JOB PURPOSE: Properly computes and inputs into computerized payroll system hours worked, overtime, deductions, such as taxes, insurance, fees and other pertinent data such as paid time off, status changes, etc., to update the records needed in payroll preparation. This position description indicates in general the nature and levels of work, knowledge, skills, and abilities. JOB DUTIESRESPONSIBILITIES: Receives completed time\-keeping records from all departments for review and processing of payroll. Compiles and analyzes payroll data, makes recommendations and determinations and prepares related reports. Coordinates with various departments to verify attendance of employees without signatures on sign\-in sheets or where there is a discrepancy in hours worked. Receives and processes various personnel forms such as paid time off, leaves of absence, transfers, status changes, new hires, separations, etc. Reviews, analyzes and checks payroll reports for accuracy and makes necessary adjustments or corrections through journal entries or other established procedure. Conducts necessary research to effectively resolve payroll issues. Ensures accuracy of payroll by reviewing data and correcting errors and discrepancies; communicates with departments to address errors. Calculates and processes employee deductions, i.e. taxes, child support, garnishments, student loans. Researches, analyzes and resolves difficult or technical problems or questions presented by other workers, faculty, staff, or outside agency representatives using knowledge of common problems and of entire payroll function. Compiles data and prepares presentation of information for audits. Prepares direct deposit information for electronic transfer; prepares information for payroll funds transfer. Prepares electronic funds transfer for payment of federal and state taxes. Verifies to ensure the arrival of the electronic funds transfer file as requested. Assists in the preparation of check requests for wage garnishments, state payroll taxes, and other miscellaneous deductions. Maintains accurate records; files backup documentation of payroll records. Coordinates and interacts with federal and state agencies on issues pertaining to employee compensation and deductions. Creates reports as needed. Completes income verifications. Prepares year\-end financial data for W\-2s and other financial reports. Responds to requests from employees regarding payroll questions or concerns. Ensures strict confidentiality of financial records. Prepares and ensures accuracy of reports to the Navajo Nation for the quarterly Workers Comp reports which includes payments are made in a timely manner. The Labor Dept monthly reports and annually reports. Work with Nation Wide/Legacy Benefits on Bi\-weekly reports and payments and at year\-end coordinate on retirement true\-up report and payment and post final amount. Tax compliance, stay up to date with changes in tax laws and ensure that the company's payroll process adheres to all state and federal requirements. This also entails sending updates to iSolved with current rates for WC and AZ / NM Unemployment rates Review, analyze, and check payroll reports to confirm any changes, such as new rates are updated. Calculate and process final payment for separated faculties who leave before their contract end date. Review, analyze payroll reports and make necessary adjustments of corrections through journal entries or other established procedures. Address and resolve payroll discrepancies or payroll issues promptly and efficiently. Review, analyze, and prepare year\-end financial data for W\-2s and annual ACA reports. Maintain insurance plans for fulltime employees. Calculate and process employee deductions, i.e. taxes, child support, garnishments. Review and analyze payroll entries generated from iSolved before it's posted into the accounting software. Ensure payroll goes out in a timely manner, bi\-weekly payroll. Performs other duties as assigned. SUPERVISION RESPONSIBILITIES: Payroll Assistant MINIMUM QUALIFICATIONS/REQUIREMENTS: Associates Degree in Accounting or related field. Four years accounting and payroll experience. Bachelor's Degree in Accounting, Finance or related field preferred. Valid state driver's license. Must be able to pass background check, with NO prior convictions of any felonies. The Navajo Nation Preference in Employment Act applies to all hiring, promotions or transfers of individuals into this position. KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Knowledge of accounting procedures and financial systems. Knowledge of payroll practices, policies, procedures, and reporting requirements. Knowledge of business English, proper spelling, grammar, and punctuation, and basic arithmetic. Skill in operating various word\-processing, spreadsheets, payroll systems, and database software programs in a Windows environment, specifically Word, Excel, Access and PowerPoint. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds. Ability to analyze situations and adopt appropriate courses of action. Ability to establish and maintain professional relationships with co\-workers at all levels. Ability to work independently and meet strict time lines. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements. Ability to be highly organized. Ability to maintain confidentiality. Ability to prepare routine administrative paperwork. Ability to sort, check, count and verify numbers. Ability to analyze and solve problems. Ability to meet strict time lines. Ability to communicate effectively in the Navajo and English language. Ability to work as a team member in a structured working environment. PHYSICAL DEMANDS: While performing the duties of this job, the employee may be required to sit for prolonged periods, walk and sit. Use hands for dexterity of motion, repetitive movement of both hands. Have normal auditory, visual acuity, and verbal communications skills. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT Work is generally performed in office setting. Tight time constraints and multiple demands are common. * Evening and/or weekend work may be required. Extended hours and irregular shifts may be required.
