The ERSEA Supervisor leads staff in implementing Head Start Performance Standards and ensuring alignment with ISBE, CPS, and DFSS policies related to Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA). This role is responsible for maintaining full compliance with all state and federal regulations governing services for children and pregnant women. The Supervisor provides ongoing coaching, training, and technical assistance to support effective ERSEA systems, policies, and procedures, and oversees coordination of the childcare subsidy program.
Candidate qualifications:
- Bachelor’s degree in Social Work, Family Services, Family Studies, Human Services, Social Services, Counseling or related field required.
- A minimum of 3 years of experience providing family support services required.
- Supervisory experience preferred.
- Experience dealing with families in crisis required.
- Demonstrates knowledge and understanding of normal child growth/development and parent\-child relationships.
- Demonstrates knowledge of family systems issues including domestic violence, child welfare, and substance abuse.
- The ability to communicate effectively in both English and Spanish required.
- Valid driver's license, insurance, and a reliable vehicle required.
- Participates in recruitment efforts designed to actively inform families with eligible children in the service area, including varied learners and other vulnerable or disproportionately impacted children.
- Participates in the community assessment process with the ERSEA Manager and analyses community assessment data to determine recruitment efforts.
- Supervises the ERSEA Specialist and performance of their duties on a regular basis, including implementing the agency's personnel policies and practices. This includes hiring, appraisals, leaves, promotions, salary changes, terminations and documentation of all personnel actions.
- Implements policy for determining eligibility of families.
- Implements intake and enrollment policies to meet the requirements from all funding sources.
- Provides training to staff, Policy Council and Board members and community members on eligibility, enrollment and attendance policies and procedures.
- Monitors systems to process enrollment applications, including determination of eligibility and selection criteria. Collaborates with site\-based staff to confirm eligibility for new and participating families.
- In coordination with site staff, ensures timely and accurate processing of applications.
- Tracks data and prepares and distributes timely reports.
- Maintains ERSEA systems, databases, and other files, ensuring security of data.
Gateways Level 5 Family Specialist Credential required (candidates without this required credential may be considered with an approved educational plan).*

* Compensation: Range is between $62k\-65k, offers are commensurate with experience and bilingual candidates may receive additional compensation. The salary range provided represents our current estimate for this role at the time of posting and is subject to change. The final salary will be determined based on a range of factors, including but not limited to, a candidate's relevant experience, education, qualifications, skills, certifications, and alignment with organizational needs.
