Summary Duties and Responsibilities:
The Compliance Support Manager supports company\-wide efforts in achieving affordable housing program compliance by providing site staff and other departments with affordable housing compliance support, serving as the liaison between the third\-party compliance vendor and site staff, managing the agency audit processes, and ensuring compliance with the Certifications Online portal.
This role is the first line of compliance support for site staff and ensures efficiency, effectiveness, and compliance with the affordable housing programs administered at all NHI communities, as well as HPM policies and procedures.
Essential Functions and Work Duties:
The following essential functions of this position are performed personally, in cooperation with the supervisor, and/or in coordination with other staff.
Affordable Program Compliance Support
- Provide ongoing guidance and support to site staff members and other departments in the resolution of compliance\-related issues.
- Daily monitoring and response to support questions and requests via the Department email address as well as the Compliance Helpdesk tracker.
- Serve as the liaison between site staff and RightSource to address invalid audit findings and collaborate on resolutions for complicated file issues. When appropriate and warranted, initiate overrides for file findings within the RightSource portal.
- Under the direction of the Assistant Director of Compliance, assist in the development of updated compliance forms and processes.
- Handle all set\-aside swaps and unit transfers in accordance with the applicable affordable housing program and HPM internal procedures. Ensure all set\-aside swaps and unit transfers are appropriately documented in Yardi Voyager to avoid future confusion with unit mixes.
- Assist with Department Training Initiatives and Department WIGs as assigned.
- Assist with Compliance special projects, as needed.
- Under the direction of the Assistant Director of Compliance, assist in all aspects of the Certifications Online system to ensure Nevada HAND is in full compliance with Annual Owner Certification submissions as well as Annual Unit Certification submissions.
- Handle all aspects of agency and investor audits (in\-person and electronic), including site notification, preparation of documents for audit, attending on\-site audits, correction tracking, and drafting the audit responses for review by the Assistant Director of Compliance. When appropriate, visit properties in advance of state audits to review the quality of files and provide guidance on rectifying any eficient areas in advance of the scheduled audit.
- Ensure the audit tracker is up to date at all times.
- Assist in the completion of annual internal file audits to ensure ongoing compliance with regulatory programs using the Site Visit Score Card system.
- Assist in the re\-organization and clean\-up of the “All\-Site” Compliance Form folders in the HUB.
- Ensure all compliance\-related documents maintained in the HUB are valid and located in the correct document folder, and any duplicate documents are archived.
- Perform other duties as deemed necessary for the well\-being of the total operation.
- Coordinate specific work tasks with other personnel within the department as well as with other departments in order to ensure the smooth and accurate flow of work and information.

- Bachelor’s degree and/or equivalent working experience may be substituted for education at the discretion of the Director of Compliance.
- A minimum of 5 years of experience in the multifamily housing industry is required.
- A minimum of 5 years of experience with LIHTC, LIHTF, PRAC 202, RAD, and HOME affordable housing programs is required.
- Strong working knowledge of Yardi Voyager and Rent Café.
- Must be able to mentor and teach core compliance\-related rules and processes.
- Must be able to travel to various sites for support and audit purposes.
- General knowledge of property management processes as they relate to compliance\-related processes.
- Strong organizational \& interpersonal skills with the ability to work with individuals at all levels
- Ability to read, write, and speak in English.
- Excellent customer service, superior organizational skills, and attention to detail.

- Stooping \- frequently bending body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles.
- Climbing: frequently ascending or descending stairs and the like, using feet, legs, and/or hands and arms.
- Kneeling \- frequently bending legs at knees to come to rest on knee or knees.
- Reaching \- frequently extending hand(s) or arm(s) in any direction.
- Handling \- frequently seizing, holding, grasping, turning, or otherwise working with hand or hands.
- Ability to transport files up to approximately 20 pounds.
- Ability to lift files up to 20 pounds from the ground level to 4 feet in height and move them from shelf to shelf in storage.
- Regularly required to use hand to finger, handle, or feel, reach with hands and arms, and talk or hear using telephone, computer keyboard, mouse, and calculator while seated at a desk.
- Able to sit at a desk for extended periods of time.
- Specific vision abilities required by this job include close vision, depth perception, and the ability to adjust focus.
- Light work: Exerting up to 20 pounds of force occasionally, and/or up\-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most the time, the job is rated for Light Work. The worker is not substantially exposed to adverse environmental conditions.
