Job Responsibilities

  • This position serves as a technical and business analyst lead to support the South Carolina Judicial Branch’s (SCJB’s) complex enterprise business applications. Provides detailed business requirements, analysis, end user and release documentation, and expert level targeting user acceptance testing procedures for the software development life cycle of SCJB applications. Responsible for providing technical support to the Call Center Team, Applications Administration Team, and internal/external end\-users with complex issues related to but not limited to the Statewide SCJB E\-Filing System, Case Management System (CMS), Jury Management System (JMS), Attorney Information System (AIS), OnBase, and the Appellate and Supreme Court Case Management (C\-Track). Additionally, this position is responsible for cross\-training team members, and advising management to achieve long\-term strategic organizational objectives.

    Essential Duties and Responsibilities of the Position

    Maintains and supports the Statewide Case Management and Jury Management Systems by analyzing and correcting complicated financial issues to include bank account reconciliation, bank account details; advises and assists the courts in correcting CDR codes, Case Party issues, Reopen Case issues; researches and updates all configuration values for consistency across all courts; assists with any Baseline Update releases.

    Creates and documents SQL statements used to view/update/insert/delete data for a specific test cases which could include User Interface(s), service interface(s), and/or APIs; uses Remote Desktop to log into IIS servers to start/stop services, update service configuration files, use Event Viewer and view log files; effectively communicates with Applications Development on issues found during testing, providing detailed steps to reproduce the issue, coordinates/executes retest efforts; acts as Test Manager, to plan, document, and coordinate the testing for a large project involving multiple testers \- includes participating in testing and working with fellow testers to identify issues; provides time estimates for test procedure definition and execution.

    Translates business requirements into well\-defined actions, and facilitates case transfer issues; coordinates special requests from end users or Court Services; maintains the Document Management System (CEDAR); ability to perform services/server stops/starts/restarts; creates and/or edits and publishes new ARGs and CRGs; provides guidance on how to improve business process and suggest new ways of doing business; assists in creating CORs.

    Defines/updates business requirements for new software applications or features; documents requirements and translates them into application development work items (DevOps PBIs); works with development to successfully produce software applications/features based on requirements to deliver production software applications, service packs, and point releases by building deliverables package, including release notes definition, test procedure compilation, end\-user documentation review.

    Serves as administrator for Appellate Case Management Systems; create and manage users, roles and configurations requirements; maintains good working relationship with business owners (Director of ODC, Director of Commission Counsel, Supreme Court Clerk of Court, Clerk of the Court of Appeals, Summary and Circuit Court Judges, Clerks of Courts, Justices).

    Assist with installations, customizations and maintenance for OnBase and its related databases including solution configuration, monitoring and implementing system security, migrating configuration changes to production environments, providing application support and training to users, troubleshooting system issues and implementing appropriate solutions, and communicating periodically with vendors. Understand the OnBase database structure to retrieve requested data.

    Knowledge of HTML codes to update website or troubleshoot code; IIS server knowledge; knowledge of Adobe Dreamweaver to post orders; maintains and updates content on the sccourts.org website for public and internal use.

    Assists vendor, SCJB networking, and DBA when maintenance is completed on C\-Track application and applying fixes/releases to application; knowledge of Microsoft OneDrive to assist with filings for the court; knowledgeable of the use of Adobe digital stamps; coordinates meetings with vendor and court staff.

    Performs tasks related to FOIA requests; compiles information for the Annual NCSC Reporting Report; executes HTML to update intranet reports.

    Participates in, assists with, and tests SCJB’s disaster recovery procedures for all SCJB supported applications.

    Performs all other duties as assigned.

    Minimum and Additional Requirements

  • A Bachelor’s Degree or higher in Computer Science, Business Analytics, or other IT related field and seven (7\) or more years’ experience; an Associate’s Degree in Computer Science, Business Analytics, or other IT related field and nine (9\) or more years’ experience; or a high school diploma and fourteen (14\) or more years.

    Experience in a Business Systems Analyst role providing, but not limited to, escalated technical end user support, gathering business requirements, and knowledge and experience of the software development life cycle.

    Experience working with software QA development preparing simple test procedures and executing test procedures.

    Working knowledge of the following: Microsoft Windows, Microsoft Office, XML, Adobe Acrobat, DevOps, Modern Requirements, Internet Explorer and other internet browsers, SharePoint.

    Two years’ experience with OnBase administration, installations, customizations and support maintenance.

    Preferred Qualifications

  • Extensive knowledge of South Carolina court operations at the Summary and/or Circuit, Appellate court level, or experience in an attorney's office, judicial office, or other legal setting.

    Five (5\) years' experience working with applications development, providing technical support or custom software application support.

    Experience working with software development to prepare and execute complex test procedures.

    Required Knowledge, Skills, Abilities and Other Characteristics

    Knowledge of capabilities and intricacies of information systems.

    Knowledge of computer languages.

    Knowledgeable and experienced in providing customer service by phone with exceptional customer service concepts and phone etiquette skills.

    Ability to lead other technical personnel in a team environment.

    Experience with computer system operations, troubleshooting techniques and providing technical support.

    Knowledge of court operations and business procedures at various court levels to include Summary, Circuit, and Appellate.

    Extensive understanding of the definition and implementation of work flows to ensure critical business processes are completed efficiently.

    Ability to understand and carry out complex technical instructions and requests related to web functions, application installations, updates, and support.

    Ability to communicate clearly and effectively, both orally and in writing.

    Ability to grasp new concepts, functionality and terminology quickly.

    Ability to analyze, research, document, and prioritize most issues without assistance.

    Ability to manage priorities, time and assignments efficiently and effectively.

    Excellent problem solving/analytical skills and knowledge of analytical tools.

    Must be able to establish and maintain good working relationships with agency staff and end user community.
