Position Description

Accounting Assistant \- HADCO

Under the direct supervision of the Finance Director and to coordinate with the Executive Director, the incumbent is responsible for providing accounting duties for the Housing Authority of Douglas County, Oregon (HADCO). This position is a full\-time position of 40 hours a week.

JOB SUMMARY: Provides accounting specific support for the Section 8 and Low Rent Public Housing Programs.

Essential Functions: The following represent the major essential and secondary duties of the position; however, they are not intended to be all\-inclusive. HADCO/DMPM reserves the right to change, reassign or combine job duties at any time.

  • This position provides support for the Accounting Department.
  • Responsible for the Accounts Payable System. Basic knowledge of the general ledger chart of accounts with thorough knowledge in areas of job duties and responsibility. Responsible for weekly check runs to ensure timely payment to vendors and vendor file maintenance. Responsible for vendor 1099 processing and printing.
  • Responsible for Accounts Receivable including rent payments, miscellaneous payments and repayment agreements. Make daily deposits with remote desktop deposit; some deposits need to be brought to the branch.
  • Prepares A/R and other various Journal Vouchers.
  • Maintains checkbook/check register with deposits and check runs.
  • Processes all Inter\-program transfers.
  • Processes Section 8 HAP payments weekly upon receipt of Section 8 reports. Responsible for Landlord 1099 processing and printing.
  • Records and maintains inventory records.
  • Month end balancing.
  • Handle collections.
  • Collect and record data for Hadco programs.
  • Reconciliations: A/R; A/P; bank accounts (bank reconciliations); Inter\-program Due To/Due Froms.
  • Additional Functions/Knowledge of (growth within the position available):

  • Prepare monthly Inter\-program allocations.
  • Assist with Audit preparation (compiling required documents).
  • Become familiar and utilize the general ledger chart of accounts; knowledge of correct ending balance per category to assist in making adjusting journal entries.
  • Handle grant draws and reporting for one of our grant funded positions.
  • Physical Requirements: The position requires the ability to sit, stand, work on a computer for the hours worked.

    Working Conditions: The incumbent will work in own office.

    Supervision Received: The incumbent receives direct supervision from the Finance Director.

    Supervision Exercised: This individual has no direct supervisory responsibility.

    Administrative Responsibilities: The incumbent demonstrates efficient office procedures and skills.

    Other Information: Travel may be required.

    Knowledge of: Considerable knowledge of accounting principles; considerable knowledge of automated accounting systems; reasonable knowledge of modern office practices and procedures.

    Skill in: Use of modern office equipment that includes automated equipment and systems.

    Ability to: Communicate effectively in both oral and written forms; provide training to employees relating to accounting systems and procedures; work independently or within team unit; efficiently organize time to meet deadlines; use judgment and maintain confidentiality in dealing with employees and the public; courteously meet and deal effectively with employees, outside agencies and the public. Incumbent must have ability to effectively utilize various computer software programs including Excel and Microsoft Word.

    QUALIFICATIONS

    Minimum Qualifications:

    The individual must possess the following knowledge, skills and abilities.

  • Associate degree in accounting and two years of related work experience OR five years accounting related experience OR a satisfactory equivalent combination of experience and training.
  • Secondary Qualifications:

    Although not required, the following qualifications will enhance an individual's chance for success in the job.

  • Actual PHA experience.
  • Valid Oregon State Motor Vehicle Operator’s License and proof of a clear driving record from the Oregon Motor Vehicles Division. Must be able to pass insurance requirements for operating company vehicles.
  • Able to read and comprehend Federal Regulations and appropriate laws.

    Pay: $19\.00 \- $22\.00 per hour
