GENERAL DESCRIPTION: Performs routine (journey\-level) project management and technical work. Work involves coordinating and initiating projects identified through conducting organizational studies and evaluations, legislative mandates, or work simplification studies. Manage projects to implement application and process changes designed to allow the business to operate more efficiently and effectively. Communicate project information and changes to all stakeholders. May provide guidance to others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES

1\. Manage a variety of projects including application development, enhancements due to legislative updates and business process improvements. Use project management and program analysis methodology, develop and implement program and project plans to improve or initiate programs or to address areas of concern, to include defining IT system requirements, risks, deficiencies and dependencies with the goal of delivering on\-time and in scope.

2\. Develop and implement effective tools and techniques for evaluating division programs and performance. Analyze current processes to identify areas for improvement. Make recommendations and justifications for changes and improvements to business processes and regulatory programs.

3\. Resolve technical problems. Provide consultative services and technical assistance to plan and implement efficient regulatory business processes, program services, and communicate and collaborate with customers as needed regarding project deliverables including managing expectations.

4\. Establish communication activities in support of RSD development and change activities. Coordinate meetings to include agendas, meeting minutes, presentations, action items, and scheduling.

5\. Establish profiles in test environments managed by vendors and DPS IT, create testing scenarios to complete full functionality testing of enhancements and regression testing to ensure software functionality.

6\. Develop action plans and provide ongoing project plan/status reporting for use by account managers, customers, and management.

7\. Perform contract and Request For Offer (RFO) review and provide requirements to meet business needs. Understand software and software licenses to assign the proper software and roles to the correct user groups. Assist in preparing and evaluating program budget requests.

8\. Facilitate development of regulatory program policies, procedures, standards, and manuals in accordance with program objectives and goals.

9\. Perform time and task analysis and planning in relation to specific program business goals or functions for new or planned implementation for software and process updates. Create process flow charts for each stage of application processing, licensing issuance and regulation to demonstrate areas for improvement and provide to management solutions for resolving steps of inefficiency.

10\. Assist in preparing and evaluating program budget requests.

11\. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

12\. Perform other duties as assigned.

Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS

Education – Graduation from an accredited four\-year university with a Bachelor’s degree is preferred with coursework emphasis in Business Administration, Project Management, Management, or Business Operations or a related field.

Experience – Minimum of two (2\) years’ experience with Lean Six Sigma, Agile, project management methodologies, or process improvement. Experience serving as lead in a project environment is preferred.

Substitution Note: Additional education in the fields described, can substitute for experience on a year for year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Preferred licenses and/or certifications: Project Management Professional (PMP), PMI\-Agile Certified Practitioner (PMI\-ACP), SM Six Sigma Green Belt, Certified Product Manager (CPM), Certified Project Marketing Manager (CPMM), Certified Associate in Project Management (CAPM), and Agile Certified Product Manager.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi\-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology \- Demonstrated proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook), CJIS systems, and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after\-hour, holidays and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency.
