What You Will Do – Essential Duties and Responsibilities:
- Prepares agency bi\-weekly payroll for submission to Auditor in compliance with agency policy and processes and governmental regulations; calculates adjustments regarding reclassification, promotion, demotion, longevity, health care, retirement; calculates and updates employee service time;
- Verifies and computes retroactive pay due to court decisions, errors in prior payrolls or legislation; reviews and processes employee reimbursements including preparing purchase orders;
- Processes internal and third party data requests such as employment verifications and unemployment requests.
- Acts as backup for payroll processing and provides a resource for future payroll related requirements by the County Auditor
- Develops and prepares biweekly, monthly, quarterly and yearly payroll reports, financial reports, cost analysis and other miscellaneous ad hoc reports and projects.
- Processes the payroll aspects of the agency's fringe benefit program. (Benefits include (not inclusive): health/medical insurance, life insurance, disability insurance, AFLAC insurance, employee assistance program.); responsibility requires close interaction with the Human Resources Department to assure accuracy of employee coverage. Answers to employee inquiries regarding benefit coverage amounts and payroll matters.
- Supports the account clerk supervisor in administrating the payroll systems, including coordination with Auditor's office and Human Resources on policies requiring software updates.
- Attend staff development training meetings and other unit/department meetings. Actively participates in any workgroup assignments. Attends supervisory conferences. Performs other related duties as assigned.

- Four years' experience processing state agency payroll (e.g., calculating payroll, employee withholdings, deductions, reporting \& reconciliation, employer provided benefits, agency payroll charges, accrued leave disability buy\-backs, direct deposits, garnishments).
- Or three years’ training or three years' experience in payroll processing (e.g., calculating payroll, employee withholdings, deductions, reporting \& reconciliation, employer provided benefits, agency payroll charges, accrued leave buy\-backs, direct deposits, garnishments); 12 months training or 12 months experience using human capital management software (e.g., PeopleSoft HCM) to process payroll.
- Or one\-year experience as Payroll Specialist 1 (e.g., calculating payroll, employee withholdings, deductions, reporting \& reconciliation, employer provided benefits, agency payroll charges, accrued leave buy\-backs, direct deposits, garnishments).
- Or equivalent of minimum class qualifications for employment noted above
- Bachelor's degree (major in accounting) or Associate's degree (major in Accounting) with 5 years of relevant Payroll Clerk experience in the payroll department of a public agency
- Training and experience in the use of payroll software and financial spread\-sheet software (Excel).
- A valid Ohio Driver’s License and automobile insurance that is in compliance with Franklin County Children Services policy required is for travel. Travel can occasionally include out of state travel which may require airline travel.
- Regular attendance, as governed by and in accordance with applicable rules, regulations, procedures, and laws, is regarded as an essential requirement of this classification.
