESPONSIBILITIES: When Assigned to Elections All Levels: Update and maintain voter registration records based on guidelines, policies (Colorado Revised Statutes, County Policies, etc.) and procedures used in the department within a designated time frame. Read and remain current on all voting and election laws tracking legislation and rule changes in order to assist others and conduct all elections as required. Learn functions and operations of election voting equipment. Provide information to the public, either in person or by phone on elections or refer public to appropriate staff for assistance. Attain election certification as required by Help America Vote Act (HAVA) through regional trainings, conference calls, and webinars; meet continuing education requirements to maintain certification. Some out of town travel is required; overtime and Saturdays may be required during the election period. Regular and reliable attendance is required. Elections Levels II \& III: Demonstrate and apply proficiency in operation and functionality of the voting system; coordinate all aspects of an election. HAVA Certification required and maintenance of current applicable knowledge. Act as a Certified Elections Official abiding by all laws and requirements. Coordinate Election Workers schedules and training. When Assigned to Vital Records/Motor Vehicle/Recording All Levels: Perform all duties in the processing, maintaining, issuing and certifying of vital records; recording and filing of required legal documents; and issuing of titles, plates and registration for all vehicles and trailers. Receive and direct public inquiries as they pertain to functions of the Clerk’s office. Remain current on all statutes, policies, regulations and processes regarding vital records, document recording and motor vehicle through trainings, professional reading and other opportunities made available. Provide information to the public, either in person or by phone on elections, vital statistics, marriage licenses, recording and motor vehicle questions or refer to the appropriate individuals. Regular and reliable attendance is required. All Technicians The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file. GENERAL JOB DUTIES: When Assigned to Elections Levels I: Register voters and input registration information from various agencies. Program, set up, test computer based elections voting equipment. Diagnose and resolve computer based problems in a systematic way that maintains confidence in the system. Assist the public to fill out forms, applications, process requests, respond to inquiries and challenges. Scan and update poll books after an election to give voters credit for voting. Create and balance daily reports pertaining to voting. Assist in the preparation of voting equipment and operation materials (voting booths, voting equipment, supplies, etc.) for polling places. Prepare and mail voter information correspondence. Assist in keeping the Address Library up to date, printing voter lists and labels, and printing and assembling poll books/signature cards. Cancel voter registrations of deceased voters and felons per direction from Secretary of State. Update voter records with changes initiated by voter. Elections Levels II: Assist the supervisor prepare for and conduct training and scheduling of election workers. Elections Levels III: Develop and conduct election workers training ensuring all current regulations and laws are meet. Act a back up to supervisor in technical responsibilities in his/her absence. Administer a Voter Service Polling Center (VSPC) during an election which includes supervising all aspects of the election judges, registering voters and verifying that voters are eligible to vote. When Assigned to Vital Records/Motor Vehicle/Recording Levels I: Receive, verify accuracy and record death certificates from mortuaries; collaborate with the hospital and mortuaries regarding birth and death records. Issue certified copies of birth or death records, marriage licenses, certified copies of military discharge records and collect fees as appropriate. Maintain inventory of security paper for birth and death records, blank death certificates and burial permits for mortuaries and marriage license supplies. Maintain, update and ensure accuracy of burial permit file. Assist parents in completing a birth certificate for a home birth. Number and maintain the books containing the birth and death records, marriage license applications and marriage certificates. Receive, process and record a large variety of documents by assigning reception number, date and time recorded and return recorded documents to customer. Operate cash tendering system, enter check, cash and credit card payments accurately to assure end of day reports balance. Receive, distribute, prepare and process incoming and outgoing mail. Do monthly reports as required for recording, vital records and motor vehicle. Perform all duties related to issuing a title for motor vehicles, trailer, mobile homes, etc. Verify all information required including, but not limited to signatures, odometer reading, release of lien, vehicle identification number, bill of sale, required notary certification, power of attorney if necessary, correct address, taxes collected and fees. Issue title number, registration receipt, tabs and plates. Review title paperwork and security agreements from lending institutions for accuracy before filing liens, processing titles and mailing. Verify lien file number and name of lien holder on title. Complete title searches for Human Services, law enforcement and customers. Communicate with Department of Revenue as necessary to resolve vehicle titling issues. Run daily reports for motor vehicle, run cash tape, deposit slip and daily summary of transactions. Renew and issue handicap placards to those with authorization forms completed by their doctor. Write standardized rejection letters stating what is needed to complete processing of title and lien. When Assigned to Vital Records/Motor Vehicle/Recording Level II: Maintain required vital records training. Correct, update and maintain records with the Colorado Department of Health; stay current on Department of Health statutes and rules concerning birth, death and marriage. Issue title and registration for large vehicles (GVW) qualifying distance to be traveled, weight, private or commercial use, determine and collect appropriate taxes and fees and issue plates and/or title. Perform duties of registering Slow Moving Machinery (SMM) including bill of sale verification, confirm manufactured suggested retail purchase price and weight, secure value and tax rate, determine usage, collect tax if necessary and issue registration/plate. Maintain title spreadsheet ensuring the data is current and correct. When Assigned to Vital Records/Motor Vehicle/Recording Level III: Perform inventory duties in Drives system Act a back up to supervisor in technical responsibilities in his/her absence. Reconcile birth and death certificate invoice from the State of Colorado. Act as department financial bookkeeper reconciling daily reception of payments and records according to processes and regulations. All Technicians Interact with public in a friendly, professional manner to resolve public needs and challenges. Work well with internal and external stakeholders in an atmosphere showing respect and support. Perform routine administrative duties including answering the telephone, assisting the public at the counter, database management and filing. Prepare reports and formal documentation as required by assigned areas and as directed. Perform other similar and related duties as assigned. Obtain Notary Public Commission, perform notary duties, and maintain requirements and knowledge to uphold commission responsibilities. Maintain confidentiality abiding by professional standards, Delta County Employee Handbook and Confidentiality Agreement. Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers. Requirements: Education: High school diploma or equivalent is required. Experience: Level I Five (5\) years’ experience working with the public in a detailed administrative position is preferred. Level II A minimum of two (2\) years of experience processing motor vehicle transactions, elections, and/ or vital records and recording is required. Hold and maintain a current Public Notary Commission. At least one of the following based upon area of competency: HAVA certification; Vitals Registrar requires five mandatory trainings from Colorado Department of Health Public and Environment; ability to process birth/death records in COVIS; basic knowledge of home birth resources; Motor Vehicle Driver’s Privacy Protection Act (DPPA) annual training that is required by Colorado Department of Revenue as well as supervisor's assigned trainings; Recording one\-on\-one training to be able to perform a recording transaction with little or no assistance with very few errors; Regularly and routinely meet performance expectations as documented in evaluations and review of responsibilities. Perform duties with regular accuracy at an intermediate level requiring only minimal supervision. Level III A minimum of five (5\) years of experience processing motor vehicle transactions, elections, and/ or vital records and recording is required. Achievement of at least three (3\) of the following is required to demonstrate mastery of promotional opportunity: At least two (2\) years’ experience as a certified election official; Process all motor vehicle transactions timely and accurately without assistance; Achieve internal demonstrated mastery of vital records and processing in Acclaim and COVIS and ability to perform recording transactions with no assistance including indexing of document with little or no errors; Serve at least two years as a Deputized Registrar; Trained and proficient as the department financial bookkeeper; For at least a year, the employee has been functioning in a lead role during the absence of a supervisor providing specialty area knowledge, leadership, recommendations in regard to policy, regulation and process. Served as an administrator of a Voter Service Polling Center (VSPC) during a least two elections. Consistently meet performance expectations with very few minor errors as documented in evaluations and review of responsibilities required. Demonstrated advanced knowledge of statutes, policy, regulation and processes as evidenced by completion of department assigned projects and applied leadership from coworkers seeking knowledge and support required. Combination of education and experience could meet qualifications and deemed applicable.
