GENERAL DESCRIPTION: Perform advanced (senior\-level) work analyzing strategic operations, connected vehicle and field operations. Organize and lead the planning, technical, and analysis of specific cloud services platforms, connected officer technologies in networked environments, virtual private network clients \& server configurations, and video streaming platforms. Analysis of new technology objectives, and planning; assisting in developing policies, procedures, and guidelines; suggest priorities, standards, and measuring tools for system standards and progress. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1\. May supervise the planning, design, development, implementation, support, and maintenance of information technology in support of connected officer technologies, networks, servers, and cloud platforms.
2\. Plan, organize, schedule, coordinate and lead the work supporting large\-scale enterprise level information systems. Review and evaluate the status of projects and work.
3\. Lead the implementation of networked connected officer platforms, cloud\-based video systems, and specific server systems and provide guidance during the implementation process.
4\. Formulate logical descriptions of problems and devise optimum solutions and cost effectiveness including forecasting trends and long\-term planning for the department; lead in the implementation of long\-term plans and use non\-traditional, creative approaches to resolving problems.
5\. Supervise, schedule, and monitor the deployment of technicians to disaster events, tactical law enforcement operations, DDC, and SOC events.
6\. Analyze budget recommendations for new or replacement technology. Direct scheduling and deployment of technicians to disaster events and tactical law enforcement operations.
7\. Update and maintain servers, server applications, support programs, and support cloud\-based platforms.
8\. Oversee policy and procedure manuals for multiple job functions within the service containing a required vast technical knowledge ranging from connected officer, mobile networking, vehicle video solution, server administration, WAN/LAN networking, cloud administration, and remote administration of multiple systems.
9\. Lead scheduling and deployment of technicians to disaster events and tactical law enforcement operations. Supervise, organize, and assist with agency disaster recovery responsibilities and procedures.
10\. Communicate and interact regularly with interagency executives, outside agency executives, and other personnel as needed to lead and assist in determining general business and customer specific operational needs.
11\. Assist in the preparation, research, and statements of fiscal and operational impact, vendor contracts, project business cases, and grant requests.
12\. Assist with the development, training and maintenance of cloud\-based infrastructures as well as keeping up to date on any new developments in cloud applications.
13\. Assist the department at trainings, conferences, and meetings throughout the state, national association meetings, and advisory groups.
14\. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
15\. Perform other duties as assigned.
Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four\-year college or university with a major in Computer Science, or a related field is required.
Experience – Minimum of nine (9\) years’ experience involving systems analysis including hardware and software configurations on various platforms in a networked environment and two (2\) years of experience leading projects and focused work.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year\-for\-year basis.
Licensure and/or Certification – Must possess a valid driver license from state of residence. TLETS certification, TCIC\\TLETS Less than full access required certifications every two (2\) years prior to expiration.
Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791\.4\.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Knowledge of the limitations and capabilities of computer systems, techniques used in the design of automated systems, applicable server operating systems, hardware and software, computer operating system, and mapping system. Skill in troubleshooting computer systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi\-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Ability to analyze systems and procedures and write and revise standards and procedures. Ability to coordinate and solve problems in scheduling, installing, and implementing programs.

Schedule and/or Travel – Availability for after\-hour, weekend, holiday, and emergency work is required. Availability for duties on\-call and on varying shifts to provide twenty\-four (24\) hour support to vehicle mobile networks..
