Key Responsibilities
Assistant Director of Legislative \& Government Affairs
Reporting to the Director of Legislative \& Government Affairs, the Assistant Director provides strategic and operational support in monitoring and interpreting state and federal legislation, appropriations, and regulatory changes. The incumbent plays a critical role in keeping executive management informed of agency impacts and assists in the development of policy responses.
The Assistant Director focuses on the execution of the legislative strategy and ensures the department’s reporting obligations are met. The incumbent may respond to constituent inquiries and represent the agency in various forums as delegated by the Director.
Responsibilities
* Legislative Reporting \& Tracking: Responsible for the systematic tracking and submission of legislative reports to ensure agency compliance with statutory deadlines and timely communication with legislative stakeholders.
* Special Projects: Assists the department in the execution of special projects for the department.
* Legislative Analysis: Reviews and monitors current events, pending legislation, and other issues of interest; determines the potential impact on agency operations and provides detailed recommendations to the Director.
* Data \& Policy Review: Analyzes, summarizes, and reviews complex data; reports findings and interprets results to assist in the formulation of agency policy and legislative positions.
* Agency Representation: Represents the agency at formal or informal hearings, task forces, and committees as assigned; acts as a liaison with federal, state, and local government units.
* Legislative Representation: Represents the position of the department on proposed legislation during the session, in stakeholder meetings and legislative committees at the discretion of the Director.
* Constituent Relations: Receives, researches, and responds to incoming questions or complaints from elected officials or the public; explains policy and procedures to facilitate resolution.
* Compliance \& Implementation: Ensures agency alignment with applicable federal and state laws; provides guidance on the implementation of newly passed legislation and developed procedures.
* Legislative Drafting: Assists the Director in proposing amendments, and identifying potential sponsors to advance agency interests.

* Organizational Oversight: Ability to manage multiple timelines simultaneously.
* Analytical Thinking: Proficiency in breaking down complex statutes into actionable internal briefs and communicating these effectively to stakeholders.
* Collaborative Leadership: Skill in working across departments to gather data for "special project" initiatives.
* Diplomacy: Maintain the position of the department with diplomacy.
Qualifications
Minimum or "day\-one" qualifications:
- Working knowledge of the legislative process
- Willingness to communicate the department's position effectively to internal and external stakeholders.
- Ability to read and interpret Utah State Code
- Ability to testify clearly and concisely before legislative committees
- Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
- Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
- DHRM rules regarding promotions and transfers apply to current State of Utah employees.
- All candidates selected to fill vacancies at the agency may be reassigned to other work locations at any time based on business need.

- This position may require travel.
