    General Description

    Performs advanced (senior\-level) project portfolio management, managerial, and leadership work related to the implementation of complex technology hardware and software projects for Technology Modernization efforts at the Railroad Commission of Texas (RRC). Project planning and implementation require coordination across multiple efforts and stakeholders.

    The position is responsible for establishing an over\-arching program plan; and coordinating the planning, initiation and/or execution of multiple inter\-related projects (including implementation of software applications in Software as a Service (SaaS) or Commercial off the Shelf (COTS), migration of data from to new systems; monitoring the progress, budgets, and schedules of projects; and communicating with project stakeholders, management, and other relevant parties. Ensures that deliverables and materials are produced and maintained in accordance with established processes and procedures, are of consistent quality, and use accepted project management methodologies. Plans, assigns, and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

    This position is designated as primarily onsite. While limited remote work flexibility may be available, regular in\-person attendance at the assigned work location is required.

    Essential Job Duties

  • Plans and directs resources necessary to develop and support the agency's information technology (IT) priorities, strategies, and goals.
  • Lead system\-level projects and obtain authorization for the projects and commitment of resources from management. Develops, monitors, and reports on program and project budgets, schedules, work plans, resource requirements, cost estimates, and projections.
  • Managing ITS human resources, including completing personnel management, administrative, and organizational functions, and ensuring the professional development of team members.
  • Managerial Responsibilities, including hiring of new staff; establishing annual performance goals for all direct reports; conducting mid\- and year\-end performance evaluations; and planning and coordinating annual training.
  • Works closely with project managers to monitor costs, quality, risks, and issues; analyze trends; report findings; and make recommendations to mitigate project concerns.
  • Coordinate activities for multiple projects with potential oversight entities (DIR, LBB, QAT, SAO, etc.), vendors, and staff augmentation contractors. Compile, distribute, and present information and status reports to many levels of management, including senior RRC executives and state and oversight agencies.
  • Coordinates, develops, and evaluates a portfolio of projects using accepted management methodologies, including:
  • Establishes the rules and procedures for making portfolio\-level decisions.
  • Analyzes and monitors project components to identify issues, risks, and opportunities for improvement; and designs strategies to mitigate or avoid future risks.
  • Monitors, manages, and tracks budget and expenditures to ensure projects are completed within budget.
  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the project contract's or specifications' terms.
  • Provide direction with Standard Operating Procedures (SOP) and update accordingly.
  • Manages and develops outsourced service provider contracts/agreements, including drafting project solicitations/scope of services; evaluating offers; overseeing work order drafting, managing and tracking; acquiring and tracking staff augmentation vendors; and managing overall project and program budgets.
  • Reviews and recommends proposals and bids to management.
  • Provides stakeholders with timely assessments of project performance.
  • May testify before governing boards, legislative bodies, and interested groups on project status.
  • Assigns and supervises the work of others.

    Qualifications Minimum Qualifications

  • A degree from an accredited four\-year college or university, preferably with major coursework in information systems, computer science, data processing, communications, business, or a related field.
  • 5 years of experience leading or managing projects, including implementing business processes into modern technologies.
  • 5 years of experience planning and/or assessing resource needs for IT\-related strategic objectives, including budgeting for and/or participating in IT procurement activities and scheduling
  • 5 years of experience with software development lifecycle(s), project management lifecycle(s), or systems development lifecycles and managing project timelines, milestones, and scope
  • Preferred Qualifications

  • Experience with communicating or coordinating with management, technical staff, customers, and governance committees on IT projects (specifically automation, troubleshooting, PM, or IT lifecycles), activities, and/or including preparing reports and/or giving presentations (including the ability to work cooperatively with entities such as the internal auditors, LBB, SAO, CPA, DIR, QAT)
  • Experience in leading or managing project managers in the Salesforce platform and implementation of developer efforts.
  • Experience in agile methodology scrum and practices applicable to highly complex hardware and software projects; of systems and procedures used to evaluate a third\-party vendor’s performance; and of local, state, and federal laws and regulations relevant to the
  • administration of the projects.

  • Experience in the creation and maintenance of Standard Operating Procedures (SOP).
  • Experience in coordinating project portfolio activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
  • Experience in program and project monitoring, addressing changes in scope and budget, and operating computers and applicable computer software.
  • Experience managing programs with multiple projects; to establish program goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify risks and gaps; to prepare reports; to communicate effectively; and to plan, assign, and/or supervise the work of others
  • Graduate degree (MBA, Master's in Computer Science, MS in Environmental\-related studies) or certified Project Management Professional (or similar professional IT certification).

  • Knowledge of systems and procedures used to evaluate a third\-party vendor’s performance.
  • Knowledge of Agile methodologies, including build planning, sprint planning, and sprint execution processes and activities.
  • Knowledge of large\-scale IT operations and information technology industry trends.
  • Knowledge of modernizing technology from legacy/mainframe systems to modern technologies.
  • Knowledge of change management best practices for technology\-related initiatives, including training and communication.
  • Knowledge of program, portfolio, and project management practices.
  • Skill in project management monitoring, including addressing changes in scope and budget.
  • Skill in project resourcing.
  • Skill in working collaboratively and cooperatively at all levels of an organization and other agencies.
  • Strong leadership skills to coordinate and motivate project teams.
  • Skill in analyzing complex business environments and policies to develop effective and innovative solutions.
  • Skill in defining customer requirements, securing project approval, establishing plans, managing budgeted resources, and assessing achievement of goals.
  • Skill in facilitation, negotiation, conflict resolution, critical thinking, decision\-making, oral and written communication, and leadership.
  • Ability to manage project activities.

  • Ability to work closely with senior leadership and manage expectations for projects.

  • Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan.
