Description of Work

SALARY RANGE: $53,465\.00 \- $83,778\.99

The Micrographics Office of the North Carolina Administrative Office of the Courts (NCAOC) is an essential organizational unit that provides support to the Offices of Clerks of Superior Court in three (3\) primary ways:

1\. Performing quality assurance (QA) procedures on court files scanned for long\-term retention or for ingestion into Enterprise Justice (Odyssey);

2\. Producing copies of case files that have been requested from the Clerk's Office by the public or legal entities but are stored on microfilm at NCAOC;

3\. Providing ad hoc book scanning of aging court records for electronic access.

Knowledge Skills and Abilities/Management Preferences

The Micrographics Office seeks a supervisor to plan and organize office work, develop standard operating procedures, ensure quality results, and supervise staff. The supervisor will create and evaluate work assignments, establish and evaluate work standards, serve as an internal and external subject matter expert for the office, and communicate with management about the priorities and needs of the office. This position is eligible for partial remote work pursuant to NCAOC policy.

Essential duties and responsibilities include:

  • Serve as backup for all office staff, performing regular retrieval of records from microfilm and QA reviews of scanned documents.
  • Plan and organize work and supervisor support staff involved in Micrographics Office duties. Staff to supervise include 3 Retrieval Team members who work in office full\-time and 5 Quality Assurance Team members who work hybrid schedules.
  • Liaise with Judicial Branch staff in courthouses across the state (phone calls, meetings, emails, and virtual trainings).
  • Serve as Micrographics Office representative at meetings as well as conferences at which the Office has a responsibility. Such meetings may be virtual or in\-person. Attendance at conferences may require travel and/or overnight accommodations.
  • Maintain Micrographics Office standard operating procedures for both legacy and eCourts quality assurance, coordinating with the Records Officer and subject matter experts to adapt and update procedures to ensure that they reflect current business processes.
  • Assign and evaluate work assignments, establish work standards, and coordinate work efforts.
  • Maintain performance data on Office activities to identify opportunities for enhanced performance and efficiency.
  • Conduct semi\-annual one\-on\-one and periodic all\-Office meetings with supervised staff, review work plans and performance, and discuss opportunities for staff growth and development.
  • Provide employee counsel or correction, as needed.
  • Proactively identify and analyze Micrographics Office problems, challenges, and opportunities for improvement and make recommendations to management for new or revised policies and procedures.
  • Seek out opportunities for continued personal and professional grown and development, including leadership training, subject matter training, conferences, and other professional development opportunities.
  • Knowledge, Skills, and Abilities:

    Knowledge of: principles and practices of office and court administration; modern office procedures, practices, and equipment; the fundamentals of supervision, office management, and personnel policies and procedures; Tyler Technologies' Enterprise Justice and Portal software systems; computer terminology and software skills; spelling, grammar and composition; basic math skills; Administrative Office of the Courts' policies and procedures.

    Ability to : exercise judgment and discretion in establishing, applying, and interpreting, and evaluating policies and procedures; plan, organize, assign, and supervise work of subordinate employees, while personally handling multiple duties; establish and maintain effective working relationships with agency personnel, officials, and the public; communicate effectively with subordinates, superiors, court system personnel, and the public, both orally and in writing.

Minimum Education and Experience

Graduation from an accredited four year college or university with a degree in Business Administration or a related field and one (1\) year of experience providing progressive responsible secretarial/office management experience; or an equivalent combination of education and experience. One (1\) year must include supervision.

Management prefers candidates with an Associates Degree or three (3\) years of administrative experience or a combination of both.
