The Office of General Counsel is seeking a Director II to lead the Commission Appeals Department. Texas Workforce Commission connects people with careers across the state. WHAT YOU WILL DO:

The Director II perform advanced (senior\-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Direct and manage a staff of attorneys, legal support and administrative professionals.
  • Conduct legal research and analysis in formulating advice and counsel on various matters within the scope of department duties.
  • Oversee the legal work product produced by department attorneys, legal support and administrative professionals, and provide feedback and direction as appropriate.

  • Provide legal and policy advice and counsel to the Commissioners and the General Counsel in connection with matters within the scope of department duties.
  • Maintain productive professional working relationships among departmental staff as well as between the department and the public and other stakeholders to enhance the public image of the department and the agency.
  • Analyze program goals and operations, and interpret relevant statutes, regulations and policies to plan and direct improvements and innovations within the department and in cooperation with initiatives outside the department as appropriate.
  • Oversee Department Project Management and Rapid Process Improvement (RPI) projects to ensure staff and resources are performing at an optimal capacity.
  • Direct the coordination of department activities with other Texas Workforce Commission departments to ensure the accomplishment of agency goals.
  • Plan and direct staff development and training to enhance morale and to maximize quality customer service.
  • Oversee the administration of human resource management which includes hiring and selecting staff, training and development, evaluating job performance, employee benefits, leave, travel, and personnel recommendations and actions.
  • Oversee and analyze management and productivity reports and coordinate program analyses, investigations, and audits.
  • Prepare and conduct presentations for staff, management, or executive staff and represent the agency in meetings, conferences, or hearings.
  • Direct fiscal management within the department including preparation of annual budget, acquisitions of equipment and supplies, and monitoring expenses.
  • Perform other duties as assigned.
  • YOU QUALIFY WITH:

  • Five years of full\-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity.
  • Relevant academic credits may be applied toward experience qualifications for this position.

  • Extensive knowledge of the Unemployment Insurance (UI) program, procedures and experience providing technical guidance on difficult UI problems.
  • Skills in project management, process improvement and productive decision making.
  • Ability to communicate clearly and effectively with staff, management, claimants, and other stakeholders. Ability to write clear and concise reports, policies, and procedures.
  • Extensive knowledge of the Texas Unemployment Compensation Act.
  • Liaison experience working across Departments and Divisions.
  • Experience creating and implementing special programs or initiatives.
  • Experience implementing and analyzing policy initiatives to ensure conformity with DOL Regulations.
  • Experience implementing Rapid Process Improvement.
