Position Summary

  • The Manager, Integrated Operations, will be vital in leading the day\-to\-day integrated operations center known as the North STAR Center (NSC), serving as the central command point for the Metropolitan Airports Commission (MAC)—including Minneapolis–Saint Paul International Airport (MSP) and six reliever airports. This role ensures seamless operational coordination across all NSC functions and resident partners, acting as the critical link for maintaining continuity, efficiency, and situational awareness in a dynamic airport environment. The Manager, Integrated Operations is responsible for clearly defining daily objectives, developing strategic schedules, assigning duties, fostering staff development, and conducting performance evaluations to ensure the NSC operates with precision, responsiveness, and unified purpose. The Manager, Integrated Operations supervises Assistant Managers, Airside Operations, and has delegated authority and oversight of NSC operations. The Manager, Integrated Operations’ success is driven by strong collaboration with Customer Experience, Terminal Operations, Operations Optimization, Integrated Operations, Landside Operations, Field Maintenance, Trades, Facilities and Reliever Airports. The ideal candidate is proactive, decisive, and highly experienced with a comprehensive understanding of airport systems, regulations, and emergency management protocols.

  • RELATIONSHIPS

    Supervisory – Reports to the Senior Manager, Integrated Operations

    Organizational – Direct supervision of Assistant Managers, Airside Operations, Airside Operations Coordinator, and provides work direction as needed to NSC staff. Daily coordination with other MAC staff.

    External Business – Daily collaboration with Federal Aviation Administration (FAA), airlines, tenants, vendors, and contractors. Periodic contact with the public and media.

    JOB DUTIES

    Supervision and Leadership

  • Align M\&O departmental activities and NSC operations with MAC's Purpose, Values, and Strategic Goals.
  • Foster a positive and productive work environment through effective leadership and delegated authority.
  • Establish priorities, delegate responsibilities, and provide direction to teams in the NSC to ensure efficient and responsive operations.
  • Makes real\-time adjustments to Airside Operations daily schedules and coordinates with other NSC supervisors to ensure 24/7/365 NSC coverage, to include staffing for IROPs, winter weather events, PTO approvals/coordination, sick calls, and calling in on\-call employees to cover shift requirements. This includes responsibility for managing the Airside Operations on\-call contact list.
  • Review and approve employee timecards.
  • Facilitate collaboration and partnership among NSC residents and partners.
  • Lead and coordinate tactical planning sessions for major airport\-impacting events, including snow and ice control, construction projects, and daily operational briefings to ensure readiness and continuity.
  • Collaborate with HR and M\&O department leadership on hiring, promotion, and termination decisions.
  • Operational Oversight and Compliance

  • Serve as the primary point of contact for all operational matters on a 24/7 basis, making real\-time decisions that impact airport\-wide operations.
  • Maintain overall situational awareness of the entire airport (monitors security, cue lines, customer service, maintenance, and all general operations), directing airport operations staff and resources to patrol, inspect, and respond to maintain operational integrity.
  • Oversee and manage the operational readiness of all airport infrastructure, including runways, taxiways, aprons, the terminal, baggage systems, and landside facilities. Ensure regulatory compliance with FAR Part 139 and CFR Part 1542, as well as adherence to the Airport Certification Manual (ACM), MAC ordinances, policies and procedures.
  • Manage and ensure daily airfield compliance inspections are completed, verifying accurate documentation and reporting.
  • Monitor and manage weather\-related operational impacts, including snow and ice removal, de\-icing procedures, and severe weather protocols.
  • Direct and coordinate the response to any operational challenges, such as gate or runway closures, ground delays, and facility issues. Act as Snow Control Center (SCC) Duty Manager during snow and ice events, and Incident Commander for disabled aircraft incidents, and other irregular operations.
  • Maintain and ensure accurate Aviation Charting Publications.
  • In response to an urgent situation, authorized to assign NSC resources to respond to and assist with operational needs.
  • Employee Development

  • Support employee professional development by assisting in the creation of business and personal goals for direct report employees, ensuring quarterly and annual performance reviews are conducted in accordance with MAC Performance Management policy.
  • Ensure employees have access to necessary resources and time to achieve assigned business and personal goals.
  • Set clear performance expectations and provide timely, constructive feedback to direct report employees.
  • Conduct real\-time coaching and feedback for Assistant Managers, Intake Coordinators, and other NSC support personnel during assigned operational period and follow\-up with employee’s assigned supervisor should accountability actions be recommended.
  • Partner with Customer Experience, Terminal Operations, and Airside Operations on the development and implementation of the NSC onboarding plan.
  • Stakeholder and Emergency Coordination

  • Collaborate with Customs and Border Patrol (CBP), FAA, airlines, TSA, and MAC departments as needed to maintain operational safety and efficiency.
  • When acting as Incident Commander, lead response efforts during emergencies, ensuring coordination under the Airport Emergency Plan and the National Incident Management System (NIMS), and ensure appropriate handoff to the subsequent Incident Commander.
  • Provide timely and accurate communications to senior management and relevant stakeholders during an incident, serving as the central hub for information dissemination.
  • Oversee airfield access, tours, and VIP movements.
  • Deliver operational briefings to stakeholders before, during, and after events. This includes incident debriefs/hot washes.
  • Compile, present, and deliver the MSP Daily Operations Brief and Snow and Ice Winter Event calls.
  • Compile post\-event performance data and Key Performance Indicator’s (KPI’s).
  • Accountable for electronic notification distribution, terminal pages, and emergency messaging in partnership with Terminal Operations and Customer Experience. This includes responsibility for executive and leader communications and updates.
  • Position is designated as essential and subject to mandatory holdover during emergencies or irregular operations.
  • Active Monitoring and Situational Awareness

  • Monitor situational awareness platforms to identify, assess, and respond to incidents, threats, and hazards.
  • Analyze incident complexity, determine immediate response actions, and coordinate necessary resources.
  • Serve as the central information source for planned downtimes, runway conditions, and weather updates.
  • Ensure proactive stakeholder communication and maintain a common operating picture.
  • Monitor KPIs and alert relevant parties to performance thresholds and anomalies.
  • Monitor and resolve high\-priority, non\-standard intake management issues.
  • Maintain information flow during IROPs; authorized to activate an internal EOC list conference call.
  • Perform airfield and terminal duties as needed.
  • Auditing, Reporting, and Documentation

  • Audit daily airfield inspection data and staff work output for accuracy and compliance.
  • Oversee and ensure the timely and accurate entry of Cityworks data, maintaining compliance with established standards and supporting operational efficiency through precise documentation.
  • Through coordination with NSC residents, responds to requests for information from senior leadership.
  • Responsible for the continued review and refinement of standard operating procedures and Quick Reaction Guides for Airside and NSC interconnected operations.
  • Construction and Wildlife Coordination

  • Oversee airfield construction and wildlife management activities.
  • Lead weekly coordination meetings and disseminate the Airside Projects Log.
  • Act as an immediate point of contact for MAC Airport Development and engineering contractors for urgent requests for information and/or support.
  • Interconnected Planning \& Reporting

  • Partner with Operations Optimization for planning and reporting execution.
  • Capture and organize interconnected planning activities in coordination with Customer Experience, Terminal Operations, Airside Operations.
  • Ensure alignment between planned resource allocations and actual availability, making real\-time adjustments as needed to support uninterrupted airport operations.
  • Oversee and participate in event planning and execution for scheduled and unscheduled airfield, terminal, and airport activities and events.
  • Program and Administrative Support

  • Support strategic planning and oversight of key programs: snow \& ice control, wildlife management, and construction, including support in these areas for the Reliever Airports.
  • Assist with budgeting, purchase requisitions, and other financial tasks for the NSC.
  • Advise leadership on issues affecting Part 139 compliance, NSC operations, and Intake Management and collaborate with Customer Experience; Terminal Operations; and Airside Operations to find solutions.
  • Security and Access Control

  • Exercise sound judgment and discretion during non\-business hours by reviewing and responding to access requests for the NSC and the MAC Drivers Training Center, ensuring facility security and operational integrity are maintained at all times.
  • Delegate and oversee airfield tours and escorts.
  • Technology and Tools

  • Utilize software platforms for operational awareness, task tracking, and data analysis.
  • Direct and ensure proper use and safe functioning of departmental vehicles and specialized equipment daily.

    Minimum Requirements

  • Bachelor’s degree in Aviation, Airport Management, Business Management, or related field.
  • Three years’ experience in airport operations at a Part 139 airport.
  • In lieu of a degree, seven years of experience in airport operations at a Part 139 airport.
  • Intermediate knowledge of FAA Part 139 regulations and advisory circulars.
  • Experience using and applying airfield management software applications to manage operations.
  • Willing and able to work assigned shifts, including nights, weekends, holidays, overtime, and emergency call\-backs.
  • Willingness to abide by an on\-call schedule based on operational demand.
  • Basic skill level using Microsoft Word, Excel, Outlook and Teams.
  • Experience with two\-way radio operations.
  • Strong oral and written communication skills.
  • Ability to hear and respond to radio and telephone communications.
  • Valid state driver's license.
  • Ability to obtain and maintain a current MAC Air Operations Area (AOA) Runway License.
  • Per FAA Advisory Circular 150/5210\-20, must be able to demonstrate a functional knowledge of the English language.
  • Desirable Requirements

  • Master’s degree in aviation management or related field.
  • Experience managing and supervising direct reports which include responsibility for hiring, disciplining, coaching, and rewarding employees.
  • Proficiency in airfield safety management, including snow and ice control, and wildlife management.
  • Experience managing a 24/7 operations center.
  • Experience in work order management software.
  • Experience communicating and coordinating operations with an FAA Air Traffic Control Tower.
  • Experience managing snow and ice control operations at a Part 139 airports
  • Completion of NIMS ICS\-100, ICS\-200, ICS\-300, ICS\-400, ICS\-700, and ICS\-800 Incident Response Courses.
  • Accredited Airport Executive (AAE), Certified Member (CM) or Airport Certified Employee (ACE) of the American Association of Airport Executives (AAAE)
  • FAA Pilot Certificate and/or Remote Pilot Certificate
