The Human Resources Associate plays an important role in keeping things running smoothly behind the scenes. This position supports hiring, onboarding, HR systems, and the day\-to\-day work that helps both staff and leaders stay on track. It’s a role that touches a lot of people and processes, so being organized, paying attention to details, and following things through really matters. You’ll also be working with sensitive information, so good judgment and discretion are part of the job.
This is a 3/4 time, 30 hour/week position. Benefits and LAGERS eligible.

- Primary responsibility for HR recruitment module tasks in Human Resources Information System (Paycom).
- Assist hiring managers with job requisition creation as needed.
- Maintain requisitions including ensuring communication is sent to all applicants during hiring stages, including notification if candidate is not selected.
- Submit all new hires to the Missouri Family Care Safety Registry, document results and update HR Director if the new hire’s background information is problematic.
- Assist with maintenance of applicant systems (uploading documents, etc.)
- Own full onboarding process including HRIS system activities, including but not limited to I\-9 checklist completion, E\-verify process, offer letter creation and hiring initiation, ensuring tasks are completed in a timely manner and communicate with applicants as necessary.
- Post all open positions, both internal and external to applicable internal bulletin boards, send open position email notifications, work with PR to ensure proper posting of open positions on social media and post on relevant local and national job boards.
- Create and send monthly personnel change notification email to union and management.
- Compile and send quarterly bargaining unit list to DBRLWU, HR Director and Executive Director, in compliance with the Collective Bargaining Agreement.
- Create new hire folders with all appropriate documentation as needed.
- Maintain digital and paper employee personnel files, including all filing as requested by HR Generalist and HR Director.
- Primary responsibility for checking and responding to HR general email address.
- Primary responsibility for running birthday and work anniversary reports, sending communication to celebrating staff regarding birthdays/anniversaries, ordering any service gifts to be received.
- Own manual benefit accrual processes including maintenance of PTO autoload, below part\-time PTO and Holiday Pay loading.
- Primary responsibility for ordering name tags for all staff.
- Maintain and assign staff locker system including clean\-out after staff resignations.
- Assist HR and Payroll with end of year processes.
- Assist HR Director and HR Generalist/Trainer with reporting, analysis and other Human Resources functions as requested.
- Perform receptionist duties in the Administrative Office; greeting the public and answering phone calls.
- Provide and receive information concerning matters related to the department and the organization.
- Deliver messages and provide information to administrative personnel and members of the public, either in person, by phone or email, where judgment and knowledge of administrative and library procedures are necessary.
- Primary contact for volunteer and community service inquiries.
- Receive community information to be posted on the library’s public display areas; maintain building public display areas.
- Maintain employee bulletin board including procuring employment law posters and posting updates to employment laws. Send relevant posting material and instructions to branches.
- Perform office procedures including, but not limited to, preparing and processing mail, photocopying materials and assisting with the preparation of mailings.
- Maintain or assist with the maintenance of administrative filing systems.
- Responsible for routing office mail.
- Oversee the administrative supplies in order to keep the supplies stocked and monitor use. Including monitoring supply levels and ordering needed supplies.
- Perform Notary Public service for patrons and library staff.
- Act as backup for taking minutes for Board and related meetings.
- Preparing and recording receipts in conjunction with the Executive Assistant.
- Review CPL online meeting room requests, making sure requests comply with the meeting room policy before approval in conjunction with the Executive Assistant.
- Communicate with Boone County Clerk’s office and relevant DBRL contacts regarding the use and long\-term advance scheduling of the Friend’s Room as a polling place for local elections.
- Primary responsibility for proper distribution of staff suggestions from suggestion box. Determine confidentiality requirements and placement on shared form or manager delivery.
- Position requires standing or sitting for extended periods of time, bending, stooping, reaching, lifting, and working on a computer.

Physical, Environmental, and Special Working Conditions:
Minimum Job Requirements:
High school diploma or equivalent and 48 hours college credit required. Experience may substitute for college credit. Strong excel skills and experience with Google Suite and/or Microsoft Office.
Preferred Job Requirements:
Two years of experience in human resources and administrative work preferred. Knowledge of HRIS or similar software preferred.
