- Analyze and interpret federal statutes and regulations, directives, policies and procedures, and court rules and orders affecting the work of the Clerk's Office. Conduct research and provide procedural and policy advice on matters applicable to Clerk's Office operations.
- Research administrative and operational questions, problems, trends, and areas for improvement. Provide editorial reviews of manuals and other documents, as directed.
- Collect, review, audit, and analyze data and information related to budgetary and financial concerns, court operations and activities, and other court statistical data. Develop a variety of reports based on historical and current data, including statistics on budget and expense projections, court operations, and other planning tools.
- Assist with preparing the annual budget and spending plans. Perform data analysis and budget modeling based on provided scenarios.
- Ensure compliance with internal policies and external requirements imposed by law, policy, and regulations. Assist in internal controls monitoring and quality assurance reviews of court business processes to assess compliance and efficiency.
- Advise managers, executives, and judges and serve as project manager on special initiatives that may include operations management and process improvement, budget, procurement, staffing, property management, and other related issues.
- Serve as liaison with partner agencies with respect to facility security emergency management planning. Assist in the management of continuity of operations plans, occupant emergency plans, and facility security committees. Coordinate exigent building closures and the emergency notification system.
- Coordinate with other governmental agencies, court units, the Bar, and the public.

- Travel between geographical divisions is required to interact with judges and staff, identify issues, and analyze work processes.
- Recurring telework may be available per policy at the discretion of the Clerk of Court.
- Positions with the U.S. District Court Clerk's Office are Excepted Service appointments. Excepted service appointments are at\-will and can be terminated with or without cause by the Clerk of Court.

The Policy and Management Analyst conducts research; analyzes and audits data and processes; drafts policy and procedural documents; and develops a variety of organizational, budgetary, financial, statistical, and/or operational reports for the purpose of analyzing operations, administering budgets, improving administration, and advising senior management. ### Qualifications
Applicants must have a minimum of five (5\) years of progressively responsible professional experience that provided an opportunity to exercise sound judgment in a challenging environment, gain strong interpersonal skills, and develop a practical understanding of principles, concepts, and tools of organizational management. At least two (2\) of the five (5\) years of experience must have been in a position that provided an opportunity to acquire an organizational perspective of processes and practices in the areas of business operations, budget administration, financial management, and/or case management. Experience within the Federal Government is preferred, and experience within the Federal Judiciary will be favored.
Other Requirements: The incumbent must be detail\-oriented and possess strong problem\-solving skills; able to communicate accurately, effectively, and timely with colleagues, senior executives, and across agencies; and highly skilled in the use of automated systems and software, including word processing, spreadsheets, and databases.
### Education
Applicants must possess a bachelor's degree. A juris doctor or master's degree in court administration, public administration, accounting, finance, or law will be favored.
