Hilo Benioff Medical Center and the East Hawaii Region of Hawaii Health Systems Corporation are seeking an Administrative Services Officer I to provide leadership for Fiscal Management division, including the General Accounting and Finance \& Budget departments. The Administrative Services Officer will work collaboratively with hospital leadership to support financial sustainability, optimize resource allocation, and promote fiscal responsibility in alignment with the mission, vision and values of the organization. The position is involved with the financial control, financial recordkeeping, budgeting, financial interpretation and analysis of financial reporting, supervision of office personnel and performs other duties as required.
Location: This position allows for a hybrid (remote/in office) work environment for a State of Hawaii resident, with a requirement for an incumbent living outside of Hilo to work on\-site at HBMC at regular intervals throughout the year (approximately four times per year for visits of approximately one week each). Airfare and lodging will be paid for by the organization, in accordance with our policies.
Major Duties \& Responsibilities
* Lead Finance \& Accounting Operations: Manage the Finance \& Budget and General Accounting departments, including staff supervision, financial reporting, and regulatory compliance.
* Oversee Financial Reporting: Ensure timely and accurate preparation of monthly financial statements, cost reports, variance analyses, and key performance metrics.
* Coordinate Audits \& Compliance: Serve as the primary liaison with internal and external auditors, especially in areas related to Medicare cost reporting and financial transactions.
* Drive Budget Planning: Lead the hospital’s annual budget process, collaborate with department heads, prepare board materials, and complete required budget templates.
* Support Strategic Initiatives: Provide financial insights for new services, grants, marketing opportunities, and regional projects while fostering a collaborative, patient\-centered culture.
Education Requirements: Graduation from an accredited four (4\) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4\) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year\-for\-year basis.
Specialized Experience Requirement: Four (4\) years of professional work experience which demonstrated responsibility for planning and coordinating program activities and solving operational problems involving administrative processes and the relationship between programs. Such experience must have demonstrated administrative abilities by completion of assignments or projects which involved administrative problems (i.e., conducting studies and analyses of programs, projects and services to assess effectiveness, adherence to program directives and achievement of goals and objectives, resource needs, cost and benefit factors, and other essential management concerns and recommending alternative courses of action to resolve problems and increase the effectiveness of operations and other concerns). The experience must have demonstrated a high degree of analytical skill involving the ability to identify information needs, collect and analyze data, identify problems and alternative solutions and their advantages and disadvantages and develop logical recommendations for a course of action, and the ability to read, comprehend and interpret complex material and draft comprehensive reports of findings and conclusions. Experience in healthcare, financial analysis, accounting or financial management strongly preferred.
Preferred Experience: Experience in healthcare/hospital finance and accounting. Experience in general accounting and budget preparation a plus; two (2\) or more years supervisory experience.
Substitutions Allowed: A master’s degree in business administration, public administration, or personnel administration from an accredited college or university may be substituted for one (1\) year of specialized experience.
