  • The Wisconsin Department of Children and Families (DCF), Division of Family and Economic Security (DFES), Bureau of Working Families (BWF), TANF Policy Section is currently recruiting to fill a Program \& Policy Analyst / Advanced position. *This position may be filled at entry (analyst) level for training purposes, depending on the qualifications of the selected candidate.*

    This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

    For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

    High speed internet access is required to meet the needs of remote work.

    Position Summary

  • Under the limited direction of the Section Manager of the Bureau of Working Families (BWF) Temporary Assistance for Needy Families (TANF) Policy Section, this position is responsible for policy analysis, program planning, program review, and policy procedure development for work programs for low\-income individuals and families.

    This position is responsible for specific issues assigned to the section. Assignments require technical analysis using program policy and operations as well as systems analysis to resolve conflicting objectives in the development of new policies and programs. This position acts as an assistant to the team lead on behalf of BWF for the business needs associated with major comprehensive projects, including those that involve systems changes.

    Under the general direction of the Section Manager of the Bureau of Working Families (BWF) Temporary Assistance for Needy Families (TANF) Policy Section, this position is responsible for complex policy analysis, program planning, program reviews and policy procedure development for work programs for low\-income individuals and families.

    This position is responsible for analyzing federal law and regulations, state law and administrative rules in order to implement, administer and automate the W\-2 program. This position is also responsible for coordinating several key functions within the section, throughout the bureau and across the Division including development, integration and dissemination of policy, information system support, report development, data output, monitoring and training changes and improvements to the W\-2 program.

    Salary Information

  • The starting salary is between $25\.25 and $36\.15 per hour ($52,520 and $75,192 annually), depending on qualifications for the Entry (analyst) level and is in pay schedule/range 07\-04\. The starting salary is between $31\.01 and $41\.91 per hour ($64,500 and $87,172 annually), depending on qualifications for the Advanced level and is in pay schedule/range 07\-03\.

    Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

    A one\-year probationary period may be required.

  • Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

    Qualifications

  • Minimally qualified applicants will have:

  • Experience analyzing and/or evaluating federal regulations, state regulations, or program policy.
  • Experience developing policy manuals, policy memos, training documents, communications materials, or reports.
  • Experience assisting in development and implementation of policy or process changes (participating in workgroups, developing timetables, monitoring program/process outcomes, etc.).
  • Well\-qualified applicants will have:

  • Experience analyzing and/or evaluating federal regulations, state regulations,
  • and program policy within the field of human services.

  • Experience identifying and presenting human service policy recommendations based on multiple of the following sources: research, data, stakeholder input, laws, or lived experience.
  • Experience leading implementation of complex policy or process changes (e.g., working with various timelines, multiple stakeholders, communication plans and competing priorities).
