The City of Renton is seeking a collaborative and detail\-oriented Employee Relations Analyst to join our Human Resources and Risk Management team. In this role, you’ll support citywide recruiting efforts and work closely with a team to ensure efficient, strategic hiring processes are in place.
This position will perform professional and analytical duties in various HR areas in support of the Employee Relations division of Human Resources. Work is performed independently and as part of a team. Tasks are completed with general guidelines and require some independent judgment. - Manage full cycle recruitment processes for regular, limited term, and supplemental vacancies.
- Develop customized recruitment plans that are legally defensible and meet hiring manager needs; advise management on best practices and strategies to ensure EEOC guidelines and City’s diversity, equity, and inclusion goals are met.
- Manage the recruitment process to include evaluating applications for minimum qualifications, communicate with applicants, prepare interview materials, adhere to scheduled recruiting process with hiring managers, move candidates to stages within HRIS system, and participate on interview panels as needed.
- Work collaboratively with HR Labor Manager and Senior Analysts to ensure accuracy and efficiency between recruitment job posting and classifications.
- Manage the background check process, prepare offer letters, check candidate references, verify employment history, and extend offers of employment.
- Initiate the onboarding of new hires and change in status of current employees; process new hire, promotional, transfer, and other HR related changes and documents
- Ensure recruitment and selection files are complete and adequately archived.
- Assist Senior Analysts with implementing, testing, and maintaining HR products, systems, and software.
- Assist the labor negotiation team; conduct research and analyze data in preparation of negotiations; prepare and maintain complete and accurate records; formulate proposals under guidance of HR Labor Manager.
- Assist with investigations on a wide variety of employee and labor relations issues.
- Provide interpretation and advise employees and management at all levels regarding the application of rules, union contracts, regulations, policies, and procedures.
- Assist HR Labor Manager and Senior Analysts with researching and composing written reprimands, performance improvement plans, grievance responses, and Loudermill notifications.
- Support the Senior Analysts and HR Labor Manager by researching and analyzing salary data, assisting with compensation administration, drafting and revising job descriptions, participating in job analysis and classification reviews, contributing to internal salary studies, and gathering data for external salary surveys and related requests.
- Assist with the development of curriculum and conduct trainings on various HR related topics to meet diverse needs of the workforce.
- Research policy revisions and issues, assist with drafting revised policy language.
- Assist with Civil Service processes and recruitments as needed.
- Monitor payroll data entry and position control, assist with researching and correcting payroll and systems issues, and ensure proper retention and retrieval of data and records.
- Coach all levels of management to consistently utilize performance management tools; develop, implement, and assist with training to management and employees on City’s performance management software.
- Prepare HR related reports on a regular and ad\-hoc basis, compile and analyze HR related data, and maintain/update various HR systems.
- Analyze and advise management on emerging HR related laws, regulations, and best practices to ensure the City’s compliance.
- Analyze HR processes and procedures, make recommendations for improvements, and assist with implementing updates.

- Remain current with relevant technological advancements as it relates to field.

- Bachelor’s degree in Human Resources, Public Administration, Business, or related field.
- Minimum 2 years of human resources experience in recruitment and selection, employee relations, labor relations, classification/compensation, and/or HRIS.
- Or minimum 6 years of relevant education and experience.
- Successful passing of a required background check and national fingerprint\-based records check.
- Move throughout City facilities and buildings.
- Operate a computer and other office equipment.
- Communicate with City employees and residents.
- Lift or move items weighing up to 20 pounds on occasion.
- Work is performed in an office environment.
- Noise level in the office is moderately quiet.
- Work evening and/or weekend hours as needed.

- The dental insurance plan covers services such as regular checkups, x\-rays, fillings and crowns. Orthodontia coverage is also provided.
- The City contributes 4%of the employee's base wage rate into a deferred compensation retirement plan.
- Employees may also set aside a percentage of their earnings on a tax\-deferred basis.
- Employees are enrolled in the State of Washington Department of Retirement Systems Plan (PERS).
- Both the employee and employer contribute to the plan.
- A group term life insurance policy is provided to each employee at a value equivalent to the annual salary, up to $50,000\.
- Each eligible dependent is also provided with a $1,000 policy. There is no cost to the employee.
- Optional supplemental insurance is available for employees and their dependents at group rates.
- Many employees are provided with a long term disability policy up to the equivalent of 60% of their salary.
- The City offers employees the opportunity to open two separate tax\-free accounts through salary reduction. One account is to pay for expenses not covered by health insurance and the other account is for child care costs.
- Employees accrue vacation beginning with the first day of employment as follows: 12 days per year (0\-5 years); 18 days per year (6\-10 years); 21 days per year (11\-15 years); 24 days per year (16\-20 years); and 27 days per year (21\+ years).
- Upon employment, the employee receives a sick leave bank of 24 hours, with an additional 24 hours awarded after three months.
- Thereafter, sick leave accrues at the rate of four hours each pay period.
- A confidential counseling assessment and referral service is available without cost to employees and family members for help with personal, family or job\-related problems.
- The City of Renton pays employees on the tenth and the twenty\-fifth of each month (24 pay periods each year).
- The City recognizes eleven holidays and offers two "personal" holidays each calendar year for most employees.
- Flexible work schedules are available in many departments.
- Unlimited free rides on various bus systems as well as various carpool and rideshare options are available for City employees.
- All non\-represented employees that are non\-overtime eligible shall be given a management leave bank of non\-accruable leave in the following amounts: 56 hours for Administrators, Deputy Administrators, Directors, and the City Clerk; 40 hours for Managers, Analysts, and Others
- Non\-accruable management leave is to be used within the calendar year that it is credited to employee's leave bank.
- Management leave may not be "rolled over" from one year to the next.

Telework Program
The City of Renton supports workers performing in a hybrid capacity (partial telework/in\-office) where job responsibilities can be performed remotely. This position may be eligible for a telework arrangement, up to 2 days remote, based on the operational needs of the City and specific Department. Regardless of job title or telework arrangement, City of Renton employees must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements
