These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

About The Role:

The Office of Fiscal Management has central responsibility and authority for financial management, resource maximization. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives. About the Program:

The New York City Department of Health and Mental Hygiene (DOHMH), a recognized leader and innovator in public health and mental hygiene services nationally and internationally, seeks one dynamic Payment Analyst to join its challenging, fast\-paced Bureau of the Controller/ Office of Fiscal Management in the Division of Finance.

Responsibilities:

  • Assist with processing payments and accounting activities for designated divisions of the NYC Department of Health and Mental Hygiene, ensuring compliance with contract or purchase order terms.
  • Ensure all payments meet standards and directives from oversight entities, including the NYC Comptroller, the Policy and Procurement Board, the Financial Information Systems Agency, and applicable state, federal, and non\-governmental requirements.
  • Review provider expense claims, select samples for audit review, and communicate with providers to request and follow up on supporting documents.
  • Review, verify, and track documentation for post\-payment reviews to ensure compliance with regulations, policies, and procedures. Log findings, notify providers of discrepancies, and coordinate clarifications or resolutions.
  • Track and monitor the status of reviews for post payments in the master Excel sheet, ensuring timely and accurate updates.
  • Prepare and maintain financial schedules, projections, expense reports, and reimbursement forms (state, federal, and non\-governmental) to support fiscal transparency
  • Perform special projects as assigned by the Unit Director.
  • Other duties as assigned to support the overall goals and mission of the department/ organization.

    Requirements:

  • We seek candidates with a strong background in accounting, which is essential, and public sector financial management experience (in particular, City government experience).
  • Familiarity with accounting practices and DOHMH payment and accrual systems and an understanding of the city's financial management systems and PASSPort (city of New York’s digital procurement platform).
  • Strong analytical and organizational skills with attention to detail.
  • Proficiency in Excel and financial tracking systems.
  • Experience in payment processing, auditing, or financial compliance preferred.
  • Excellent communication skills for provider and internal coordination
  • Requires responsiveness, excellent interpersonal skills, and the ability to build effective working relationships with all stakeholders.

Employment is contingent upon the successful completion of a background check.

This position will be hired through a staffing agency. This position does not include benefits or paid holidays.
